Third Stimulus Checks: When and How Will You Get $1,400?

Anyone who doesnt file a 2020 tax return this year will have to wait to claim their $1,400, or the amount that they are eligible to receive, through the 2021 Recovery Rebate Credit. Much the same way that this year a taxpayer who was eligible for a larger payment in 2020, but their 2019 tax return didnt reflect that, could claim that money when they filed their 2020 tax return.

The IRS urges tax payers who havent filed yet, to do so as soon as possible to receive any of the tax provisions that they may be eligible for from the American Rescue Plan. One provision that will help families with children, the Child Tax Credit, will start sending direct payments to eligible families in July.

Who Is Eligible For The Third Stimulus Check

Theres always fine print. Like the other two stimulus payments, not everyone qualifies. Heres who qualifies for a full payment of $1,400 per person:

  • Tax filers who are single: annual gross income up to $75K
  • Tax filers who are married and file jointly: AGI up to $150K
  • Tax filers who are heads of household: AGI up to $112,500

Stimulus payments are phased out depending on income once you hit the above thresholds. Those in the following brackets are still eligible for partial payments:

  • Tax filers who are single: AGI up to $80K
  • Tax filers who are married and file jointly: AGI up to $160K
  • Tax filers who are heads of household: AGI up to $120K

What To Do If You Cant Find Your Stimulus Check

If your IRS online account shows that you should have received a stimulus payment, but you didnt get it, theres a chance it could have been lost in the mail. Or you might have thrown away the prepaid debit card you received.

If you lost your stimulus check or suspect it was stolen, you can request the IRS trace your payment. If the IRS determines your check hasnt been cashed, it will issue a credit to your account. It cant reissue your payment, but you can claim the payment on your 2021 tax return using the Recovery Rebate Tax Credit worksheet.

If a trace is initiated and the IRS determines that the check wasnt cashed, the IRS will credit your account for that payment. However, the IRS cant reissue your payment. Instead, you will need to claim the 2021 Recovery Rebate Credit on your 2021 tax return if eligible.

    Known as the American Rescue Plan, the $1.9 trillion bill shores up and builds upon previous COVID-19 spending bill provisions. But while the $2.2 trillion CARES Act that passed almost a year ago had significant buy-in from both parties, the American Rescue Plan passed solely with Democratic votes in both the House and Senate. The bill passed the House with all Republicans voting against it, and all but one House Democrat supported the plan. Within the Texas delegation, the vote was party line.     Where Is My Third Stimulus Check

    You can track the status of your third stimulus check by using the IRS Get My Payment tool, available in English and Spanish. You can see whether your third stimulus check has been issued and whether your payment type is direct deposit or mail.

    When you use the IRS Get My Payment tool, you will get one of the following messages:

    Payment Status, which means:

    • A payment has been processed. You will be shown a payment date and whether the payment type is direct deposit or mail or
    • Youre eligible, but a payment has not been processed and a payment date is not available.

    Payment Status Not Available, which means:

    • Your payment has not been processed or
    • Youre not eligible for a payment.

    Need More Information, which means:

    • Your payment was returned to the IRS because the post office was unable to deliver it. If this message is displayed, you will have a chance to enter your banking information and receive your payment as a direct deposit. Otherwise, you will need to update your address before the IRS can send you your payment.

    Ok So Who Gets The Money

    Individuals who make less than $75,000 or heads of households who make less than $112,500. For married couples who file their taxes jointly, both would qualify for the full amount if they make up to $150,000 jointly.

    Individuals who make $75,000 to $80,000 would still get checks, but they would be less than $1,400. The same goes for heads of household making $112,500 to $120,000 and couples making $150,000 to $160,000.

    Those who make more wouldnt get payments.

    In addition to the amounts for adults, parents would get up to $1,400 more for every child on their tax returns. That includes adult children, like college students, and those with permanent disabilities, unlike last years stimulus payments.

    So if youre a family of four with a household income under $150,000, you should get $5,600.

    What If I Owe Child Support Payments Owe Back Taxes Or Student Loan Debt

    If you are overdue on child support or owe back taxes or student loan debt, you could see your stimulus check reduced or eliminated based on the amount you owe. The Bureau of the Fiscal Service will send you a notice if this happens.

    Your payment will not be interrupted if you owe back taxes or have student loan debt you will receive the full amount.

    If you use direct deposit and owe your bank overdraft fees, the bank may deduct these from your payment.

    When Will The Payments Be Disbursed

    Biden said some of the payments could be disbursed later in March. The IRS began sending out the previous round of stimulus payments within a few days of the last relief bill’s passage in December.

    Determining Eligibility For The Third Economic Impact Payment

    Most eligible people will get the third Economic Impact Payment automatically and won’t need to take additional action. The IRS will use available information to determine eligibility and issue the third payment to eligible people who:

    • Filed a 2020 tax return.
    • Filed a 2019 tax return if the 2020 return has not been submitted or processed yet.
    • Did not file a 2020 or 2019 tax return but registered for the first Economic Impact Payment using the special Non-Filers portal last year.
    • Are federal benefit recipients as of December 31, 2020, who do not usually file a tax return and received Social Security and Railroad Retirement Board benefits, Supplemental Security Income and Veteran benefit recipients in 2020. The IRS is working with these agencies to get updated information for 2021 to assist with stimulus payments at a date to be determined. IRS.gov will have more details.

    What If I Owe Child Support Payments Back Taxes Money To Creditors Or Debt Collectors Or Federal Or State Debt

    None of the three stimulus checks can be reduced to pay any federal or state debts and back taxes. Unlike the first stimulus check, your second and third stimulus check cannot be reduced if you owe past-due child support payments.

    If you are claiming the payments as part of your 2020 tax refund , the payments are no longer protected from past-due child support payments, creditor and debt collectors, and other federal or state debt that you owe .     Your Stimulus Payments Won’t Be Taxed But There Is One Exception

    The IRS doesn’t consider stimulus payments to be income, which means you won’t be taxed on your stimulus money. That also means a direct payment you get this year won’t reduce your tax refund in 2021 or increase the amount you owe when you file your 2020 tax return. You also won’t have to repay part of your stimulus check if you qualify for a lower amount in 2021. If you didn’t receive everything you were owed this year, you can claim your full stimulus check amount as a Recovery Rebate Credit on your 2020 federal income tax return when you file this month .

    However, another big caveat here: If you are filing for any missing stimulus money as a Recovery Rebate Credit on your tax return this year, the IRS can potentially garnish that money to pay for any back taxes you owe. Again, an independent taxpayer advocacy group within the IRS is working with the agency to address this issue to protect those funds for vulnerable taxpayers.

    Who’s Eligible For The Payment

    Those eligible for the money could include people whose tax situation changed in 2021, but the change was not reflected in their latest tax return.

    For example, parents who welcomed a child in 2021 may be eligible for the $1,400 payments as long as they meet income requirements.

    Eligibility for the third round of stimulus checks, issued earlier this year as part of President Joe Biden‘s American Rescue Plan, was based on a family’s last tax return filed.

    Since babies born in 2021 were not factored in, the $1,400 checks will be applied to their parent or guardian’s 2021 tax return.

    Others may be eligible for more money as well due to a change in income or the addition of a dependent.

    Payments begin to phase out for people who make more than those income limits.

    The number of families still owed a $1,400 stimulus check is not yet known but it is estimated to be in the millions.

    The figure wont be known until the total number of births for 2021 is revealed.

    President Joe Biden’s $1.9 trillion coronavirus relief plan proposes a third round of stimulus checks of $1,400 for most Americans. Yet while that could extend a helping hand to millions of households still suffering from the pandemic’s economic fallout, it could be weeks until the payments arrive, analysts say.

    The price tag for the relief package, called the American Rescue Plan, faces pushback from some Republican lawmakers, who last year resisted Democratic efforts to pass a $2 trillion bill. Heights Securities analyst Hunter Hammond expects a final package could be passed in the first quarter and range from $1.5 to $2.2 trillion.

    On February 1, a group of 10 Republican lawmakers unveiled an alternative stimulus plan that would scale back the checks to $1,000 per adult and lower the income cap for receiving payment. That plan would cut the cost of a third stimulus check to $220 billion, compared with $600 billion under Mr. Biden’s more generous package.

    “Congress is pushing forward on a Democrat-only $1.9 trillion stimulus package in an attempt to strike while the iron is hot, and we expect this effort to succeed,” noted Hunter Hammond, an analyst with Heights Securities, in a February 5 research note.

    Mr. Biden has expressed a willingness to negotiate, with the president saying he would insist on $1,400 checks but suggesting he was open to targeting the checks to people who need the most help.
