Fourth Stimulus Check Update: 4 States Will Send Payments In December 2021

Residents in several areas in the United States are set to receive direct financial aid next month as calls for a fourth round of stimulus checks continue to grow.
At least four states across the nation are sending out payments to their residents amid the lack of federal stimulus checks. These states are Maine, California, Maryland and Florida.
Gov. Janet Mills, D-Maine, on Nov. 12 announced a program that would send one-time disaster relief payments worth $285 to more than half a million residents of the state. The payments went out on Nov. 15 and are expected to continue through the end of the year.
The payments will go to people who live full-time in Maine with an adjusted gross income of less than $75,000. Couples filing jointly and earning $150,000 are also eligible for the payments.
In California, residents with an adjusted gross income of $1 to $75,000 and residing in the state for more than half of the 2020 tax year are expected to receive one-time payments of $500 to $1,100 under the Golden State Stimulus II program. The program also covers some people without a social security number but with an ITIN.
DeSantis, a Republican, also announced a $5,000 cash bonus to unvaccinated police officers looking to relocate to Florida from New York, Minneapolis and Seattle.

STUDENTS across America are set to receive stimulus checks worth up to $3,000.
Almost $40billion worth of pandemic relief was distributed to students and institutions under the Higher Education Emergency Relief Fund as part of President Joe Biden’s American Rescue Plan.
One student, freshman Lexi Plaisted, received around $800 and said she was surprised by the grant, telling The Hatchet, I honestly did not think I would get anything because Im sure other people have been affected much more than I have, but I thought that it was just worth a shot so I went ahead.
It comes as final New Year surprise stimulus checks are being sent out next week.
In Connecticut, Governor Ned Lamont announced the Back to Work program for $1,000 in stimulus checks, starting on May 30, 2021, which will continue until December 31, 2021.

Fourth Stimulus Check Update: Congress Urged To Act On New Payments As Poverty Fears Grow
With no new stimulus checks in sight and the final Expanded Child Tax Credit payment hitting bank accounts this past week, fears are continuing to grow that inaction by Congress will result in the return of more families living at or below the poverty line with no additional financial assistance and continually increasing prices due to inflation.
Most specifically, many Americans are fearful over the lack of new Child Tax Credit payments in 2022, after receiving payments monthly since July as part of President Bidens American Rescue Plan. A one-year extension of the credits was worked into his Build Back Better plan, with the intention of families receiving the money through 2022. However, the plan has been held up in the Senateand there is a risk it wont be passed before a hard deadline to ensure that families will smoothly continue receiving payments in the new year.
According to CBS News, the IRS has stated the bill needs to be passed by a firm deadline of Dec. 28 in order for the credits to continue smoothly into the New Year and allow payments to be processed for a Jan. 15 pay date. However, with holdouts keeping the bill from being passedmost notable Sen. Joe Manchin , there is a dimming hope the money will be made available, and that has many concerned about what it will mean for lower-income families.

When Do Child Tax Credit Payments End
The monthly payments, which began July 15, were limited to 2021, and the last one was set for Wednesday.
The changes involving the child tax credit are part of the American Rescue Plan, which was signed into law March 11..
The Build Back Better version passed by the House would extend the advance payments through next year, but the bill has not passed the Senate.
Debate over the economic package could drag into 2022.
“It is possible that, if Congress does eventually pass the bill with the current advance payment provision still in it, the Jan. 15 payment could be made late once the IRS has the authority from Congress to issue the payment,” said Mark Luscombe, principal analyst for Wolters Kluwer Tax and Accounting.
Best bet: Don’t plan to tap into child tax credit cash to cover next month’s big bills.

The White House hasn’t responded to any of the proposals for additional stimulus checks, and the general sentiment is that a fourth stimulus check isn’t likely. Economists have suggested we’ve already moved past the pandemic’s worst financial woes, although there are signs that Americans could still use relief.
Experts certainly seem in agreement that there won’t be a fourth stimulus check. The latest stimulus package, the American Rescue Plan, is “gonna be the last on that front,” Deutsche Bank senior U.S. economist Brett Ryan told Fortune. “No more checks.”
Ed Mills, Washington policy analyst at Raymond James, agreed, telling CNBC recently “I think its unlikely at this time. D.C. has largely started to pivot towards the recovery and an infrastructure bill.”
Many economists and financial experts are worried that the third stimulus checks have contributed to a growing inflation rate. In June 2021, the core inflation rate, stripped of energy and food prices, rose 4.5% at an annual rate vs. the Dow Jones estimate of 3.8%. The overall consumer price index rose at an annualized 5.4% rate in June.

Th Stimulus Checks Given Out To Targeted Groups
Some states are digging into that wad of cash the government gave them and giving out the fourth stimulus checks to specific groups of people. The requirements look different for each state, but all seem to have a few things in commonlike falling into certain income levels or going through some kind of hardship.

The Grand Canyon State has a different take when it comes to stimulus checkstheyre giving them out to people who are going back to work. Arizonas Back to Work Program is offering $2,000 to those who got a job after being on unemployment.3 But you have to hold down your new job for at least eight weeks before getting the benefit.

The Golden State is the only one on the list to give out big ol broad-sweeping stimulus checks that look like the ones the federal government gave out. Heres how their numbers break down: Californians making $75,000 or less were sent a one-time check of $600 or $1,200 as part of the Golden State Stimulus I.4 And with the Golden State Stimulus II, they could be eligible for a second stimulus payment anywhere from $500 to $1,100.5 Thats on top of extra money the state paid out through the Young Child Tax Credit to those who have children age 6 or younger.6

Some top economists have called for more direct aid to Americans. More than 150 economists, including former Obama administration economist Jason Furman, signed a letter last year that argued for “recurring direct stimulus payments, lasting until the economy recovers.”
Although the economy is improving, millions of people continue to suffer from reduced income and have not been able to tap government aid programs, Nasif said. Only 4 in 10 jobless workers actually received unemployment aid, according to a from economist Eliza Forsythe.
Many people never applied for unemployment benefits because they didn’t think they were eligible, while others may have given up due to long waits and other issues.
“You’ll see reports about how the economy is starting to grow, but there are a lot of Americans living paycheck to paycheck, and for a lot of them the government relief programs haven’t been able to help,” said Greg Nasif, political director of Humanity Forward.
Plans For A Fourth Stimulus Check Unlikely
The claim is a hoax. No fourth stimulus check for July 30 has been announced by Congress.
This is not the first time such a claim has circulated on social media. In May, a Facebook post alleged a direct payment of $2,000 per person would be arriving by Memorial Day weekend, which USA TODAY debunked.
While some Democratic lawmakers have clamored for increased federal aid, including a fourth round of stimulus, the latter is unlikely to happen, USA TODAY has previously reported.
What eligible Americans will be receiving instead through President Joe Biden’s American Rescue Plan passed in March are payments through the Child Tax Credit and extended unemployment benefits.

Payments In Specific States Plus A Plus
As noted above, individual states are also doing their own thing . That includes states like Maine sending out checks to residents. In that state, a one-time payment worth $285 is going to more than 500,000 residents. Those checks are going out in waves through the end of the year.
In California, where the Golden State Stimulus II is paying residents as much as $1,100, its a similar story.
Meanwhile, the end of December also marks the end of whats known as plus-up payments. Basically, the IRS describes these as supplemental payments for people who received payments based on their 2019 tax returns but are eligible for a new or larger payment based on their recently processed 2020 tax returns.
The plus-up payments could also include a situation where a persons income slipped in 2020 compared to 2019, or a person had a new child or dependent listed on their latest tax return, among other situations.

CLEVELAND As the latest federal direct payment hits most of our bank accounts, some Democratic lawmakers are already eyeing another stimulus check.
A group of 10 Democratic senators released a letter earlier this month that asks President Joe Biden to include additional stimulus money in the next spending bill, according to The Washington Post. The letter mentions recurring payments as part of the plan.
We urge you to include recurring direct payments and automatic unemployment insuranceextensions tied to economic conditions in your Build Back Better long-term economic plan, the group writes.
In the letter, senators say the two forms of payments are effective together.
Data shows that direct payments and enhanced unemployment insurance are among themost effective forms of relief available. Not only do these payments help keep families out ofpoverty, but they act as economic stimulus by increasing spending and supporting jobs, the group writes.
The letter is signed by senators including Elizabeth Warren, Bernie Sanders, Cory Booker, and Kirsten Gillibrand.
The White House has not publicly commented on the groups proposal.

The Claim: Stimulus Check Of Up To $2500 Approved For July 30
Low- and moderate-income families across the U.S. started receiving up to $300 in monthly payments per child under the newly expanded Child Tax Credit on July 15.
But that’s not the only federal aid Americans can expect to see in July, claim some on social media.
“It passed 10 minutes ago! Everyone gets another stimulus check for $2500 on July 30, 2021. They did it!” reads that has since received about 500 shares, and is among many making the same claim on the social media platform.
All the posts provide an external link with supposed instructions on how to get the promised stimulus check directly deposited. Clicking the link, however, sends users to an image of an ape giving the middle finger.
USA TODAY has reached out to the posters for comment.
The ape picture might indicate some Facebook users are sharing the claim as a joke. But comments beneath various posts show others are taking it seriously.

Who Will Get A Stimulus Payment In 2022
The parents of newborns are eligible to receive payments up to $1,400 from the third and, as of right now, final round of stimulus checks issued in March.
To receive the payment, parents of the newborn child must file a tax return for 2021 in 2022 so they can receive the money in 2022.
Single parents earning up to $75,000 per year and couples making up to $150,000 per year are eligible to receive the full amount of the check.
However, even these parents of newborn children are not eligible for a fourth stimulus check in 2022.
