More People Might Be Eligible For A Second Stimulus Check
The CARES Act limited eligibility based on several factors, including whether or not the taxpayer had a Social Security Number, their age, and their income.
There were some unpopular consequences of these rules, specifically as they relate to having a Social Security Number and the age limits. The HEROES Act corrects these issues and would extend benefits to an estimated 4.3 million adults and 3.5 million children.
Social Security Number: The CARES Act required recipients to have an SSN but it prohibited payments from being made to those with an Individual Taxpayer Identification Number . This blocked stimulus payments for married couples filing jointly if one member had an ITIN, even if the other individual had an SSN. The HEROES Act would correct this issue and make a stimulus payment to the individual with the SSN, but not the person with the ITIN. Any future stimulus payment may have the same provision.
Dependent Age Limitations: The CARES Act limited stimulus payments to dependents ages 16 and under. Those who were ages 17 and up were not eligible for a stimulus payment. This includes high schoolers, college-age students and adult dependents. The HEROES Act changed the language to “qualifying dependents, meaning anyone who can be claimed as a dependent on your tax return. Several other stimulus check proposals have similar language. This could open up payments to millions of additional recipients if the next stimulus payment bill includes similar language.

How Much Is The Third Stimulus Check
The third stimulus is more limited in scope, based on income, than the first stimulus program last spring and the second that rolled out in January.
Payments are phased out for higher income wage earners.
The full $1,400 goes to single people earning up to $75,000. But it phases out quickly after that and is completely phased out for those earning more than $80,000.
A full payment of $2,800 goes to a married couple filing a joint federal income tax return earning up to $150,000. The phaseout begins after that and ends at $160,000.
The IRS will use the 2019 tax return information or 2020 tax return information, based on what they have available, to calculate the payouts that go out soon.
IRS officials said the IRS will review and reconsider the income on the 2020 returns as they are processed to see if any extra money for the third round of stimulus is owed to the taxpayer, based on perhaps a lower income in 2020.
If the taxpayer is eligible for additional funds for the third stimulus, the IRS said it will automatically supply that money to the taxpayers.
If so, an additional payment might be sent later to taxpayers who might qualify for more money based on their 2020 tax returns.
On the plus side, an additional $1,400 is available per dependent. Unlike the previous two rounds, all dependents, including adult dependents and college students, are eligible for stimulus checks.

Families May Be Eligible For Larger Checks

The CARES Act provided a $500 payment for eligible children ages 16 and under. The HEROES Act calls for a $1,200 payment per qualified dependent, up to three dependents. This means families could be eligible for up to $6,000 in stimulus payments.
Some of the other proposals, such as the Emergency Money for the People Act would provide a $2,000 monthly check for everyone over the age of 16 making less than $130,000 per year, and an additional $500 per dependent for up to 3 dependents. Other stimulus proposals call for monthly checks with $2,000 for both the taxpayer and dependents. All of the current proposals are more generous for families than the stimulus check passed under the CARES Act.

Whats Different About This Third Stimulus Payment Compared To The Previous Two
Payments to those earning more than the defined threshold amounts are phased out at a more aggressive rate, resulting in a lower eligibility cutoff. As a result, many Americans who qualified for the first and second stimulus checks wont be eligible for this round.
However, payments for qualifying dependents in the third stimulus will match the payment amounts sent to qualifying taxpayers themselves. For many people, this will mean a larger supplemental payment than in previous stimulus distributions. And, unlike the first and second stimulus programs, the third stimulus doesnt exclude dependents over 18 years of age. This means that millions of college students, elderly and disabled dependents of eligible tax filers will qualify for the supplemental payments.
Don’t Believe Claims That A Processing Fee Will Speed Up The Check Retrieval Process
According to the Better Business Bureau, any message that claims you can get your money faster by entering your personal information for a small “processing fee” is a scam. “A real government agency will not ask you to pay an advanced processing fee,” according to the nonprofit’s site.

Highlights Of The Third Round Of Economic Impact Payments
In general, most eligible people will get $1,400 for themselves and $1,400 for each of their qualifying dependents claimed on their tax return. Eligible families will get a payment based on all of their qualifying dependents claimed on their return, including older relatives like college students, adults with disabilities, parents, and grandparents. Unlike the first two payments, the third stimulus payment is not restricted to children under 17.
Because these payments are automatic for most eligible people, contacting either financial institutions or the IRS on payment timing will not speed up their arrival.
The amount of an eligible individual’s EIP3 will be based on the taxpayer’s latest processed tax return from either 2020 or 2019. This includes anyone who registered online at IRS.gov using the agency’s Non-Filers tool last year or submitted a special simplified tax return to the IRS. If the IRS has received and processed a taxpayer’s 2020 return, the agency will instead calculate the amount of the individual’s EIP3 based on that return.
The IRS is working directly with the Social Security Administration, the Railroad Retirement Board, and the Veterans Administration to obtain updated 2021 information for recipients to ensure it is sending automatic payments to as many people as possible. What If I Qualify But Dont Receive My Third Stimulus Payment
If you file your taxes using an online tax-preparation service or software, its possible that your payment will be sent to a temporary bank account that has since been closed. Tax preparers customarily set up such so-called Refund Transfer accounts so they can deduct authorized fees before passing the balance along to the recipient and closing the account.
If your payment is sent to a closed account, the financial institution is required by law to bounce the funds back to the IRS. If this happens , your only recourse may be to claim a Recovery Rebate Credit when you file your 2020 taxes.
What If Im Not Required To File Taxes
If you havent filed your taxes for 2019 or 2020 and werent planning to, you can still receive a third stimulus payment if youre eligible.
- If you receive Social Security or Railroad Retirement benefits, youll receive your Economic Impact Payment automatically without providing further information. However, if you have eligible dependents and did not provide this information to the IRS in connection with the first or second stimulus, you will not receive the supplemental $1,400-per-child payment as part of the third stimulus.
- Note that eligibility for supplemental payments for dependents has changed. If you have dependents over the age of 18 who did not qualify for the first or second stimulus, they may still qualify for the third. To claim a supplemental payment for which you qualify under the third stimulus, you will likely need to claim a Recovery Rebate Credit the next time you file federal taxes.

What Does The Economic Impact Payment Card Look Like
The Economic Impact Payment Card is a prepaid debit card that the US Treasury used as an alternative to direct deposits and paper checks to distribute some stimulus payments in the previous two rounds under the CARES Act and the covid-19 relief bill in December. The Treasurys financial agent, MetaBank, will mail out the EIP Cards to eligible recipients. Each mailing will include instructions on how to activate and use the card, or you can visit the EIP card websiteto activate it and learn more about how to use it if you receive one.

The EIP Card works just like any other Visa debit card, youll need to activate it when you receive it. Then you can use it to make purchases where Visa debit cards are accepted, get cash from in-network ATMs and transfer funds to your personal bank account without a fee.
Debit cards will have the Visa name on the front and MetaBank N.A., which issues the cards, on the back. The IRS does not determine who receives a prepaid debit card.

What Could Be Confusing
The Recovery Rebate Credit isn’t completely new. It was offered on 2020 tax returns filed last year for the first two pandemic-related stimulus payments available in 2020.
But, “there was no Letter 6475 last year,” said Mark Steber, Jackson Hewitts Chief Tax Information Officer.
Steber said this new letter is designed to help tax filers better figure out how much they actually received for the third stimulus payment last year.
“It will be pretty important for anyone who is unsure or due more money,” Steber said.
Last tax season, millions of mistakes were made on 2020 returns regarding the first two stimulus payments, triggering extra problems and longer delays in receiving refund cash.
Data submitted by tax filers didn’t match what the IRS had on file for stimulus payments because some filers made mistakes or rushed too quickly to file their returns.
“They guess-timated, they estimated, they weren’t sure. They tried to double-dip. They weren’t positive of the amount,” Steber said.
Some people wrongly claimed the full Recovery Rebate Credit on 2020 returns even though they had received all of the money they were eligible to receive in two rounds of stimulus payments in 2020.
The IRS has warned tax filers this year to be absolutely certain that the amounts you received last year for the monthly advance child tax credit payments and the Economic Impact Payment match up with government records and are entered correctly on the 2021 federal income tax return.
People Are Accidentally Throwing Out Their Stimulus Payments Because They Look Like Junk Mail
Some Americans may be unwittingly throwing their long-awaited stimulus payments in the trash. That’s because, starting last week, the Treasury Department and the IRS started sending out economic impact payments in regular white envelopes that could be confused for junk mail.
