Congress was hoping to reach a coronavirus stimulus deal before breaking for a scheduled recess, which began August 10 and will last through September 8. While many lawmakers have returned home for the summer break, they will remain on 24-hour notice to return to Washington in case a deal is reached.

Treasury Secretary Steven Mnuchin expressed optimism Monday, saying Democratic leaders seemed willing to compromise.If we can get a fair deal, were willing to do it this week, Mnuchin said in an interview on CNBCsSquawk on the Street.

The Treasury secretary spoke after President Trump issued executive orders over the weekend to establish a payroll tax holiday, defer student loan payments through 2020, extend the federal protections from evictions, and provide additional unemployment benefits. But it remains to be seen whether or not the presidents orders will actually come to fruition. Thats because continuing these aid programs initiated as part of the CARES Act would require federal funding, which Congress controls.

Unemployment aid seems to be the major sticking point in negotiations. Lawmakers are at odds over how much extra federal unemployment to provide to jobless workers. Under the CARES Act, eligible Americans received an extra $600 per week until July 31. Democrats want to continue the extra $600 per week through January. Republicans have proposed reducing that to $200 per week through September, followed by 70% wage replacement through December.

What Type Of Credit Is The Stimulus Payment

The third stimulus payment is actually an advance payment of a refundable credit that will be calculated with your 2021 taxes .

If you made too much money in 2020 to get the full stimulus payment, but you end up making less income in 2021 than you did in prior years, you could get a stimulus payment as a rebate in 2022. Luckily, if you make more money in 2021 than you did in 2020, you will not have to pay back part or all of your stimulus payment in 2022.

So if you earned over $87,000 as an individual taxpayer, $174,000 as a joint filer, or $124,500 as a head of household, you do not get a stimulus payment.     Earn More Than $40,000? You May Miss Out On A Second Stimulus Check

    In some cases, yes. If based on your 2020 tax returns you would be entitled to a larger payment than calculated based on your 2019 returns, you will be eligible to receive the difference as a tax credit. Of course, this additional payment wont be available until 2020 returns are filed this year.

    But if the stimulus payment you are due is lower based on your 2020 income, you get to keep the higher payment that was sent to you based on your 2019 return.

    Will My Third Stimulus Check Be Reduced

    The number the IRS will look at is your adjusted gross income for 2020, which is your income without retirement contributions but before your standard or itemized deductions are taken out. You can find your adjusted gross income on line 11 of your Form 1040 of your 2020 tax return. If you haven’t yet filed your 2020 tax return, the IRS will use your AGI from your 2019 tax return.

    Single people who make between $75,000 and $80,000 will have their checks reduced by 28% of the amount over $75,000, and married people who file joint returns and make between 150,000 and $160,000 will have their checks reduced by the same percentage of the amount over $150,000. Taxpayers who file as head of household and make between $112,500 and $120,000 will have their checks reduced by a similar percentage of the amount over $112,500. The $1,400 that parents receive for each dependent is subject to the same reduction.

    This means that single people who earned $80,000 or more in 2020 don’t qualify at all for the third stimulus checkcompared with $87,000 for the second stimulus check. Couples who earned $160,000 or more won’t get a third stimulus check, down from $174,000 for the second stimulus check. And a family of four that earned $160,000 or more also won’t receive a third stimulus check.

    A Direct Deposit Payment Could Already Be In Your Bank Account Paper Checks Will Follow Quickly

    State And City Stimulus

    Some states have also conducted stimulus payments, with many using funds from the Rescue Act.

    Some states include California and Maine.

    Under Californias Golden State Stimulus II program, it is estimated that a total of nine million Californians will be getting checks worth up to $1,100 before the end of the year.

    The latest set of payments, which started going out on Monday, includes 794,000 paper checks worth more than $568million, the states public affairs office told The Sun.

    Eligible Maine residents will continue to receive $285 stimulus payments until the years end.

    Another city in California, Santa Ana, has started sending out $300 payments loaded on prepaid Visa debit cards.

    “So far about 2,700 have been distributed and we plan to give out up to the full 20,000 cards either in person or notifying qualified residents by mail to pick them up,” a Santa Ana official told The Sun.

    According to a statement by the city, those with poverty rates above the Santa Ana median of 42% will qualify for the support.

    Also, thousands of St Louis, Missouri residents will be able to apply for $500 stimulus payments this weekend.
