The second round of Golden State stimulus checks was provided by the California Comeback Plan, the $100 billion stimulus package signed into law by Gov. Gavin Newsom back in July 2022. The first payments went out in last year and the distribution effort is nearly complete.

To be eligible for the payments California residents must have submitted their 2020 tax return no later than 15 October 2021. This was necessary for the California Franchise Tax Board to decide how much each individuals entitlement was and to make sure that it goes to the correct bank account.

The vast majority of people who are able to receive a Golden State stimulus check will now have received theirs, but there are some exceptions.

Paper check recipients may experience delays

The final batch of payments scheduled for the Golden State stimulus check was sent out on 11 January, meaning that most will have already received theirs. The payments were staggered between October 2021 and January 2022 on the basis of the final three digits of the recipients ZIP code.

As well the case with the three rounds of federal stimulus checks, payments made via direct deposit into a bank account were issued first and often arrived within days. The final payments to be distributed were the paper stimulus checks, which were sent to those with limited banking access.

You Receive Your Ca Tax Refund By Mail

California began issuing batches of stimulus payments by direct deposit back in late August but only started sending paper checks out by mail earlier this month. As a result, those who typically get their state refund through the mail should expect a delay possibly even through the new year.

Additionally, where you live can also affect when you get the payment, as mailing times are based on the taxpayers last three digits of their ZIP code.

The Franchise Tax Board provided the following timeline of when it expects mailed payments to go out:

California Stimulus Check Update And When To Expect $600 Payment

California began issuing $600 stimulus payments from mid-April to those who qualify for the Golden State Stimulus check. Payment dates for stimulus funds will vary depending on when you filed your 2020 tax return.

According to the California Franchise Tax Board , those who file their taxes after April 23 could wait up to three times longer than others to receive their stimulus funds.

The FTB advises: “In order to receive the Golden State Stimulus payment, you must first file your eligible 2020 tax return and wait for that return to complete processing.”

California’s stimulus payments are being issued via direct deposit or as paper checks.

Stimulus Check 2022 Update: These States Set To Receive Payments In May

Residents of four U.S. states may be in line for upcoming stimulus payments that should begin to be paid in May as the country continues to grapple with high inflation.

Back in July, California governor Gavin Newsom signed into law the $100 billion California Comeback Plan, which included a provision for a second round of Golden State Stimulus payments following the first round of checks that went out earlier this year.

The plan is aimed at delivering finanicial relief to families and businesses who have struggled due to the covid-19 pandemic, with Governor Newsom’s office hailing it as “the biggest state tax rebate in American history.” The $100 billion bill has been mainly funded through a $75 million state budgetary surplus.

Around two-thirds of California taxpayers are eligible for a Golden State Stimulus payment of $600, with some qualifying families receiving an additional $500 to bring their total payment to $1,100.

When Will Your Stimulus Check Arrive

The California Franchise Tax Board says it can take several days for a payment to be received by direct deposit.

For paper checks, payments will go out by the last three digits of the zip code on your 2020 tax return.

If your tax return is processed during or after the date of your scheduled zip code payment, allow up to 60 days after your return is processed.

The stimulus checks are being sent on a rolling basis through the beginning of next year.

An estimated nine million Californians are expected to receive one.

Newsom signed the Golden State Stimulus in July, creating one of the nations first state stimulus plans. How We Got Here

To begin, a brief history: Californians revolted against taxes in the late 1970s.

Voters passed Proposition 13, a landmark measure that limited property tax increases, in 1978. The next year, Paul Gann, one of the propositions co-sponsors, suggested another tax break.

Gann proposed implementing a cap on state spending: If Californias expenditures neared a certain threshold , the state would have to return funds to taxpayers in the form of a rebate.

Voters in 1979 overwhelmingly approved the measure, known as the Gann limit, and later amended the law to allow some of the excess revenue to also go toward funding education.

For this budget year, which begins July 1, the states Legislative Analyst Office is once more projecting a budget surplus, this time to the tune of at least $31 billion.

As of the January budget, California expects to exceed the Gann limit by $2.6 billion, according to the governor. Approximately half of the money will go toward education, and the rest back to taxpayers.

But whether they will be distributed in the form of stimulus checks: theres no yes or no answer just yet.

Thats an open-ended question, Newsom responded when asked about the prospects of such payments.

At least part of the reason is that the projected figure will most likely substantially change between now and May, which is when the revised budget for the upcoming fiscal year is due. So we are awaiting more contemporary information and data, more reflected of what is currently happening before we had to put this budget to bed to ultimately make that determination.

And ultimately, he believes that yes, taxpayers will receive some form of contribution.

What form and to what degree in terms of total amounts of dollars will be determined more closely in May, Newsom said.

In 2021, the governors initial budget proposal included what became known as Golden State Stimulus I. An expanded version of the program that brought checks to millions of more residents was unveiled in June and ultimately included in the 2021-2022 budget signed by Newsom in July.

California Stimulus Checks: Do Social Security Claimants Get Payments

CALIFORNIA has expanded its Golden State Stimulus program to make sure more people who live in the state are eligible to receive money.

But not everyone will get a payment under GSS II, including many who are on a fixed income.

There has been confusion as to whether people who are on Social Security will get a check. The state said some will and some won’t.

California expects to issue around nine million payments under the Golden State Stimulus II.

The checks are part of the $100billion California Comeback Plan to help give immediate relief to families and businesses that have been negatively impacted by the pandemic.

California’s governor said it was the biggest state tax rebate in American history.

About two-thirds of California taxpayers are eligible for a payment. The checks started going out in August 2021.

Residents Of These States Will See Money In June Or In The Coming Months

Two states are currently scheduled to send out stimulus payments to their residents in June: Maine and New Mexico.

In Maine, payments will be available to those who filed their 2021 state tax returns. The checks total $850. Single filers are eligible with an adjusted gross income of less than $100,000 while married joint filers can get payments with an AGI of up to $200,000. Those who are claimed as dependents are not entitled to receive money.

In New Mexico, payments are also expected to be sent this month. Single filers are entitled to $250 and joint filers are entitled to $500. A second payment for the same amount will be sent out in August. This money will be provided to those who submitted tax returns by May 31 and the payments will be sent automatically.

Several other states are also considering making stimulus funds available, although there is not yet any guarantee this will occur. The money likely would not hit bank accounts in June even if legislation is passed to authorize payments this month, but could come during the course of the summer. These states include Minnesota, Colorado, Kansas, Hawaii, and Pennsylvania.

California Stimulus Check Eligibility

To qualify for either Golden State Stimulus I or II, you must file a 2020 tax return by Oct. 15. From there, the eligibility requirements differ depending on income and dependents.

For Golden State Stimulus I, you must meet the following criteria:

  • You receive CalEITC or make less than $75,000 per year and file with an ITIN. To qualify for CalEITC, you must earn at least $30,000 in taxable income in 2020, be 18 years or older or have a qualifying child, and file as a status other than married or registered domestic partner filing separate.
  • You lived in California for more than half of 2020.
  • You are a California resident on the date that checks are distributed.
  • You arent eligible to be claimed as a dependent by someone else.

Note that an individual taxpayer identification number allows undocumented workers who do not have Social Security numbers to file taxes, meaning this group is eligible for relief via Golden State Stimulus I .

For Golden State Stimulus II, you must meet the following criteria:

  • You earned wages between $0 and $75,000 in 2020 and have a California Adjusted Gross Income between $1 and $75,000.
  • You were a California resident for more than half of 2020.
  • You are a California resident on the date payments are distributed.
  • You cant be claimed as a dependent by someone else.

California Adjusted Gross Income

You must have $1 to $75,000 of California AGI to qualify for GSS II. Only certain income is included in your CA AGI . If you have income that’s on this list, you may meet the CA AGI qualification.
