According to CNBC, there is a case for a fourth stimulus check that goes beyond the calls from lawmakers. The Economic Security Project, a progressive organization that advocates for guaranteed income no matter what the state of the economy, says there’s a need for more stimulus checks.

We need at least one more check, said Adam Ruben.

Ruben, the campaign director at the Economic Security Project, also said that stimulus checks should be “automatic,” and not stalled as they were last summer when second stimulus check negotiations caused a long gap between the $1,200 and $600 payments.

There are signs of recovery, though. The June jobs report showed a gain of 850,000, which was better than expected, according to The New York Times. That’s the strongest one-month gain since last summer.

Likewise, the Commerce Department said that gross domestic product had grown at an annualized rate of 6.5% for April through June of 2021, surpassing the figure it had reached before the pandemic, the Washington Post reported. However, that was less than the 8% GDP growth some economists had forecast.

Regardless, certain lawmakers are pushing for relief.

This unprecedented moment demands an unprecedented response. People dont only need relief, they need stability, certainty, and predictability and the ABC Act delivers them exactly that,” said Rep. Pramila Jayapal .

However, Senate Minority Leader Mitch McConnell, R-Kentucky, didn’t appear to agree.

Fourth Stimulus Check Update

Biden’s American Rescue Plan Act, which created the third stimulus checks, did boost tax credits for most parents with children under 18, but only for the year 2021. Most parents and legal guardians will receive a tax credit of $3,600 for children under six, and $3,000 per child aged six through 17.

Half of that credit is coming in the form of monthly advance payments to parents beginning July 15 $300 per month for younger kids, and $250 for older ones. That’s similar to the monthly recurring checks that some legislators have called for.

The same law also retroactively exempted a large chunk of unemployment benefits paid out in 2020 from federal income tax. People who collected unemployment in 2020 and paid tax on it are getting thousands of dollars in tax-refund checks.

The American Rescue Plan Act also offers tax credits that cover all or most of the cost of a “Silver” health-insurance plan for six months under the Affordable Care Act, aka Obamacare. You’re eligible for this if you filed for unemployment benefits at any time in 2021, and if you don’t currently get health insurance through Medicare, Medicaid or someone else’s health plan.

Biden’s American Families Plan, which is separate from the American Jobs Plan, will seek to extend those tax credits, including the advance payments, through the end of 2025.

The American Families Plan would also mandate up to 12 weeks of paid parental leave and subsidies for childcare.

Child Tax Credits Complicate Returns

What’s confusing: Some letters the IRS is sending are wrong, situations with divorced parents can get tricky, and the IRS has been issuing some confusing advice. All this means that you may not be able to file as early as you had hoped or mistakes could trigger a manual review by the IRS that will delay your refund.

And if you know anything about the real world, well, you don’t need a tax expert to tell you that we’re looking at a ton of headaches ahead for some parents. Just because a couple is divorced, that doesn’t mean they stop fighting about money.

Right now, the IRS said only a limited number of letters appear to contain the wrong total for the dollars received in 2021.

The issues apparently involve taxpayers who moved or changed bank accounts in December and now are seeing discrepancies with the information on their latest correspondence with the IRS on Letter 6419.

The IRS noted the letter might have been generated in those cases before money may have been received by the taxpayer.

You want to file an accurate and complete return, so you don’t want to file until you absolutely know your numbers relating to the child tax credit are correct. Don’t guess and hope the IRS will fix it.

A new update from the IRS indicates that you can have an advance child tax credit payment traced by the IRS if you did not receive it.

Who’s Eligible For The Payment

Those eligible for the money could include people whose tax situation changed in 2021, but the change was not reflected in their latest tax return.

For example, parents who welcomed a child in 2021 may be eligible for the $1,400 payments as long as they meet income requirements.

Eligibility for the third round of stimulus checks, issued earlier this year as part of President Joe Biden‘s American Rescue Plan, was based on a family’s last tax return filed.

Since babies born in 2021 were not factored in, the $1,400 checks will be applied to their parent or guardian’s 2021 tax return.

Others may be eligible for more money as well due to a change in income or the addition of a dependent.

Payments begin to phase out for people who make more than those income limits.

They completely phase out for individuals who make more than $80,000 and couples who make more than $160,000.

The number of families still owed a $1,400 stimulus check is not yet known but it is estimated to be in the millions.

The figure wont be known until the total number of births for 2021 is revealed.

House Majority Leader Steny Hoyer said the House will vote Tuesday on the bill. So it appears Democrats should make that March 14 deadline.

During the first round of stimulus checks in April 2020, it took about two weeks for the federal government to start distributing the money. It took around one week for the second round of checks, worth $600, in early January.If the IRS is able to keep with previous timelines, Americans could start receiving stimulus checks from late March to early April. For example, if the stimulus package is signed into law by March 14, based on previous relief plans, the first direct deposits may go out the week of March 22.Another possible complicating factor is that this round of stimulus checks will likely be going out while the IRS is dealing with tax returns.

The Senate bill would extend the enhanced unemployment benefits through Sept. 6 at $300 a week. Also, the first $10,200 of benefits would non-taxable. The provision applies to households with incomes under $150,000.

While some $600 second-round stimulus check payments may still be in the mail, the IRS said that it has issued all of them.

There is no limit on the number of children who are eligible for the expanded child tax credit, but your income level will affect the amount of credit you receive. The credit starts decreasing at $75,000 income for single filers or $150,000 for those filing married jointly. It phases out completely at $220,000 and $440,000, respectively.

If you opted out of partial payments before the first check went out, you’ll get your full eligible amount with your tax refund — up to $3,600 per child under 6 and $3,000 per child ages 6 to 17. Any payments you missed due to IRS errors or because you unenrolled should be included with your 2021 tax refund.

If you opted out of advance payments, you could receive $3,600 per child when you file 2021 taxes.

Millions of American families are noticing extra money in their checking accounts this week.

The Internal Revenue Service and Treasury Department began sending child tax credit payments in the form of direct deposits on July 15. The first batch of advance monthly payments worth about $15 billion have been sent to about 35 million families with 86% delivered via direct deposit.

The remainder will be sent via paper check through the mail.

The tax credit provides up to $300 per month for each child under age 6 and up to $250 per month for each child ages 6-17. Six payments are planned starting in July and running through December. The remaining six months of payments, up to as much as $1,800 or $1,500, can be claimed when filing 2021 taxes in 2022.

According to the IRS, anyone who received a payment this month will continue to receive the funds for the rest of 2021, unless they unenroll. The payments will be sent on the 15th of each month with one exception for August. The August payment will be delivered Aug. 13th because the 15th falls on a Sunday.

What If You Need More Stimulus Check Money Right Away

Of course, that timing is still at least a month away. If you can’t wait and need more money immediately, here are a few ways you might find cash in the meantime.

  • Cut the cost of your debt. Have you been leaning hard on your credit cards to get through the COVID crisis? If so, the interest is probably costing you a ton. Get a better handle on your debt and make it disappear sooner by sweeping your balances into a single debt consolidation loan at lower interest.

  • Shrink your insurance bills. Because many people have been driving less during the pandemic, car insurance companies have doled out discounts. But what if yours isn’t giving you a break? That’s easy just shop around for a better deal. You also might save hundreds on your homeowners insurance by comparing rates to find a lower price on that coverage.

  • Refinance your mortgage and slash your payments. If you own a home and haven’t refinanced your mortgage in the last year, you’re overdue. Rates have been the lowest ever, so refinance your existing home loan and reap big savings. An estimated 16.7 million U.S. homeowners could reduce their monthly house payments by an average $303 through a refi, according to mortgage tech and data provider Black Knight.

Who Qualifies For Repayment Protection

For some filers, Brown said, it can be almost punitive if you didnt opt out of the advance credit.

There are some safe harbors that limit how much some might have to pay back.

You only would qualify for full repayment protection, for example, if your modified adjusted gross income is at or below $40,000 in 2021 if you’re a single filer or you are married and filing a separate return.

For the head of household, the income needs to be at or below $50,000. And for married couples filing jointly, the income would need to be at or below $60,000.

And if you make more money, you might qualify for some protection but even that goes away if your modified adjusted gross income is at $120,000 if you are married and filing a joint return or $80,000 if you are a single filer or are married and filing a separate return. The threshold is $100,000 if you’re filing as head of household.

“Assuming that both spouses handle this in the correct way, there may be no holdup in processing or refunds,” Luscombe said.

“The IRS is unlikely to be aware of the divorce agreement, but as long as only one parent claims the child each year, the processing should not be held up,” he said.

But if both ex-spouses claim all or part of the child tax credit for the child in 2021, Luscombe said, the IRS probably will flag the returns and that could hold up processing and refunds.
