The American Rescue Plan was signed into law on March 11, authorizing a third round of stimulus checks that pay a maximum of $1,400 for millions of Americans. Targeted income limits, however, exclude individuals earning over $80,000 and joint tax filers making more than $160,000.

House Democrats had moved the $1.9 trillion COVID-19 relief bill to Bidens desk with a 220-211 vote just one day earlier. But progressives in the party expressed concern over Senate amendments that excluded higher-earning taxpayers from getting a stimulus payment.
Biden agreed to narrow income level requirements as a concession to moderate Senate Democrats who wanted to cap payments for individual taxpayers at $80,000 and joint tax filers at $160,000.
The Senate bill narrowly passed with a 50-49 vote on March 6 after an overnight marathon of disputed amendments and negotiations. A 50-50 tie between both parties was avoided because Senator Dan Sullivan could not vote after returning to Alaska for a family funeral.

What About People With Itins
You still need a work-authorizing Social Security Number to be eligible for this stimulus. However, there are important changes since the first round of stimulus checks.

What If Dont Normally File A Tax Return
The IRS said this third round of stimulus will be based on tax year 2019 or 2020 information, or information obtained by the Social Security Administration and Veterans Affairs Administration. If you are a non-filer who also does not receive a SSA or VA benefit, then use the Non-filer Sign-up tool, described below.
The IRS recently launched a new Non-filer Sign-up tool on its website. Although this non-filer portal is labeled as for non-filers claiming advance payments of the child tax credit, it is also available for others, including single individuals and people experiencing homelessness. It will allow individuals to provide their information to the IRS so that they can receive any of the three Economic Impact Payments , also known as stimulus payments, that they may be missing. If an individual did not get the full amounts of the EIPs, they may use this tool if they:
- Are not required to file a 2020 tax return, didnt file a 2020 tax return, and dont plan to, and
- Want to claim the 2020 Recovery Rebate Credit and get their third EIP.
The new Non-filer Sign-up tool is for people who did not file a tax return for 2019 or 2020, and who did not use the IRS Non-filers tool last year to register for Economic Impact Payments.

Which Families Are Eligible To Receive $1400 In 2022
Although the majority of families have already received their full payment, those who had qualified children in 2021 can claim the Recovery Rebate Credit on their next tax return. Economic Impact Payments, sometimes known as stimulus checks, were distributed in 2021 as part of the Recovery Rebate Credit advance payments.
If you did not get the entire amount due by December 31, you could claim the remaining funds when you do your taxes in 2022. Because the 2021 Economic Impact Payments were computed using a persons 2020 or 2019 tax return, any qualified dependents who joined the family in 2021 will be excluded from the computation and payment.
Per The East County Gazette, if you did not get the total amount due by December 31, you can claim the cash in 2022 when you file your taxes. Any qualifying dependents who joined the family in 2021 will be omitted from the computation and payment since the 2021 Economic Impact Payments were computed using a persons 2020 or 2019 tax return.
Some of those states may continue with those initiatives into the following year, but they arent standardized. Some were national stimulus checks, while others were specific to professions like teachers or first responders. Others were restricted to students or administered through the expansion of programs like SNAP.

Who Was Eligible For A Third Stimulus Check
Under the terms, individuals could receive up to $1,400 through the third stimulus checks. Couples who file jointly could get up to $2,800. Additionally, eligible dependents could also receive $1,400.
To qualify, you had to be either a U.S. citizen or resident alien in 2021. You also had to have a valid Social Security number, though there are certain exceptions for spouses or dependents.
You also could not have been claimed as someone else’s dependent on a 2020 tax return in order to qualify for your own payment.
To be eligible for a full payment, your adjusted gross income could not be above certain thresholds: $75,000 for individuals, $112,500 for heads of household or $150,000 for married couples.
Payments were phased out for those with incomes above those levels, and cut off completely for individuals with $80,000 in adjusted gross income, heads of household with $120,000 and married couples with $160,000.
Who May Still Be Eligible For More Money
There may be people who are eligible for the full $1,400 payments, or additional partial payments, particularly if their circumstances have changed.
Parents who added a child to their family in 2021 may be eligible for a $1,400 payment. Additionally, families who added a dependent to their family in 2021, such as a parent, niece or nephew or grandchild, may also be eligible for $1,400 on their behalf.
Additionally, people whose incomes have fallen may now be eligible for the money if their 2021 adjusted gross incomes are below the thresholds for full payments. If their incomes are in the phase-out thresholds, they could be eligible for partial payments.
People who do not typically file tax returns, and have not yet done so, need to file this year in order to receive the any potential payments.
The Recovery Rebate Credit money for which you are eligible will either reduce the amount of federal taxes you owe or be included in your refund.
