$2000 Or $1: Whats The Total Likely To Be
Biden announced on Friday that hes in the process of assembling a multi-trillion dollar relief package that includes boosting direct stimulus payments to $2,000, as well as extending unemployment insurance and sending money to hard-hit state and local governments.
The price tag will be high, Biden said. We need to provide more immediate relief for families and businesses now.
While the details are far from finished, those remarks suggest that the next relief package may send Americans a part-two top-up payment worth $1,400 to round the $600 second stimulus check up to a total of $2,000.
Senate Minority Leader Chuck Schumer reiterated in a Jan. 12 letter that the Senates first order of business under Democratic control will be pushing to increase direct payments to a total of $2,000.
Lawmakers, however, could also decide to send a third, separate payment worth $2,000 to most middle-income Americans, though all of that depends on Congress level of comfortability with throwing more money at the crisis.
Sen. Joe Manchin, a Democrat from West Virginia, said in a Sunday interview on CNN that he would support a more targeted form of aid, rather than sending out money to everyone under a certain income threshold.
Getting any kind of stimulus legislation through would require support from every Democrat in a 50-50 split.

Additional Stimulus Payments Needed But Unlikely

It would take another year for the petition to garner its second million signatures, but as covid-19 continued to disrupt peoples lives around the US Just weeks after Democrats passed the American Rescue Plan, scores of lawmakers in both chambers of Congress called on President Biden to include recurring payments as part of the Build Back Better legislation. In a letter from 21 Senators, they reasoned such measures are necessary because “almost 6 in 10 people say the $1,400 payments set to be included in the rescue package will last them less than three months.” Neither automatic triggers nor a fourth round of stimulus checks are currently included in the legislative proposals Democrats plan to pass without any Republican support. The package was originally supposed to be $3.5 trillion in spending over the next ten years, but that top-line number is being pared down to garner the votes of two holdout Senators, Joe Manchin and Kyrsten Sinema.

Married people whose tax return includes an injured spouse claim may be getting their payment in two installments, the New York Times reported. An injured spouse claim protects one persons portion of the tax refund from the others outstanding debts. Both payments should generally arrive in the same manner, whether by direct deposit or mail, but may not in some cases, the IRS told the Times.

Stimulus Checks: Where Do We Stand On More Payments
There was no timeline given on if and when the legislation would be considered or how long it would take to implement the new programs if the bills were to be approved.
Congress is in recess through the middle of September. And when lawmakers return, theyll likely continue working on a $1 trillion bipartisan infrastructure plan and a $3.5 trillion budget plan for bolstering family services, health, and environment programs.
The White House and leaders in Congress have not given any indication a fourth payment will be approved, and theres been little other movement aside from online petitions and letters from lawmakers to President Joe Biden.
A change.org petition that was started more than a year ago by a restaurant owner calling for targeted stimulus money has gotten over 2.8 million signatures. The petition calls for payments of $2,000 for each and $1,000 for each child until the pandemic is over.
Meanwhile, several Democrats have written letters to Biden asking for more relief. Some of those letters reportedly advocated for multiple rounds of stimulus checks until the economy rebounds.
But the Biden administration has signaled the president was focused on putting people back to work rather than short-term relief.

When Will The Third Stimulus Check Be Sent
The goal of Democrats was to pass the bill by this Sunday, March 14. That’s when extra unemployment assistance and other pandemic aid expires.
With Biden signing the plan on Thursday, Democrats have met that goal.
White House Press Secretary Jen Psaki announced shortly after Biden signed the bill that the IRS and Treasury Department are working hard to get payments out. She said some people will see direct deposits hit their bank accounts as early as this weekend.
“This is of course just the first wave, but some people in he country will start seeing those direct deposits in their bank accounts this weekend and payments to eligible Americans will continue throughout the course of the next several weeks,” Psaki explained.
The IRS said Friday the payments were already being processed and concurred that direct deposits would start arriving this weekend.
During the first round of stimulus checks in April 2020, it took about two weeks for the federal government to start distributing the money. It took around one week for the second round of checks, worth $600, in early January partly because the infrastructure from the first stimulus was in place.
One factor that could complicate things is that this is also tax season. The IRS will be trying to send out stimulus checks while also processing incoming tax returns and calculating refunds.
Stimulus Checks For Hundreds Of Dollars
Farmworkers and meatpackers are entitled to up to $600 per person for pandemic health and safety-related costs, including personal protective equipment, child care and expenses related to testing or quarantining, the USDA says.
Approximately $20 million of the $700 million pool of money will be set aside for grocery store employees. However, the amount individuals in that industry will receive is not yet known.

People Who Dont File A Tax Return
Question: What if I dont file a 2019 or 2020 tax return?
Answer: Some people dont file a tax return because their income doesnt reach the filing requirement threshold. If thats the case, the IRS will send a third stimulus check based on whatever information, if any, is available to it. That information potentially could come from the Social Security Administration, Railroad Retirement Board, or Veterans Administration if youre currently receiving benefits from one of those federal agencies. If thats the case, youll generally receive your third stimulus payment the same way that you get your regular benefits. If you supplied the IRS information last year through its online Non-Filers tool or by submitting a special simplified tax return, the tax agency can use that information, too.
Some people who receive a third stimulus check based on information from the SSA, RRB, or VA may still want to file a 2020 tax return even if they arent required to file to get an additional payment for a spouse or dependent.

How Are Americans Using Stimulus Checks

The Federal Reserve Bank of New York says that households are spending a smaller percentage of their stimulus checks and saving more. The that households set aside just under 25% of their third-round payments for consumption. This share fell from just over 29% of first-round payments reported in June 2020 and almost 26% of second-round payments reported in January 2021.

The New York Fed also says that households expect to spend an average 13% of the third stimulus check on essential items and an average 8% on non-essential items.
For a comparison, preliminary data collected by the U.S. Census Bureau from shows that the majority of stimulus recipients are almost three times more likely to use checks to pay down debt than add to their savings.
An earlier showed that the majority of recipients who got the first stimulus check spent their payment on household expenses. Adults with incomes between $75,000 and $99,999 told the Census that they would most likely pay off debt or add to their savings. While adults making less than $25,000 said they would use their stimulus to pay for expenses.

What Else Is In The Covid Relief Bill
Expanded unemployment benefits from the federal government would be extended through Sept. 6 at $300 a week. Thats on top of what beneficiaries are getting through their state unemployment insurance program. The first $10,200 of jobless benefits would be non-taxable for households with incomes under $150,000.
Additionally, the measures provides a 100% subsidy of COBRA health insurance premiums to ensure that the laid-off workers can remain on their employer health plans at no cost through the end of September.
The legislation would send $350 billion to state and local governments and tribal governments for costs incurred up until the end of 2024. The bill also requires that small states get at least the amount they received under virus legislation that Congress passed last March.
Many communities have taken hits to their tax base during the pandemic, but the impact varies from state to state and from town to town. Critics say the funding is not appropriately targeted and is far more than necessary with billions of dollars allocated last spring to states and communities still unspent.
The bill calls for about $130 billion in additional help to schools for students in kindergarten through 12th grade. The money would be used to reduce class sizes and modify classrooms to enhance social distancing, install ventilation systems and purchase personal protective equipment. The money could also be used to increase the hiring of nurses and counselors and to provide summer school.
How Do I Get My Check
These checks will distribute automatically, with no action required for most people. The IRS will use the information in your 2019 tax return to calculate your payment, and use the information in your filing to send or deposit your check. If you havent filed your return for 2019, the IRS will use information from your 2018 tax filing to calculate the payment.
