Around a year ago, when the first coronavirus stimulus law the so-called CARES Act was signed into law by President Trump, we at The Crossborder Planner received lots of messages from Americans living abroad, who all shared the same problem: they didnt know how to cash their IRS check abroad. Fast forward to today, as the IRS is beginning to distribute the third round of U.S. government-funded Economic Impact Payment stimulus checks to individuals. EIP3s, which are the first to come out since Joe Biden entered the White House in January, are larger than the first two payments. Specifically, they’re US$1,400 per individual, including dependents without age limitation.
And many of you did. This tool was closed in May 2020, though, and is no longer available. So thats not an option this time around. But if you received your EIP1 or EIP2 by direct bank deposit, the IRS will automatically send your EIP3 the same way.
EIP3 checks are valid for a year from the date of issue.
Who’s Eligible For The Payment
Those eligible for the money could include people whose tax situation changed in 2021, but the change was not reflected in their latest tax return.
For example, parents who welcomed a child in 2021 may be eligible for the $1,400 payments as long as they meet income requirements.
Eligibility for the third round of stimulus checks, issued earlier this year as part of President Joe Biden‘s American Rescue Plan, was based on a family’s last tax return filed.
Since babies born in 2021 were not factored in, the $1,400 checks will be applied to their parent or guardian’s 2021 tax return.
Others may be eligible for more money as well due to a change in income or the addition of a dependent.
Payments begin to phase out for people who make more than those income limits.
They completely phase out for individuals who make more than $80,000 and couples who make more than $160,000.
The number of families still owed a $1,400 stimulus check is not yet known but it is estimated to be in the millions.
The figure wont be known until the total number of births for 2021 is revealed.

Paper Checks Are Slower Than Direct Deposit A Lot Slower
If youve opted to get your tax returns through a paper check in the mail, youll get your rebate check the same way. Roughly 200,000 tax payers are in this category, according to TRD.
The state is only able to print roughly 14,000 checks per day, and that printing started around May 18. With that, TRD Spokesman Charlie Moore says the state is expecting to be about halfway done with printing out paper checks by the end of the week, June 3. The state says printing and mailing out the paper checks should take another couple weeks, assuming things go smoothly.
Another fun fact: paper check rebates are being processed in the order that tax returns were finalized. So the later you filed, the further back in the line you are. Early bird gets the worm, if you will.

In August 2020, Walmart decreased its check-cashing limit from $7,500 to $5,000. PayPal has a service that lets you cash checks and have the amount credited to a PayPal “Cash Plus” account. You can do it all on your phone or other mobile device using the PayPal app. Just take a picture of the check and send it for approval. You pay a fee if you want the money credited to your account immediately, but there’s no fee if you can wait 10 days. People Without A Social Security Number
Generally, you must have a Social Security number to get a stimulus check. To get the extra $1,400 for a dependent, the dependent must also have a Social Security number. If they dont, then you probably wont get the addition amount.
There are, however, a few exceptions to this rule. First, an adopted child can have an adoption taxpayer identification number instead of a Social Security number. Second, for married members of the U.S. armed forces, only one spouse needs to have a Social Security number. And, third, if your spouse doesnt have a Social Security number, you can still receive a third stimulus check, including any extra money for dependents, if you have a Social Security number.
