The Internal Revenue Service has paid EIPs to Social Security beneficiaries and Supplemental Security Income recipients.
If you did not receive all the EIP amount you think you and your family are eligible for that was provided in the American Rescue Plan, you should file a 2021 Federal tax return in 2022 to claim the amount you are owed.
What If Dont Normally File A Tax Return
The IRS said this third round of stimulus will be based on tax year 2019 or 2020 information, or information obtained by the Social Security Administration and Veterans Affairs Administration. If you are a non-filer who also does not receive a SSA or VA benefit, then use the Non-filer Sign-up tool, described below.
The IRS recently launched a new Non-filer Sign-up tool on its website. Although this non-filer portal is labeled as for non-filers claiming advance payments of the child tax credit, it is also available for others, including single individuals and people experiencing homelessness. It will allow individuals to provide their information to the IRS so that they can receive any of the three Economic Impact Payments , also known as stimulus payments, that they may be missing. If an individual did not get the full amounts of the EIPs, they may use this tool if they:
- Are not required to file a 2020 tax return, didnt file a 2020 tax return, and dont plan to, and
- Want to claim the 2020 Recovery Rebate Credit and get their third EIP.
The new Non-filer Sign-up tool is for people who did not file a tax return for 2019 or 2020, and who did not use the IRS Non-filers tool last year to register for Economic Impact Payments.

What Does Payment Status Unavailable Mean
- The IRS has not processed your 2019 tax return
- The application doesnt have your bank data and the IRS is working to add it
- You dont usually file a tax return
- You used the Non-Filers section of the website and your entry hasnt been processed yet
- You receive SSI or VA benefits and dont file a tax return
- Youre not eligible for a payment
The information on the Get My Payment portal is updated once per day, overnight so there is no need to check more often than that.
Can I Get The Second Stimulus Through My 2020 Tax Return

The second stimulus payments will be advance payments of the recovery rebate credit just like the first stimulus payments under the CARES Act. If you are eligible and do not get a payment or it is less than expected, you may be able to claim it on your 2020 tax return as theRecovery Rebate Credit. The IRS is directing tax filers, who have not received their full payment by the time they file their 2020 tax return, to claim theRecovery Rebate Crediton their tax return. TurboTax will guide tax filers through the process of claiming the Recovery Rebate Credit so that eligible filers get every dollar they deserve.
Additionally, if you received too much stimulus based on your actual 2020 income you will not have to pay it back through a tax return in the upcoming filing season, just like the first stimulus payment.

If you see the message Payment Status Not Available, then there are three possible reasons according to the IRS:
- You are not eligible for a stimulus payment.
- The IRS does not have enough info to issue a payment
- Or the best-case scenario is that your payment has not been processed yet.
The IRS states on their website that you will need to check back again for updates as they will continue to process and issue payments through 2021. What could hasten the process is filing your 2020 tax return electronically.

Payments To Closed Accounts Will Be Reissued
According to the IRS, the stimulus payments will be deposited into the bank account where a taxpayers last tax refund was deposited. In some cases, the IRS has not processed 2020 returns yet, meaning it will still be deposited into the account the 2019 refund was sent to. Others will receive their stimulus payment by check.
Treasury Department and IRS officials have said that they had worked to correct the account mix-up problem, and that there would be a way for any taxpayers experiencing the issue to fix it.
In response to this article, an IRS spokesperson told CNBC Make It that the agency believes the volume of payments going to closed accounts will be significantly less than any previous round of Economic Impact Payments.
Any payments sent to closed accounts will be returned to the IRS and reissued in less than two weeks, the spokesperson said. Some have already been reissued. The Get My Payment tool will show the updated information when its available, and taxpayers will not have to take any action themselves.
We are working hard to minimize the burden on taxpayers wherever possible during this extraordinary time, the IRS spokesperson said. We have been working around the clock on the stimulus payments and the filing season.

If the IRS tried to send your check to an old bank account, and it was rejected, youre getting a paper check, which will take longer to receive.
If the account is closed or no longer active, the bank will reject the deposit and you will be issued a check that will be mailed to the address we have on file for you, the IRS says. This is generally the address on your most recent tax return or as updated through the United States Postal Service . You do not need to call the IRS to change your Payment method or update your address at this time.
The IRS adds: As required by law and for security reasons, a letter about the Payment will be mailed to each recipients last known address within 15 days after the Payment is made. The letter will provide information on how the Payment was made and how to report any failure to receive the Payment.
If you dont have a bank account at all, youre getting a paper check, which takes longer. We will mail your Payment to the address we have on file for you. This is generally the address on your most recent tax return or as updated through the United States Postal Service , the IRS says.
Finding The Amounts Of Your First Second And Third Stimulus Checks
To find the amount of stimulus payment youve received, you can:
- Refer to the IRS notices that were mailed to you. IRS Notice 1444shows how much you received from the first stimulus check. IRS Notice 1444-B shows how much you received from the second stimulus check. IRS Notice 1444-C shows how much you received from the third stimulus check.
- Check your bank statements. If you had your payments direct deposited, you can find the amount of your first, second, and third stimulus check using your bank statements. They should be labeled as IRS TREAS 310 and have a code of either TAXEIP1 , TAXEIP2 , or TAXEIP3 .
- Request an account transcript. You can request an account transcript sent electronically or by mail using Get Transcript. You can also call the IRS automated phone transcript service at 800-908-9946 or mail in Form 4506-T to have your transcript be sent by mail.
- Create an account on IRS.gov/account. You can view your stimulus check amounts under the Tax Records tab. If you filed jointly with your spouse, you will only see your half of the stimulus check amounts. Your spouse will need to sign into their own account to see the other half of the stimulus check amounts.

If you did not get all or some portion of your Economic Impact Payments you can file a 2020 tax return and claim these amounts on line 30 of the form. The IRS is referring to this as the recovery rebate and will allow you to claim any of the EIPs that you did not get in advance. You may get a denial letter from the IRS, but that is the opportunity to reply and explain your situation to the IRS.

Undelivered Federal Tax Refund Checks

Refund checks are mailed to your last known address. If you move without notifying the IRS or the U.S. Postal Service , your refund check may be returned to the IRS.
If you were expecting a federal tax refund and did not receive it, check the IRS’Wheres My Refund page. You’ll need to enter your Social Security number, filing status, and the exact whole dollar amount of your refund. You may be prompted to change your address online.
You can also to check on the status of your refund. Wait times to speak with a representative can be long. But, you can avoid waiting by using the automated phone system. Follow the message prompts when you call.

Because H& R Block and TurboTax have first claim to your refund, they essentially set up a holding account where the IRS will deposit your refund when its ready. This account number is listed on your tax return and thats what youre seeing in the Get My Payment tool. For a typical refund, after the tax providers share is taken out, the rest is deposited in your bank account of choice. It usually happens quickly.
Unfortunately, that process is in conflict with how the IRS handles stimulus payments. In situations where holding accounts are no longer active the tax provider has already taken their fee and transferred the refund to the taxpayer stimulus payments are bouncing back to the IRS.
What To Do About A Missing Or Stolen Eip Debit Card
At least 5 million people will receive their third stimulus check on a prepaid debit card called the Economic Impact Payment Card, instead of a paper check. For the third payment, the EIP card arrives in a white envelope sent from “Economic Impact Payment Card.” The letter will have a US Department of the Treasury seal.
The card has the Visa name on the front and the issuing bank, MetaBank®, N.A., on the back. Information included with the EIP Card explains that this is your Economic Impact Payment. If you receive an EIP Card, visit EIPcard.com for more information.
If you’ve misplaced or thrown away your card, the EIP card service has an FAQ on what to do if your card is lost or stolen. You can also call 800-240-8100 to request a replacement. It’s free, according to a spokesperson for the Treasury Department. To request a new card, press option 2 when prompted.
However, the EIP card website says, “Your Card will be deactivated to prevent anyone from using it and a new replacement Card will be ordered. Fees may apply.” We recommend calling the above number for a lost or stolen card and speaking to a representative.
