Now that Tax Day is behind us, Americans who were once eligible for direct payments may not continue to be if Congress signs off on additional relief.

A growing number of Democratic lawmakers are calling for President Joe Biden to back recurring stimulus checks in future legislation. Details about amounts or eligibility have yet to be released, but given how negotiations transpired in the past, additional direct payments would likely have to be targeted.

Future payments would also likely be based on a person’s most recent tax return, which for many is their 2020 return, not their 2019 return, as was the case for many in the first three rounds of payments. That means if people saw an increase in their income in 2020 that puts them outside of an income cap, they wouldn’t receive a new payment, or at least not a full one.

President Joe Biden has received three letters from Democratic lawmakers calling for another round of direct payments. They’ve all advocated for not just one more check but multiple ones until the economy rebounds.

Democratic Representative Ilhan Omar, who spearheaded a letter signed by more than 50 of her colleagues, has called for monthly payments of $2,000. That letter, sent in January, said payments should continue until the “economy recovers” and should be equal for adults and dependents.

About two million people are expected to receive the second round of payments, in both direct deposits and paper checks, around the middle of September, according to state authorities.

California, Colorado, Maryland, New Mexico, New York, Florida, Georgia, Michigan, Tennessee, and Texas have all established an extra stimulus program to aid residents hardest hit by the pandemic.

“Due to new income limitations, some individuals won’t be eligible for the third payment even if they received a first or second Economic Impact Payment or claimed a 2020 Recovery Rebate Credit.

Generally, someone is eligible for the full amount of the third Economic Impact Payment if they:

  • are a U.S. citizen or U.S. resident alien , and
  • are not a dependent of another taxpayer and
  • their adjusted gross income is not more than:
  • $150,000 if married and filing a joint return or if filing as a qualifying widow or widower
  • $112,500 if filing as head of household or
  • $75,000 for eligible individuals using any other filing status

Payments will be phased out or reduced — above those AGI amounts. This means people will not receive a payment if their AGI is at least:

  • $160,000 if married and filing a joint return or if filing as a qualifying widow or widower
  • $120,000 if filing as head of household
  • $80,000 for eligible individuals using any other filing status.”

If you are a non-filer who also does not receive a SSA or VA benefit, then use the Non-filer Sign-up tool, described below.

The IRS recently launched a new Non-filer Sign-up tool on its website. Although this non-filer portal is labeled as for non-filers claiming advance payments of the child tax credit, it is also available for others, including single individuals and people experiencing homelessness. It will allow individuals to provide their information to the IRS so that they can receive any of the three Economic Impact Payments , also known as stimulus payments, that they may be missing. If an individual did not get the full amounts of the EIPs, they may use this tool if they:

  • Are not required to file a 2020 tax return, didnt file a 2020 tax return, and dont plan to, and
  • Want to claim the 2020 Recovery Rebate Credit and get their third EIP.

The new Non-filer Sign-up tool is for people who did not file a tax return for 2019 or 2020, and who did not use the IRS Non-filers tool last year to register for Economic Impact Payments.

Some families received another form of stimulus aid on July 15 when the IRS deposited the first of six monthly cash payments into bank accounts of parents who qualify for the Child Tax Credit . Families on average received $423 in their first CTC payment, according to an analysis of Census data from the left-leaning advocacy group Economic Security Project.

Eligible families will receive up to $1,800 in cash through December, with the money parceled out in equal installments over the six months from July through December. The aid is due to the expanded CTC, which is part of President Joe Biden’s American Rescue Plan.

Families who qualify will receive $300 per month for each child under 6 and $250 for children between 6 to 17 years old. Several families that spoke to CBS MoneyWatch said the extra money would go toward child care, back-to-school supplies and other essentials.

Families may enjoy more of a tax break in coming years, if Mr. Biden’s American Families Plan moves forward. Under that plan, the Child Tax Credit’s expansion would last through 2025, giving families an additional four years of bigger tax breaks for children.

Advance Child Tax Credit

Even if you dont pay any taxes, you may qualify for a refund of the CTC.

The CTC was expanded under the American Rescue Plan Act of 2021 for tax year 2021 only. If you are eligible, you should have begun receiving advance Child Tax Credit payments on July 15. The payments will continue monthly through December 2021. Under ARPA, families are eligible to receive:

  • Up to $3,000 per qualifying child between ages 6 and 17
  • Up to $3,600 per qualifying child under age 6

The Internal Revenue Service began sending out letters in early June to more than 36 million families who may be eligible for the monthly payments. Your 2020 Tax Return Hasnt Been Processed Yet

Eligible individuals who submitted their 2020 taxes on time but whose returns have not yet been processed by the state yet should expect a delay in their payment, according to the Franchise Tax Board.

Taxpayers who filed after Sept. 1 and typically get their refund via direct deposit likely wont get the payment until up to 45 days after their return has been processed.

For those anticipating a payment by mail, expect a longer delay up to two months if the return hasnt been processed prior to their ZIP codes scheduled payment date.

On top of that, Some payments may need extra time to process for accuracy and completeness, the state notes.

Why $1400 Checks And Not $2000

Biden’s plan called for $1,400 checks for most Americans, which on top of the $600 provided in the Dec. 2020 relief plan would bring the total to the $2,000 that Biden called for.

My Stimulus Payment Was Too High

In other cases, families were paid an extra $500 or $600 for children who were 17 or older . This could happen if the IRS took the number of children who qualified for the child tax credit in 2018 without updating children’s ages for 2019. But in other cases, it looks like the IRS took the number of dependents from a family’s 2018 tax return, without regard to their age. The IRS has said that those who received such overpayments will not have to pay them back.

    Citizenship: Does The Irs Consider My Household Mixed

    In the $900 billion stimulus package from December, a US citizen and noncitizen spouse were both eligible for a payment as long as they both had Social Security numbers. This has been referred to as a “mixed-status” household when it comes to citizenship. Households with mixed US citizenship were left out of the first check.

    The new stimulus bill includes all mixed-status households where just one member has a Social Security number for a third stimulus check. That potentially includes families with citizen children and noncitizen parents.

    In the CARES Act from last March, households with a person who wasn’t a US citizen weren’t eligible to receive a stimulus check, even if one spouse and a child were US citizens.

    What If My Spouse Or Ex

    If you did not get all or some portion of your Economic Impact Payments you can file a 2020 tax return and claim these amounts on line 30 of the form. The IRS is referring to this as the recovery rebate and will allow you to claim any of the EIPs that you did not get in advance. You may get a denial letter from the IRS, but that is the opportunity to reply and explain your situation to the IRS.

    Get My Payment Says Payment Issued But I Haven’t Received It

    The IRS says that it may take three to four weeks to receive a check after it’s mailed. If it has been weeks since the Get My Payment tool says the payment was mailed, and you haven’t received it, you can request a payment trace. The IRS will research what happened to your check if the check wasn’t cashed, you will need to claim the “Recovery Rebate Credit” on your next tax return. If the IRS finds that the check was cashed, you’ll receive a claim package from the Treasury Department with a copy of the cashed check and instructions on filing a claim.

    Similarly, if the Get My Payment tool says your payment was direct-deposited, but the money doesn’t show in your bank account after five days, first check with your bank. If the bank says it hasn’t received a payment, you can request a payment trace.
