The idea to send $2,000 checks to most Americans began circulating in the spring, pushed by progressive Democrats like Senator Bernie Sanders and Representative Pramila Jayapal. But the proposal has never fit into a neat ideological box.
Some moderate Democrats also saw the checks as a good way to help people during the pandemic. And some Republicans liked that the checks went directly to Americans, rather than being filtered through a government program. By the end of last year, Josh Hawley, a conservative Republican senator, and President Donald Trump were backing the idea, as well.
The checks have since become a centerpiece of President Bidens coronavirus response plan, accounting for $465 billion of his proposed $1.9 trillion in spending. Polls show that the idea is popular.
And yet some economists and politicians, in both parties have deep reservations. Today, I want to lay out three main arguments both for and against the idea, based on my conversations with experts and people on Capitol Hill and in the Biden administration. I hope these points will help you decide what you think.
First, the basic facts: Because the virus-response bill that passed in December included $600 checks, Biden is now proposing $1,400 checks, with bonuses for children. A typical family with two parents and three children could receive $4,600. Families making less than $150,000 a year would likely be eligible for the full amount.

Never say never, but getting Congress to agree to monthly stimulus payments appears to be a long shot.
There is currently a Change.org petition calling for Congress to pass a bill that would send a monthly $2,000 check to every eligible adult. In addition, families with children would receive an extra $1,000 per child in their bank accounts. For a family of four with two adults and two children at home, that’s $6,000 per month.
As of Sunday morning, the petition was nearing 3 million signatures. If they reach that number, Change.org reports that it will be one of their most popular petitions ever.
Efforts To Increase Second
Efforts to send eligible Americans a $2,000 second stimulus check are effectively deadfor now. Senate Majority Leader Mitch McConnell refused to allow a vote in the Senate on the House-passed CASH Act. That bill would have increased the second-round stimulus checks approved by the COVID-Related Tax Relief Act from $600 to $2,000. Senate Democrats made repeated requests this week for a vote, but each request was immediately blocked by McConnell or another Republican senator.
Democrats delayed the inevitable for a few days by holding up a separate vote to override President Trump’s veto of the defense spending bill. However, on New Year’s Day, the override vote was held, which meant that the Democrats lost whatever leverage they had to force a vote on the CASH Act. The current session of Congress ends at noon on Sunday. At that point, the CASH Act and all other pending bills will expire.
The IRS has already started sending out the $600 second stimulus checks authorized by the recently enacted COVID relief law. If a deal to increase payments to $2,000 had been reached, the tax agency said it would have sent another payment for the additional amount to anyone who already received a $600 check. That, however, won’t be necessary now absent some unexpected change of circumstances before Sunday.

How Likely Is A Fourth Stimulus Check
Don’t hold your breath, according to Wall Street analysts.
For one, the Biden administration has focused on infrastructure spending to spark economic growth, betting that an investment in roads, trains and other direct investments will help get people back to work and spur the ongoing recovery.
Secondly, economists have pointed fingers at relief efforts such as the three rounds of stimulus checks for contributing to inflation. Because Americans had cash in their pockets, they boosted spending on goods such as furniture, cars and electronics. Combine that with the supply-chain crunch, and the result was sharply higher inflation, according to economists.
Without new stimulus efforts on the horizon, it’s likely that inflation could moderate in 2022, according to Brad McMillan, the chief investment officer at Commonwealth Financial Network. “One cause of inflation has been an explosion of demand driven by federal stimulus,” he noted in a December report. “But that stimulus has now ended.”
He added, “Yes, we will continue to face inflation and supply problems, but they are moderating and will keep doing so.”
Are We Getting Another Stimulus Check In 2021
Whether we get another stimulus check in 2021 depends on how much momentum the proposals for more checks gain.

Bonin’s Change.org petition could soon reach its signature goal of three million, making it one of the most-signed petitions on the platform.
In a recent update Bonin wrote: “Our country is still deeply struggling. The recovery hasnt reached many Americans the true unemployment rate for low-wage workers is estimated at over 20% and many people face large debts from last year for things like utilities, rent and child care.”
She continued: “Moving forward Congress needs to make recurring checks automatic if certain triggers are met. No more waiting around for our government to send the help we need.”
$2000 Stimulus Checks For Adults And $1000 Direct Payments For Kids
The campaign to provide continuing relief for Americans who found themselves furloughed or losing their livelihoods in the wake of lockdowns and covid-19 restrictions across the US was launched 20 March. Within a month the petition collected over a million signatures and despite lawmakers having passed the first round of $1,200 stimulus checks legislation, Automatic Boost to Communities Act, was introduced to set up a recurring direct payment system for the duration of the pandemic and beyond.
Had the bill passed, it would have sent eligible Americans $2,000 per month until a year after the end of the pandemic or when unemployment was within two percent of pre-pandemic levels, whichever came later. This is similar to what Bonin was calling for, adults should receive $2,000 per month and children $1,000 per month for the duration of the pandemic. Without such a measure the petition argued that laid-off workers, furloughed workers, the self-employed, and workers dealing with reduced hours will struggle to pay their rent or put food on the table.

Could The Increase To A $2000 Check Still Happen Before Biden Takes Office
There’s a theoretical chance that the new Congress could bring up a bill to increase the $600 second stimulus check to $2,000, during Trump’s final days in office — with the IRS and US Treasury making the adjustments after the fact.
That’s unlikely for several reasons:
- On Jan. 3, the incoming Congress is sworn in.
- Results from the Jan. 5 Georgia runoff could take days or even weeks to count.
- The Jan. 6 confirmation of Biden’s presidency through electoral vote is expected to be the next political battleground, drawing focus.
- The Jan. 15 IRS cutoff means any bill passed after that date would cause the IRS and Treasury to create a new process sending out the payment difference.
- The new Congress may be unlikely to usher in a new bill days before a presidential switch.

Whether Americans get a fourth COVID-19 stimulus check or more depends on Congress, which has not yet moved forward on progressives proposals to issue monthly $2,000 checks for the duration of the pandemic.
Thats the message delivered by the Biden administration this week when asked if Americans could expect another round of payments. As of Wednesday, the federal government has sent out more than 164 million stimulus payments of $1,400 since President Joe Biden signed the $1.9 trillion American Rescue Plan in March. The expense has added up to $386 billion, and White House press secretary Jen Psaki alluded to stimulus check funding without mentioning figures during a news briefing this week.

Democratic leaders and the Massachusetts delegation have called for the expansion to remain permanent, while a new proposal from Biden would extend it to 2025.

How The Third Stimulus Check Became Law
The American Rescue Plan was signed into law on March 11, authorizing a third round of stimulus checks that pay a maximum of $1,400 for millions of Americans. Targeted income limits, however, exclude individuals earning over $80,000 and joint tax filers making more than $160,000.
Biden said at the signing of the bill: this historic legislation is about rebuilding the backbone of this country and giving people in this nation working people and middle-class folks, the people who built the country a fighting chance. Thats what the essence of it is.
House Democrats had moved the $1.9 trillion COVID-19 relief bill to Bidens desk with a 220-211 vote just one day earlier. But progressives in the party expressed concern over Senate amendments that excluded higher-earning taxpayers from getting a stimulus payment.
Biden agreed to narrow income level requirements as a concession to moderate Senate Democrats who wanted to cap payments for individual taxpayers at $80,000 and joint tax filers at $160,000.
The Senate bill narrowly passed with a 50-49 vote on March 6 after an overnight marathon of disputed amendments and negotiations. A 50-50 tie between both parties was avoided because Senator Dan Sullivan could not vote after returning to Alaska for a family funeral.

Timeline For $2000 Stimulus Check
The decision about whether or not to increase payments to $2,000 hasn’t been made yet. The initial payment of $600 per qualified individual will start hitting peoples bank accounts this week, according to Treasury Secretary Steven Mnuchin. If the increase to $2,000 is approved, the additional funds will be sent at that time.
While many legislators are pushing for immediate action to increase payments, Senator McConnell hasn’t specified how he intends to address President Trumps additional demands before voting on the $2,000 stimulus check.
