Ask : What Do I Do If My Stimulus Payment Was Sent To A Former Address
At KPRC 2, were dedicated to keeping Houstonians informed. As part of our Ask 2 series, the newsroom will answer your questions about all things Houston.
Question: What do I do if my stimulus payment was sent to a former address?
The easiest and fastest way to update your address with the IRS is to electronically file your 2020 tax return with your current address.
If you have already filed your taxes then you will want to complete a Form 8822.
According to the IRS, if your payment cant be delivered to you for any reason, it will be returned to the IRS and your payment status will update to Need More Information.
To get your payment reissued, you can then set up a direct deposit.
The IRS can reissue your payment to a bank account, prepaid debit card, or alternative financial products that have a routing and account number associated with them.

How To Change My Address With The Irs Online:
If you dont typically file a tax return, you could register for Economic Impact Payments online. The tool is only available shortly before the government issues stimulus payments.
If your stimulus check was returned, you could also change your address online. Youll need to visit the Wheres My Refund? page and enter your Social Security Number, the exact amount, and your filing status. If the check is confirmed as returned to the IRS, you will have to enter your new mailing address.
Your Bank May Be Able To Use The Funds To Offset A Delinquent Debt
The issue here is the presence of a loophole that may allow your bank to use part or all of your economic impact check to cover an old debt.
When Congress passed the CARES Act it specifically exempted personal stimulus funds from being subject to debt collection for debts owed to federal or state agencies, with the single exception of child support. Because this exemption wasnt also applied to private debt collection, there is at least the possibility that the bank receiving your funds could seize your stimulus check to cover a delinquent account or unpaid fees.
This could even be true if the account is closed. Lets say you had a checking account with overdraft protection. You could potentially max out your overdraft, never get caught up, and have the account closed with a negative balance. If thats the account the IRS has on file, theres a chance the bank in question could apply your stimulus funds towards the negative balance.

More Money And More Often
If the Emergency Money for the People Act became law, the $2,000 monthly payments would be guaranteed for at least six months. They would then be renewed for another six months, unless the employment-to-population ratio for people ages 16 and older returns to the pre-coronavirus employment level of 60%. These payments would not count as income, so they would not affect your eligibility for any income-based federal or state government assistance programs.

So You Can Receive This Year’s Tax Return And Refund
Tax season starts Jan. 24 and if you plan to move after you submit your taxes, make sure you update your information in the system. This will prevent any errors or delays with your tax refund.
If you decided to opt out of your child tax credit payments in 2021, they’ll be tied to your tax refund this year. You don’t want to miss out on a potential $3,600 payment per kid. Add another $16,000 max that you can potentially claim as a tax break this year for any child care expenses you paid last year.
You May Miss Future Child Tax Credit Payments
The new child tax credit payments are going out monthly to eligible parents through December — you can calculate your payment here. If you don’t have direct deposit set up with the IRS, your payments will likely arrive as paper checks. And if you’re still waiting for a child tax credit check and you qualify for the money, a wrong address could be the problem. You can track your payment or file a payment trace to see if it went to the wrong address.
However, if you’ve moved recently and you haven’t updated your information with the IRS or USPS, it’s likely your money could wind up at your old address, potentially causing a delay as you wait for your check to be rerouted. You can now update your mailing address using the Child Tax Credit Update Portal to make sure your payments are being sent to the right place.

First Change Your Address With Mymove And Usps
Updating your new address with the USPS is pretty straightforward. You can change your address quickly and securely online or fill out a change-of-address form in-person at your local post office.
An online change-of-address is much faster and convenient since you can do it from the comfort of your home.
How To Update Your Address With The Irs
Once you’ve completed your change of address with USPS , it’s time to let the IRS know your new address. Note that it can take four to six weeks for your change of address to be processed by the IRS. Here are your options.
Use your new address when you file your 2021 tax return. The IRS says it will update its records with your new address. If you’re typically not required to file taxes and haven’t received your stimulus payment, you can still claim your payment as Recovery Rebate Credit on your taxes this year.
If you file your taxes and don’t include your new address, you can notify the IRS of your address change by filling out Form 8822.
Let the IRS know in writing “the address where you filed your last return” by giving your full name, your old and new addresses, your Social Security number, individual taxpayer identification number or employer identification number and your signature. The IRS says you can also do this by phone, but it may request additional information.

Heres What You Need To Know
If you dont have direct deposit details set up with the IRS, youll be able to do it before checks are issued to mailing addresses. The web portal to create a direct deposit account with the IRS is not yet available online, so the best thing is to continue to check in on the IRS coronavirus page and follow relevant Twitter accounts like the IRS and Secretary Mnuchin.
In the meantime, you also have the option to change your mailing address with the IRS if you do want to receive the check by mail. With that said, its not guaranteed that your new mailing address will be processed by the time the IRS issues stimulus checks. One immediate solution is to create a forwarding address with the USPS so that any mail addressed to you at an older address will be forwarded to your current address.
You do have to pay for mail forwarding. A premium mail forwarding package with the USPS costs around $20 a week, though the standard mail forwarding package costs much less. The difference between these packages has to do with how your mail is sent and how quickly you can expect to receive it.
If you dont think you will be able to use a direct deposit option for your stimulus check and youre worried about what address the IRS has on file for you, dont panic. Its easy to update your information with the IRS. Heres what you have to do: go to the IRS page for updating information and choose which of the following methods you want to use to update your address:
Broader Distribution Of Stimulus Checks
Unlike the CARES Act, which authorized the round of stimulus checks being sent out now, the new bill would provide payments to college students and adults with disabilities even if they are claimed as a dependent on someone else’s tax return. For people who don’t have a bank account or a home address to receive a check, the new bill would also allow people to get paid by direct deposit, check, pre-paid debit card, or even mobile money platforms such as Venmo, Zelle, or PayPal.

Does Usps Forward Government Refund Checks
As a rule, USPS does not forward government-issued refund checks, either for tax refunds or stimulus payments.
However, there have been anecdotal cases where an individuals post office did go ahead and forward the checks.
While this sounds like theyre breaking the law, its more like speeding than committing a felony.
The best way to ensure that your checks will reach you at your new address is to submit a change of address with the IRS.
You can find the options for that in the section above.
Another thing to consider is changing your method of payment to direct deposit.
This ensures that as long as you dont change bank accounts, the money will go directly to you, no address changes needed.
Tracking The Check With Usps Informed Delivery

Just in time to track your stimulus check, the USPS released access to its tool called Informed Delivery. Each time the post office scans a letter in your name, it takes a picture of it. If youre signed up with Informed Delivery, you can access the information and see when your stimulus check may arrive.
The system automatically emails you each morning with an image of the letters being delivered to you. The emails come Monday Saturday and are a grey-scaled image of the letters.
While its helpful when youre tracking your stimulus payment, youll also get emails about every other piece of mail you receive, but fortunately, you can opt-out at any time.

Total Amount Of Monthly Payments
As mentioned above, monthly payments would be up to $2,000 per person , plus an additional $500 per month per child . However, the monthly amount would be phased out for people with a 2019 adjusted gross income over $130,000 . The phase-out rate would be 5% for each $1,000 over the threshold amount.
The Irs May Not Have The Correct Bank Account Information For You
This ones really important for a number of reasons. To recap if you received a refund via direct deposit last year the IRS will automatically send your funds to that bank account.
For a lot people thats probably fine. But quite a bit has happened in the last few months, and there may some legitimate reasons why you wouldnt want your stimulus money going into that particular account.

Why Doesnt Usps Forward Irs & Other Government Mail
While I cant find a definitive answer, I can say that legally, the USPS is not supposed to forward government-issued mail.
If I had to speculate as to why, it is likely because mail from the government, including the IRS, can be very sensitive.
Have you ever lost your social security card? It happens, and you can apply for a new one online.
However, the only way for the Social Security agency to put the physical card in your hands is through the mail.
Imagine if you were about to close on a new house and had registered your change of address already.
Say the card got forwarded to your new address, and some criminal element was out there, checking the mailboxes of houses with For Sale/Sold signs out front.
If they were able to steal your mail, they would find your entire social security number within.
That would give them the ability to wreak havoc on your financials in a matter of days.
Even taking unscrupulous neighborhood criminals out of the equation, say youre moving from a thousand miles away.
Do you really want sensitive information like that sitting, unsecured, in a mailbox for a week? Especially if your mailbox sits out near the street?
The U.S. federal government surely does not. Change is slow in government agencies, so its better for them to avoid mistakes, versus having to correct them.
Government mail can also include great sums of money which, if it fell into the wrong hands, could lead to you being defrauded of hundreds or thousands of dollars.
Where Is My Stimulus Check
Where is my stimulus check? Its a popular question that many Americans are still asking. If you didnt receive your stimulus check through direct deposit, you are likely to receive your stimulus check, also known as an Economic Impact Payment, in the mail as a paper check or debit card.
- If you filed a 2018 or 2019 income tax return, the IRS is sending stimulus checks each week based on gross income based on this stimulus check schedule. Stimulus checks are being mailed in inverse order of gross incomemeaning that tax filers will relatively lower gross income will receive their stimulus checks sooner than tax filers with higher gross income.
- You can still check the Get My Payment tool on the IRS website. However, many people are still receiving error messages and experiencing glitches when they try to get information about their stimulus check.
- If you receive Social Security or disability benefits, you may have received your stimulus check through direct deposit. If not, you will likely receive your stimulus payment by mail.
- You can also . However, you may have to settle for an automated message. While the IRS is starting to add 3,500 telephone representatives, it may be difficult to speak with a live person in the near-term.

Usps Offers Guidance For Employees On Stimulus Checks
The Postal Service is delivering the latest batch of stimulus checks under the American Rescue Plan, which was signed into law last month.
Most people are receiving the checks, also known as Economic Impact Payments, through direct deposit. However, about 20 million checks will be sent through the mail.
USPS employees should not forward checks that are undeliverable as addressed, according to guidance from the U.S. Treasury Departments Bureau of the Fiscal Service.
Instead, these checks should be returned to the Treasury Departments Philadelphia location.
Additionally, mail carriers should take extra care when delivering checks, including remaining vigilant about their surroundings while on route and, if necessary, contacting a supervisor about any concerns.
Customers who have questions about their stimulus checks should refer to the Internal Revenue Service website, which has a Get My Payment tool.
Second Stimulus Checks Update: Could Usps Funding Affect Relief Arrival
One of the issues standing between another round of stimulus checks and the American people is funding for the United States Postal Service .
Democrats want the next round of stimulus relief to include $25 billion for the postal service. The White House could support the funding proposal, however, agreeing to the provision would require Democrats to yield to some of the administration’s demands, and the two slides remained heavily divided as talks stalled and senators left Washington, D.C. on Thursday.
President Donald Trump told Fox News’ Maria Bartiromo on Thursday that without money for the post office, Democrats can’t have mail-in ballots because it’ll be unworkable. Trump’s been critical of voting by mail, as he believes it could lead to widespread voter fraud, and he told Bartiromo there’s “nothing wrong” with voting in person.
Many dismissed Trump’s concerns about mail-in ballots posing an increased risk to the election and Democrats argue the real concern about an unfair election is having inadequate measures in place for people to vote by mail.
White House Chief of Staff Mark Meadows, who isn’t confident a deal can be reached, told CNN’s State of the Union on Sunday that the administration would agree to a bill that secures funding for the post office, extends the Payroll Protection Program and provides stimulus checks.

Stimulus Money That Could Be On The Way
Stimulus checks are still going out as fresh payments and plus-up payments, if the IRS owes you more than it already paid. You can expect these payments through the end of the year. Some states are sending more stimulus checks and that’s easy to miss out on if your address isn’t updated.
Also, if you’re missing stimulus money, the process to claim it is tied up with your tax return. If you get a tax refund this year and you don’t sign up for direct deposit, you’ll receive your funds as a paper check from the US Treasury and that may go to an old address.
Whether or not you have a direct deposit account on file with the government, it’s possible you may receive a stimulus check as a paper check or EIP card. This IRS tracking tool can help tell you how you’ll get your stimulus money. Once the IRS processes your payment, the final say in how you receive the money is up to the IRS and the Treasury.
You’ll also want to make sure you get the IRS letter verifying when it sent your payment. This is important for anyone who may be eligible for a stimulus check but who experiences an unexpected holdup receiving their money. This IRS notice will be your ticket to settling any errors or submitting a claim for missing money during tax season 2021 , if it comes down to that.
