Another Stimulus Check? What Americans Need From The Latest Relief Package – Steve Forbes | Forbes

The American Rescue Plan was signed into law on March 11, authorizing a third round of stimulus checks that pay a maximum of $1,400 for millions of Americans. Targeted income limits, however, exclude individuals earning over $80,000 and joint tax filers making more than $160,000.

Biden said at the signing of the bill: this historic legislation is about rebuilding the backbone of this country and giving people in this nation working people and middle-class folks, the people who built the country a fighting chance. Thats what the essence of it is.

House Democrats had moved the $1.9 trillion COVID-19 relief bill to Bidens desk with a 220-211 vote just one day earlier. But progressives in the party expressed concern over Senate amendments that excluded higher-earning taxpayers from getting a stimulus payment.

Biden agreed to narrow income level requirements as a concession to moderate Senate Democrats who wanted to cap payments for individual taxpayers at $80,000 and joint tax filers at $160,000.

The Senate bill narrowly passed with a 50-49 vote on March 6 after an overnight marathon of disputed amendments and negotiations. A 50-50 tie between both parties was avoided because Senator Dan Sullivan could not vote after returning to Alaska for a family funeral.

Weak Economic Recovery For Others

The pandemic has spotlighted growing disparities across the broader economy. While many households have flourished financially during COVID, many others have fallen far behind where they were in early 2020. Much of the disparity depends on whether wage earners could work remotely or needed to be on-site.

Financial insecurity is still widespread, with 38 percent of respondents in a TransUnion survey saying their current income falls short of their pre-pandemic income. The loss of a job and the loss of hours were the main reasons. Nine percent of American adults reported a shortage of food in their household over the previous week, according to U.S. Census survey data from early May. Approximately 15 percent of renters have fallen behind on their rent, including 19 percent of renters with children in their household. Millions are also struggling to pay their mortgage.

As of early May, over a quarter of American adults reported some difficulty keeping up with expenses in the prior week. A survey from the Federal Reserve Bank of New York determined that over 58 percent of those receiving a third stimulus check have or will use the money on consumption or paying down debt. That includes debt incurred during the pandemic. A Bloomberg/Morning Consult poll from last February listed food and housing costs as the second and third most popular uses of the then-upcoming stimulus.

People With Unpaid Debts

Three ways the new stimulus checks are different from the CARES Act payments

People who have unpaid private debts excluding outstanding child support payments or tax debts could be at risk for having their stimulus checks garnished.

That’s due to the fact that lawmakers used a process known as budget reconciliation to pass the coronavirus relief package which limited their ability to prevent garnishment of the payments. However, banking and consumer trade groups have called for follow-up legislation to change that.

How Likely Is A Fourth Stimulus Check

Don’t hold your breath, according to Wall Street analysts.

For one, the Biden administration has focused on infrastructure spending to spark economic growth, betting that an investment in roads, trains and other direct investments will help get people back to work and spur the ongoing recovery.

Secondly, economists have pointed fingers at relief efforts such as the three rounds of stimulus checks for contributing to inflation. Because Americans had cash in their pockets, they boosted spending on goods such as furniture, cars and electronics. Combine that with the supply-chain crunch, and the result was sharply higher inflation, according to economists.

Without new stimulus efforts on the horizon, it’s likely that inflation could moderate in 2022, according to Brad McMillan, the chief investment officer at Commonwealth Financial Network. “One cause of inflation has been an explosion of demand driven by federal stimulus,” he noted in a December report. “But that stimulus has now ended.”

He added, “Yes, we will continue to face inflation and supply problems, but they are moderating and will keep doing so.”

If you don’t have direct deposit set up with the IRS, it will likely take longer for a stimulus check to arrive, as it will be mailed to you either in the form of a paper check or a debit card. In addition, if you do have direct deposit set up but don’t receive your check this way by early January, keep a close eye on your mail, according to the IRS.

Paper and debit card checks will begin to be mailed to eligible recipients on Wednesday, according to Mnuchin and the IRS.

Stimulus Check 2 Whats The Hold Up

White House press secretary Jen Psaki said that the White House is working toward the passage of a bill that funds these checks, one way or another, this month. And that the Biden administration might send families a much bigger check in February. To make up for the check that won’t come this month.

If we get it done in January, we’ve talked to Treasury officials and others about doing double payments in February as an option,Psaki said.

Of course, a double payment in February for everyone depends on the huge if in Psaki’s statement above. Namely, legislation must actually get passed pretty soon. Supporters, of course, have their fingers crossed. Abandoning this transformational expansion of the child tax credit would be a terrible mistake and set back efforts to lift the next generation out of poverty, the LAT editorial continues.

Are College Students Eligible For A Stimulus Check

It depends.

Students age 17 or older whose parents or guardians claim as a dependent are not eligible for the second round of stimulus checks.

But, self-supporting and older college students could be eligible to receive a check. If a student pays at least half of their own living expenses last year, they would not be able to be claimed as a dependent the same goes for individuals ages 24 and up.

However, many self-supporting and older college students do not file a tax return if their income isn’t high enough. Without a 2019 tax return, the IRS is unable to process the student’s information, making them ineligible to receive a stimulus check.

Despite this, the push for the amended stimulus check bill could include relief for families living with dependent college students, adults living with disabilities or elderly family members, according to Speaker of the House Nancy Pelosi.

When will you get your stimulus check?

According to the COVID-Related Tax Relief Act, Jan. 15, 2021 is the last day for the IRS to send out stimulus checks to Americans who qualified.

If no changes are made to the bill in front of the Senate on Tuesday, stimulus checks could go out as soon as next week. The second round of payment will be easier since most Americans receiving checks will already have their information verified on the IRS’ payment site, U.S. Treasury Secretary Steven Mnuchin told CNBC last week.

Funding For Essential Workers Who Keep America Fed

Farm and meatpacking plant workers will be able to receive money through a new Farm and Food Workers Relief grant program, announced last fall.

The Americans who’ll qualify for the payments all who work in food-related industries, where sheltering in place or working from home during the pandemic has not been possible.

State agencies, nonprofits and tribal entities have until Feb. 8 to apply to the government for the funds, which those groups will receive in June. Workers will apply to those groups to receive their payments.

Will The Irs Tax My Third Stimulus Check

New progress made on third round of stimulus checks

The IRS does not consider stimulus checks to be taxable income. This means that you do not have to report the money on your federal income tax return, or pay income taxes on your stimulus check.

You should also note, that if you owe taxes, you could still qualify to get a stimulus payment because the IRS does not use it to offset federal or state tax debts like it normally does with tax refunds.

For private debts, however, the American Bankers Association has pointed out a loophole in the new stimulus plan where banks and other financial services providers will be legally required to comply with court ordered garnishments. The association says that without legislation to shield your third stimulus payment, creditors or collectors can take it to pay off existing debt.

As a reference, the 2020 COVID-Related Tax Relief Act did shield stimulus payments from private debt collection: The Advance payments are generally not subject to administrative offset for past due federal or state debts. In addition, the payments are protected from bank garnishment or levy by private creditors or debt collectors.

But while your stimulus money could be taken to pay for private debt, the new offsetting rules prevent the IRS from deducting overdue child support from eligible recipients. You should keep in mind, however, that the IRS intercepted or reduced payment from the first round of stimulus checks for past-due child support.
