Biden’s American Rescue Plan Act, which created the third stimulus checks, did boost tax credits for most parents with children under 18, but only for the year 2021. Most parents and legal guardians will receive a tax credit of $3,600 for children under six, and $3,000 per child aged six through 17.

Half of that credit is coming in the form of monthly advance payments to parents beginning July 15 $300 per month for younger kids, and $250 for older ones. That’s similar to the monthly recurring checks that some legislators have called for.

The same law also retroactively exempted a large chunk of unemployment benefits paid out in 2020 from federal income tax. People who collected unemployment in 2020 and paid tax on it are getting thousands of dollars in tax-refund checks.

The American Rescue Plan Act also offers tax credits that cover all or most of the cost of a “Silver” health-insurance plan for six months under the Affordable Care Act, aka Obamacare. You’re eligible for this if you filed for unemployment benefits at any time in 2021, and if you don’t currently get health insurance through Medicare, Medicaid or someone else’s health plan.

Biden’s American Families Plan, which is separate from the American Jobs Plan, will seek to extend those tax credits, including the advance payments, through the end of 2025.

The American Families Plan would also mandate up to 12 weeks of paid parental leave and subsidies for childcare.

Do I Have To Pay Taxes On My Stimulus Payment

No. Since the stimulus check is considered a refundable tax credit, it is not classified as earned income. Hence not considered taxable income you will have to report in your 2020 tax return . It also wont affect your income for purposes of determining eligibility for federal government assistance or benefit programs.

This payment also does not have to be paid back if any over payment happens or your gross income in 2020 changes. This includes your income rising to above the qualifying thresholds. If you unexpectedly got the payment, congratulations! You get to keep it now.

Returning Incorrect Stimulus Check Payments

A few people have commented that a spouse, relative or child who died since they filed a 2018 or 2019 tax return received a stimulus check payment. The IRS has provided official guidance on this issue which states that any payments made to someone who died before receipt of the payment should be returned to the IRS in full. The exception to this is for payments made to joint filers and one spouse who had not died before receipt of the Payment, in which case, you only need to return the portion of the Payment made on account of the decedent

What Is The Child Tax Credit

The Child Tax Credit is a type of tax credit given by the government based on how many dependents you have. And it took a big leap this year thanks to the American Rescue Plan. During a normal year, you can claim your kids and get a maximum tax credit of $2,000 for each qualifying child under age 17.1 That means if you owe income taxes, then the Child Tax Credit lowers your tax bill. And if it lowers it so much that now Uncle Sam owes you money, then you can get a refund of up to $1,400 per kidpretty nice.2

Usually, parents have to wait until after they file their taxes for their refund to come rolling in. But thats all changing for your 2021 taxes . With the tax credit, youre automatically enrolled to get half of your refund paid to you up front through monthly payments starting in July 2021 and wrapping up by December 2021. The other half of your refund would be paid out to you after you officially file your 2021 taxes next year.

Basically, the thought process here is that families in need could get their hands on that refund money earlier to help them take care of their immediate needs now. The State of Personal Finance study from Ramsey Solutions found that 35% of parents say this money will go toward paying their bills.

Now, this thing isnt a stimulus check, but its almost like it in a wayalthough this money is coming from the tax return money the government would already be giving to you at tax time. Youre just getting a slice of it sooner.

Who May Still Be Eligible For More Money

There may be people who are eligible for the full $1,400 payments, or additional partial payments, particularly if their circumstances have changed.

Parents who added a child to their family in 2021 may be eligible for a $1,400 payment. Additionally, families who added a dependent to their family in 2021, such as a parent, niece or nephew or grandchild, may also be eligible for $1,400 on their behalf.

Additionally, people whose incomes have fallen may now be eligible for the money if their 2021 adjusted gross incomes are below the thresholds for full payments. If their incomes are in the phase-out thresholds, they could be eligible for partial payments.

People who do not typically file tax returns, and have not yet done so, need to file this year in order to receive the any potential payments.

The Recovery Rebate Credit money for which you are eligible will either reduce the amount of federal taxes you owe or be included in your refund.

The IRS has confirmed that the distribution of economic impact payments has started and millions of Americans should have their stimulus check payment by now.   • Direct Deposit payments will generally be deposited 2 to 3 days after the IRS confirms income eligibility for the payout.
  • Physical checks will take at least 6 to 8 weeks to be mailed out.

Social Security Retirees and Disability recipients who are eligible for the payment will get the stimulus checks/payments deposited the same way they currently get their payments.

Given over 120 million Americans could be eligible for the payment, it will take a while to process the stimulus checks.

What If I Owe Child Support Payments Back Taxes Money To Creditors Or Debt Collectors Or Federal Or State Debt

Both the first and second stimulus check cannot be reduced to pay any federal or state debts. Unlike the first stimulus check, your second stimulus check cannot be reduced if you owe past-due child support payments and is protected from garnishment by creditors and debt collectors.

If you use direct deposit and owe your bank overdraft fees, the bank may deduct these from your payment.

If you are claiming the payments as part of your 2020 tax refund , the payments are no longer protected from past-due child support payments, creditor and debt collectors, and other federal or state debt that you owe . In other words, if you receive your first and second stimulus checks as part of your tax refund instead of direct checks, it may be reduced.

Support For A Fourth Stimulus Check

A group of Democratic Senators, including Ron Wyden of Oregon, Elizabeth Warren of Massachusetts and Bernie Sanders of Vermont, sent a letter to President Joe Biden at the end of March requesting recurring direct payments and automatic unemployment insurance extensions tied to economic conditions.

As the Senators reasoned in their letter, this crisis is far from over, and families deserve certainty that they can put food on the table and keep a roof over their heads. Families should not be at the mercy of constantly-shifting legislative timelines and ad hoc solutions.

An earlier letter to President Biden and Vice President Kamala Harris from 53 Representatives, led by Ilhan Omar of Minnesota, carved out a similar position. Recurring direct payments until the economy recovers will help ensure that people can meet their basic needs, provide racially equitable solutions, and shorten the length of the recession.

Additional co-signers included New Yorks Alexandria Ocasio-Cortez and Michigans Rashida Tlaib, two other notable names among House Progressives. The letter didnt place a number on the requested stimulus payments. But a tweet soon after put it at $2,000 per month for the length of the pandemic.

Fourth Stimulus Check Amount

The fourth stimulus check amount depends on several factors. If passed, it would probably look similar to the previous checks, although that’s not guaranteed.

For reference, the first stimulus check amounted to as much as $1,200, while the second stimulus check brought $600 to eligible Americans. The third stimulus check, which the IRS is still in the process of distributing, is worth up to $1,400 per person, although the eligibility requirements are narrower.

All three checks gave the full amounts to taxpayers who made up to $75,000 a year, according to their most recent tax returns. Couples filing jointly got the full payment if they had a joint total income of $150,000 or less.

With the first two checks, those making up to $99,000 alone or $198,000 as a couple received prorated payments. With the third check, individuals who earned more than $80,000 per year or $160,000 per year as joint filers got nothing. What If Dont Normally File A Tax Return

The IRS said this third round of stimulus will be based on tax year 2019 or 2020 information, or information obtained by the Social Security Administration and Veterans Affairs Administration. If you are a non-filer who also does not receive a SSA or VA benefit, then use the Non-filer Sign-up tool, described below.

The IRS recently launched a new Non-filer Sign-up tool on its website. Although this non-filer portal is labeled as for non-filers claiming advance payments of the child tax credit, it is also available for others, including single individuals and people experiencing homelessness. It will allow individuals to provide their information to the IRS so that they can receive any of the three Economic Impact Payments , also known as stimulus payments, that they may be missing. If an individual did not get the full amounts of the EIPs, they may use this tool if they:

  • Are not required to file a 2020 tax return, didnt file a 2020 tax return, and dont plan to, and
  • Want to claim the 2020 Recovery Rebate Credit and get their third EIP.

The new Non-filer Sign-up tool is for people who did not file a tax return for 2019 or 2020, and who did not use the IRS Non-filers tool last year to register for Economic Impact Payments.

As of right now, there are no plans for a fourth stimulus check in 2022. That doesnt mean efforts for additional financial assistance amid the coronavirus pandemic are done.

A petition for U.S. adults and $1,000 for children has been signed by 2.97 million people. If it reaches 3 million signatures, the petition will become one of Change.orgs most-signed petitions.

And while that petition has garnered millions of signatures and widespread attention, it appears unlikely it will move Congress to act. Instead, efforts are underway to extend the expanded Child Tax Credit, a measure passed during Marchs American Rescue Plan. The child tax pays parents up to $300 a month for children ages 5 and younger and $250 per child age 6-17. The remainder of the money up to $1,800 can be claimed when filing 2021 taxes in 2022.

The payments started in July and are set to end in December unless extended by Congress.

The $2.2 trillion Build Back Better bill, passed by the House on Nov. 19 and currently before the U. S. Senate would extend the monthly payments through 2022, short of President Joe Bidens proposal to stretch them into 2025.

That measure faces an uphill battle.

People Without A Social Security Number

Generally, you must have a Social Security number to get a stimulus check. To get the extra $1,400 for a dependent, the dependent must also have a Social Security number. If they don’t, then you probably won’t get the addition amount.

There are, however, a few exceptions to this rule. First, an adopted child can have an adoption taxpayer identification number instead of a Social Security number. Second, for married members of the U.S. armed forces, only one spouse needs to have a Social Security number. And, third, if your spouse doesn’t have a Social Security number, you can still receive a third stimulus check, including any extra money for dependents, if you have a Social Security number.

How To Claim Stimulus Funds In Your 2021 Tax Return

The third round of stimulus payments is worth up to $1,400 per person if your adjusted gross income is $75,000 or less as a single filer, or $160,000 or less as a joint filer. Families are entitled to $1,400 per dependent for dependents of any age.

Before claiming the funds, make sure they weren’t sent to you already. You can confirm the amount of the third payment and whether it was sent to you by logging into your IRS online account or the Get My Payment app. You can also refer to a letter sent to you by the IRS, known as Notice 1444-C, which will tell you how much is owed to you.

If you lost your stimulus check or suspect it was stolen, you can request the IRS to trace your payment and get the amount automatically reimbursed to you as a tax refund. If you’re filing your 2021 tax return before your trace is complete, do not include the payment amount on the Recovery Rebate Credit Worksheet, the IRS says.

Otherwise, you’ll need to complete the Recovery Rebate Tax Credit worksheet and submit it as part of your 2021 tax return. The worksheet will help you calculate how much you can claim. Then, claim it on line 30 in Form 1040 or Form 1040-SR of your 2021 tax return.

Tax software will also guide you through this process and automatically add all the information to your tax return.

And remember, you can file your tax return for free if your income is $73,000 or less, using the IRS Free File Program.

Stimulus Check Scams And Hoaxes

Of course, popular demand for widely distributed stimulus payments, and the confusing political maneuvering that goes into crafting stimulus bills, creates an information gap that’s easily exploited by scammers.

Even with the first wave of stimulus checks in 2020, we saw bogus email messages that pretended to be from the IRS, promising “an important update on your Covid relief fund.” But they just took you to phishing sites that wanted your Social Security number and other sensitive bits of information.

Following the second stimulus bill at the beginning of 2021, those email phishing attempts were joined by scam phone calls demanding your personal details so that you could be “cleared” to receive more stimulus checks.

In March, as President Biden’s American Rescue Plan was making its way through Congress, new phishing emails promised the moon: a $4,000 stimulus check, a boost in the minimum wage, free meals and, best of all, priority treatment that let you skip lines at COVID-19 vaccination sites.

Most recently, cruel pranksters have been passing around posts on Facebook that a fourth stimulus check worth $2,500 is coming by the end of July. Don’t believe it, and don’t believe the phishing websites that claim to register you for child-tax-credit advance payments.

In fact, most parents and legal guardians don’t need to do anything to get the payments they’ll just show up in your mailbox or bank account.
