California stimulus checks provide direct cash relief to those hit hardest by the pandemic.
Though a fourth stimulus check isn’t on Washington’s agenda, and enhanced federal unemployment benefits expired for millions last month, an estimated 9 million Californians are getting some extra relief aid in year two of the pandemic.
A third batch of Golden State Stimulus II payments is getting sent out on Oct. 5. The first batch, amounting to 600,000 payments, went out Aug. 27, and the second batch, on Sept. 17, was much larger, with at least 2 million Californians receiving the benefit. Approximately two-thirds of California taxpayers are eligible for a payment of $600, and some qualifying families will receive an additional $500.
These state-only checks are part of the $100 billion “California Comeback Plan” aimed at providing immediate relief to families and business that’ve been the most negatively impacted by the pandemic. Gov. Gavin Newsom’s office called it “the biggest state tax rebate in American history.”

Payments will go out based on the last 3 digits of the ZIP code on your 2020 tax return. Some payments may need extra time to process for accuracy and completeness. If your tax return is processed during or after the date of your scheduled ZIP code payment, allow up to 60 days after your return has processed. California To Send Golden State Stimulus Payments This Week
California residents looking for another Golden State Stimulus payment wont have to wait long: The second round of payments will be issued at least by the end of the week.
As with the first round of payments, the second round will be issued in two-week increments, SFGate reported Tuesday, citing comments from a representative of the California Tax Franchise Board.
Checks will come via direct deposit or paper check whichever was chosen on the latest tax return.
If you want to know how much youll get, the Tax Franchise Board website has a tool you can use to help to determine the amount. The Board also said that most Californians who qualify dont need to do anything to receive the stimulus payment other than file their 2020 tax returns. Anyone who filed a return after Aug. 20 will have to wait for their stimulus payment as there is a 45-day waiting period in effect, according to ABC News.
Here are some likely payment scenarios, as outlined by SFGate:
-
If you qualified for the first Golden State Stimulus payment and claimed a credit of one or more dependents, youll typically receive $500.
-
If you didnt qualify for that stimulus payment and didnt claim a credit of one or more dependents, youll receive $600.
-
If you did not qualify for that stimulus and claimed one or more dependents, you could receive $1,100.
-
If you qualified for the stimulus and didnt claim a credit for one or more dependents, you dont qualify for the second stimulus payment.

Senior Stimulus: Which Social Security Recipients Will Still Receive A Golden State Payment
Theres still some confusion as to whether Social Security recipients will be receiving Golden State Stimulus II payments. It all depends on state guidelines, and only certain Social Security beneficiaries will receive Californias stimulus check.
Tax Brackets 101: Here Are the Basics You Need To Understand
California News Times reported that nearly 4.5 million checks have been distributed to Californians, about half of the payments expected to go out under this program. The original program was aimed at low-income California residents, but was expanded in July to cover those who make $75,000 or less a year, according to the California Franchise Tax Board.
Californians who receive Social Security checks are eligible for Golden State Stimulus II payments up to $1,100 if they meet the requirements and report other sources of income with an adjusted gross income between $1 and up to $75,000 on their 2020 tax return. The state also noted that when calculating your AGI, Social Security is not included.
Other requirements for Social Security recipients who reported income between $1 and $75,000 on their 2020 tax return include:
-
Lived in California for most of last year
-
Still live in California
-
Have a Social Security number or an Individual Taxpayer Identification number
-
Cant be claimed as a dependent by another taxpayer
So who doesnt qualify?
Why Havent I Received My Payment

If you are still waiting to get your Golden State Stimulus payment, first check the schedule. These are the dates paper checks will be mailed, based on the last three digits of your zip code.
- 000-044 10/06 – 10/27/21
- 720-927 12/13 – 12/31/21
- 928-999 12/27/21 – 1/11/22
According to the FTB, If you did not receive a direct deposit payment by November 15, 2021, you will likely receive a paper check.
Reasons for people to get a paper check rather than direct deposit include:
- If you filed your return by paper
- If you selected paper check as your refund option on your tax return
- If you received an advanced refund through your tax service provider, or paid your tax preparation fees using your refund
- If you filed your return by paper and selected direct deposit as your refund option, you will receive a paper check
Don’t Miss: Federal Stimulus Program For Homeowners
Am I Eligible For Golden State Stimulus Ii
First up, the Second Golden State Stimulus is different to the first Golden State Stimulus, which went out earlier this year. Think of the second stimulus here as an expansion of one stimulus programme rather than rounds of stimulus, as we saw with the Federal stimulus program .
The first round of Golden State Stimulus went to those earning under $30,000, the second payment goes to those earning up to $75,000, with those who got a first payment ineligible for the second, unless they meet certain requirements.
Those taxpayers who received the first Golden State Stimulus check AND claim a dependent are eligible for a further $500 payment.
Note that for Golden State Stimulus II you need to have been a California resident for more than half of the 2020 tax year and must still be a California resident on the date the payment is issued. You also need to file your 2020 taxes by October 15, and obviously you can’t be claimed as a dependent by another taxpayer.
Do Ssi Recipients Qualify For California Stimulus Check #1
Yes, there is a $600 payment for those who already receive state benefits through programs like CalWORKs.
Additionally, recipients of SSI/SSP and Cash Assistance Program for Immigrants are also eligible.
However, recipients of other disability benefits, including Social Security Disability Insurance, were not eligible.
Payments for those enrolled in CalWORKs were expected by mid-April, 2021.
SSI/SSP recipients should have received paper checks in the mail between May 24 and June 21, 2021.
The check will be mailed to whatever address they had on file in March 2021.

More Than Half The Year
Just because someone lived with you for six months does not mean that the person lived with you for more than half the year. A year has 365 days, and more than half the year is 183 days.
To determine how many days your home was your qualifying personââ¬â¢s main home, follow these guidelines:
- If you were not married and not an RDP at any time during the year, count all of the days that your qualifying person lived with you in your home.
- If you were at any time during the year and received a final decree of divorce, legal separation, or your registered domestic partnership was legally terminated by the last day of the year, add together:
- Half the number of days that you, your spouse/RDP, and your qualifying person lived together in your home.
- All of the days that you and your qualifying person lived together in your home without your spouse/RDP .

Second California Golden State Stimulus Payments Already Going Out
The Golden State Stimulus II or GSS II, is what the state is calling a second round of payments that range anywhere from $500 to $1,000 and which will be going out by mail or direct deposit through the end of the year.
“Yeah, I got the first check which was great and then I thought the second one is coming cool, but it just never came, said San Luis Obispo resident Phil Epstein.
If you are like Epstein, waiting for the second round, you likely won’t need to wait much longer.
Residents who’ve already filed their 2020 tax return in California should start seeing payments hitting their bank accounts.
“Some may have already seen that in their bank accounts. So if you have not, chances are you will be receiving it pretty soon, said Jose Ramirez Melgoza, employee at Emmanuel’s Tax & Bookkeeping in Santa Maria.
According to Ramirez, similar to the first payments, those who don’t have a Social Security number but have individual taxpayer-identification numbers also known as ITINs still qualify.
One difference now is the adjusted gross income has gone up from $30,000 to $75,000, giving more Californians an opportunity this time around.
Additionally, some people who received the first Golden State Stimulus payment earlier this year can also qualify for the additional payment.
These are the requirements according to the state of California Franchise Tax Boards Website:
Individuals with an SSN
Individuals with an ITIN
Golden State Stimulus I
California will provide the Golden State Stimulus payment to families and individuals who qualify. This is a one-time $600 or $1,200 payment per tax return. You may receive this payment if you receive the California Earned Income Tax Credit or file with an Individual Taxpayer Identification Number .
The Golden State Stimulus aims to:
- Support low-income Californians
- Help those facing a hardship due to COVID-19
For most Californians who qualify, you dont need to do anything to receive the stimulus payment.
The GSS I payment is a different payment than the Golden State Stimulus II .
