Stimulus Update: Why Are States Giving Out A Fourth Stimulus Check
It all started back when the American Rescue Plan rolled out. States were given $195 billion to help fund their own local economic recovery at the state level.1 But they dont have forever to spend this moneystates have to use it all by the end of 2021, so the clock is ticking here. Some states have given out their own version of a stimulus check to everyone, and others are targeting it at specific groups like teachers. And other states? Well, they havent spent any of it yet.
Some states like Colorado, Maryland and New Mexico are giving stimulus checks to people who make less than a certain amount of money or who were on unemployment. So far, California is the only state to give out a broader-sweeping stimulus check.2 Other states like Florida, Georgia, Michigan, Tennessee and Texas are putting the money toward $1,000 bonuses for teachers.
A Chance For Monthly Payments
Meanwhile, some progressive lawmakers want the Biden administration to consider distributing stimulus payments broken out into monthly checks rather than as a single lump sum.
Fifty-three House Democrats, including Reps. Ilhan Omar and Alexandria Ocasio-Cortez , sent a letter to the White House this week in support of recurring payments. The letter did not specify an amount, but some of the same lawmakers have previously called for a new round of $2,000 stimulus checks.
Again, the eligibility requirements are not defined. However, the group did suggest that “all immigrant workers, refugees and their families” be included. Individuals who are not legally authorized to work in the U.S. have not been eligible for previous stimulus checks.
How Are Married Couples Affected If Only One Spouse Has A Social Security Number
As with EIP2, joint filers where only one spouse has a Social Security number will normally get the third payment. This means that these families will now get a payment covering any family member who has a work-eligible SSN.
For taxpayers who file jointly with their spouse and only one individual has a valid SSN, the spouse with a valid SSN will receive up to a $1,400 third payment and up to $1,400 for each qualifying dependent claimed on the 2020 tax return.
Active Military: If either spouse is an active member of the U.S. Armed Forces at any time during the taxable year, only one spouse needs to have a valid SSN for the couple to receive up to $2,800 for themselves in the third stimulus payment.

Special Reminder For Those Who Don’t Normally File A Tax Return
People who don’t normally file a tax return and don’t receive federal benefits may qualify for stimulus payments. This includes those without a permanent address, an income or bank account.
If you’re eligible and didn’t get a first, second or third Economic Impact Payment or got less than the full amounts, you may be eligible for a Recovery Rebate Credit, but you’ll need to file a tax return.
When Will I Receive A Direct Payment

White House press secretary Jen Psaki said Thursday after the signing that some checks will start being deposited in bank accounts as soon as this weekend. Others may take longer, depending on a few factors.
- As was the case with the last two stimulus checks, direct-deposit recipients are likely to get their checks the fastest. As CNET notes, direct deposit payments began registering in accounts about two weeks after the last stimulus package was passed. But per Psaki, it could be even faster this time around.
- Physical checks are expected to take about a week longer than direct deposits, and should begin to go out starting March 29 or so.
- Economic impact payment, or EIP, cards could take the longest. The prepaid debit cards may begin to go out the week of April 5, depending on when the stimulus package is signed into law.

Families get monthly payments worth up to $300 per child for those under the age of six and $250 for dependents between the ages of six-17.
But, the amount depends on how old your kids are and how late you started claiming the advance tax credits.

Families that have recently signed up for advance child tax credits could receive monthly payments of $600.
Parents will receive up to $1,800 this year before claiming the remaining amount when tax returns are filed in 2022.
Child tax credit payments are based on Americans’ previous tax returns but the program is open to low-income earners.
Single Americans do not have to file a tax return if they earn less than $12,200 a year.
There is the option to opt-out of advance child tax credit payments and its advised parents unsubscribe if they are worried about owing money to the IRS.
Individual Taxpayers With Agi Of $80000 Or More Aren’t Eligible
The new stimulus check will begin to phase out after $75,000, per the new “targeted” stimulus plan. If your adjusted gross income, or AGI, is $80,000 or more, you won’t be eligible for a third payment of any amount. However, if you make between $75,000 and $80,000, you could get a portion of the check. You’d receive the full amount if your yearly income is less than $75,000. How To Claim It
Along with the requirement of adding a new dependent in 2021, you must also meet other requirements of the American Rescue Plan Act to get the payment. For instance, the full $1,400 stimulus payment would be available to individuals with income less than $75,000 .
Payments phase out if your income exceeds the $75,000 threshold income. Moreover, those with income more than $80,000 are not eligible for any money.
If you meet all the requirements, then the stimulus money will arrive as part of your 2021 refund. Even if you dont normally file a tax return, you must file a 2021 tax return to claim your stimulus money.
What If I Havent Gotten My Stimulus Check Yet
First, head over to the governments Get My Payment site to check in on your payment status. If it shows the stimulus check was issued to you, but you havent gotten it yet, you can run a payment trace to track it down. If the check wasnt cashed, the IRS will reverse the payment, and youll be able to claim it on your taxes. You can do this through the Recovery Rebate Credit.
If the check was cashed , youll have to make a claim and go through a whole process to get your stimulus money. That really stinks. Sorry in advance if you fall into that category. But with any luck, they should be able to straighten things out for you.

Stimulus Checks: Recently Deceased
Q. I received a stimulus check for a deceased relative. What do I do?A. It depends when your loved one passed. For the first and second payments, individuals who died before January 1, 2020 are not eligible for payments. Individuals who died in 2020 are not eligible for the third stimulus check while anyone who died after December 31, 2020 may be eligible for the recovery rebate credit on their 2021 tax return.
During 2020, the IRS asked for stimulus checks/payments sent to ineligible deceased persons be returned. If the payment was made to joint filers, then youd only need to return the decedents portion. The IRS outlines instructions for how to return the payment on their website.
Will There Be A Fourth Stimulus Check From The Government
Some lawmakers are already starting to push for another stimulus check to help Americans who are struggling to rebuild after COVID-19 and its economic impact. And with a surge in cases and the Delta variant taking hold, will a fourth stimulus check happen for everyone? Hard to say. A lot of people didnt think wed see a third stimulus checkand yet here we are.
With the economy and jobs both on the upswing, the need for a stimulus check is way less than it was at the start of the pandemic. And that might mean there wont be a fourth stimulus check for every American. So dont go checking your bank account.

How Does The Irs Calculate Eligibility For The Third Stimulus Package
To calculate the stimulus payment the IRS will use the information about your income from the 2019 tax return if your 2020 tax return isnt filed and processed yet.
The payment also depends on how many dependents you have, if you file separately or jointly, and on your gross adjusted income .
There is one more thing that the government is trying to do: to target the households that need money the most and to support businesses during the hard times.
What else is new? All dependents can qualify for an additional $1,400 payment. For example, elderly relatives and college students age 23 or younger can qualify for the check.
When Will You Get The Third Stimulus Check

Officials at the Treasury Department and Internal Revenue Service said Friday that processing of the new round of stimulus payments has already begun, with the aim of having the first payments start showing up in bank accounts this weekend.
The IRS said Friday that additional waves of payments will be sent in the coming weeks by direct deposit and through the mail as a check or debit card. The agency added that contacting the IRS or your financial institutions won’t get you your check any sooner.

Your Stimulus Check Eligibility Could Depend On Your Taxes
If you’re right on the cusp of the income limits described below, when you file your taxes could make the difference between qualifying for a partial check or not. That’s because a third stimulus check is now arriving during tax season.
The language in the stimulus bill makes it clear that the IRS will base your next stimulus check on your 2019 or 2020 taxes, whichever is on file when it processes your payment. However, the IRS is reportedly delayed in processing new tax returns. If you made more in 2020 than in 2019, time is on your side. The new tax deadline is May 17. If you need more time, you might want to request a tax extension.
At this point of the stimulus check delivery cycle, filing taxes sooner may not be to your advantage. The IRS is prioritizing stimulus check distribution over tax returns, and when the processing happens is outside your control.
If you did already receive your third stimulus check and it was based on your 2019 taxes but you qualified for more with your 2020 return, the IRS will be sending “plus-up payments” to correct the amount between now and Dec. 31, 2021. If you don’t receive your catch-up payment by then, you’ll need to claim it on your taxes next spring.

What Dependents Qualify For The Third Stimulus Check
The American Rescue Plan expands the definition of a dependent to anyone who meets the IRS definition of a dependent on your taxes. So this means if you filed your taxes and claimed a dependentwhether a child or an adultand met the income limits for a payment, your dependent will also qualify for a payment.
Child dependents must be:
- Under 19, or under 24 if that child is a student,
- Or considered permanently and totally disabled
And must:
- Have a valid social security number or an adoption taxpayer identification number included on your tax return,
- And not be claimed as a dependent by anyone else in the qualifying tax year
In cases of split households, the parent or guardian who claimed the child in the tax return on file when the IRS processes your stimulus check will receive the stimulus payment for that child.
- Make less than the gross income requirement, which is $4,300 for 2020, excluding Social Security benefits and tax-exempt income such as services performed by individuals with disabilities at a sheltered workshop
- Receive at least half their total support from you
- Have their SSN included on your tax return
- Not be claimed by anyone else other than you in the qualifying tax year
Note: If you have a baby or adopt a child after you receive your stimulus check, you will be able to claim them as a dependent on your 2021 taxes for the $1,400 tax credit.
What To Know If You’re A Nonfiler And Don’t File Your Taxes
If you’re a nonfiler and typically aren’t required to file income taxes, you’re eligible to receive the third stimulus check. However, if you’re missing money from a previous check you may need to take an extra step to get your money by filing your taxes this year. If there’s an issue receiving some or all of a third check, it’s likely you would need to file a claim during next year’s tax season.

More Economic Impact Payments Set For Disbursement In Coming Days Taxpayers Should Watch Mail For Paper Checks Debit Cards

WASHINGTON The Internal Revenue Service announced today that the next batch of Economic Impact Payments will be issued to taxpayers this week, with many of these coming by paper check or prepaid debit card.
For taxpayers receiving direct deposit, this batch of payments began processing on Friday and will have an official pay date of Wednesday, March 24, with some people seeing these in their accounts earlier, potentially as provisional or pending deposits. A large number of this latest batch of payments will also be mailed, so taxpayers who do not receive a direct deposit by March 24 should watch the mail carefully in the coming weeks for a paper check or a prepaid debit card, known as an Economic Impact Payment Card, or EIP Card.
No action is needed by most people to obtain this round of Economic Impact Payments . People can check the Get My Payment tool on IRS.gov on to see if the their payment has been scheduled.
“The IRS continues to send the third round of stimulus payments in record time,” said IRS Commissioner Chuck Rettig. “Since this new set of payments will include more mailed payments, we urge people to carefully watch their mail for a check or debit card in the coming weeks.”
What If Both My Spouse And I Have Itins And Our Children Have Ssns Can Our Family Get The Third Stimulus Check For Our Children
Yes. For the third stimulus check, any household member that has an SSN qualifies for a payment.
This is different than the first and second stimulus check, where at least one tax filer must have an SSN for the household to claim the stimulus checks. That adult with the SSN and any qualifying children with SSNs will get the stimulus checks.

Noncitizens Need To Meet These Marriage Requirements To Qualify
If you’re considered a noncitizen, you may or may not get a stimulus check, depending on a couple of factors. Under the new bill, mixed-status households with at least one family member who has a Social Security number could be eligible for the third stimulus check, assuming they meet the other requirements, including the income limits.
What If I Still Haven’t Received The First And/or Second Payment

The IRS has sent all of the first and second stimulus payments to qualifying Americans that the agency has taxpayer information for. If you believe you are eligible and didn’t receive one, or received less than you qualify for, then you will claim a Recovery Rebate Credit on your 2020 tax return. This is line 30 of your 2020 Form 1040 or 1040-SR.
On this line, you will list the difference between what you are owed and what you received . People whodon’t earn enough money to file taxes will also need to file a return to get any missing payments.
