The massive relief stimulus package proposed for the Coronavirus finally saw the light of day as the Senate pushed through its version a week after the Lower House passed the stimulus package. Three changes were notable among the several changes made. The first was narrowing the eligibility required for the incentive checks, modifying the federal support to unemployment, and overturning the proposed boost in the minimum wage rate to $15 per hour.

But the Senate bill has closely followed the clauses in the $1.9T package proposed by President Biden this January and approved by the Lower House.

Pushing through the stimulus package was tougher in the Senate as the party had an equal split in the upper house and had to count on all members support if they were to succeed in pushing through the Bill. Secondly, the Democrats had to abide by the reconciliation rules, something they opted for, to push the bill through without any support from the Republicans.

Chuck Schumer, majority leader in the Senate, had on Thursday determined to remain in session to pass the bill this week. This was despite Republican efforts to stall the course of action. The bill will now return to the Lower House for voting before finally, it reaches President Biden for his signature.

The Macroeconomic Implications Of Bidens $19 Trillion Fiscal Package

The Biden Administration recently proposed an additional $1.9 trillion in federal spending to address the ongoing pandemic. We estimate that the package would boost economic activity, as measured by the level of real gross domestic product , by about 4 percent at the end of 2021 and 2 percent at the end of 2022, relative to a projection that assumes no additional fiscal support. We project that if the Biden package were enacted, GDP would reach the Congressional Budget Offices pre-pandemic GDP projection after the third quarter of 2021, exceeding it by 1 percent in the fourth quarter. In the middle of 2022, GDP would show a temporary and shallow decline and then grow at an annual rate of about 1.5 percent, coming close to the path projected just before the pandemic .

Without additional fiscal support, we project that real GDP would remain below the pre-pandemic level for the next several years. In the near term, without additional federal resources to contain the resurgence of the pandemic and distribute vaccines, the economy will face substantial headwinds. More broadly, millions of households will suffer as a result of waning fiscal support for the unemployed and households and businesses suffering financially. Indeed, Bidens fiscal package should be judged primarily based on the extent to which it invests in COVID-19 containment and vaccination and provides needed relief to help households and businesses weather the pandemic.

The legislation sets aside nearly $70 billion for a range of public health measures, including $20 billion for the purchase of vaccines, $8 billion for vaccine distribution and an additional $20 billion to help states continue their test-and-trace programs.

He added, “They barely functioned even before the pandemic and they leave parents with a full-time job navigating bureaucratic hurdles.” In his view, providing “speedy, efficient, direct cash support” is the best option for helping struggling families.

Many people never applied for unemployment benefits because they didn’t think they were eligible, while others may have given up due to long waits and other issues.

Even those who qualified for aid didn’t always receive it. Only 4 in 10 jobless workers actually received unemployment aid, according to a from economist Eliza Forsythe.

Money Would Go To Fight The Pandemic And To Help States Local Governments And Schools

The bill would provide funding for vaccine distribution as well as coronavirus testing, contact tracing and genomic sequencing. It would give money to the Federal Emergency Management Agency as well.

The thirdand largestrelief package was signed into law on March 27, 2020. By nominal dollar amount, it is the largest single relief package in U.S. history. This law, which is called the Coronavirus Aid, Relief, and Economic Security Act and nicknamed the CARES Act or Phase Three, appropriated $2.3 trillion for many different efforts:

Fourth Stimulus Check Update

Bidens American Rescue Plan Act, which created the third stimulus checks, did boost tax credits for most parents with children under 18, but only for the year 2021. Most parents and legal guardians will receive a tax credit of $3,600 for children under six, and $3,000 per child aged six through 17.

Half of that credit is coming in the form of monthly advance payments to parents beginning July 15 $300 per month for younger kids, and $250 for older ones. Thats similar to the monthly recurring checks that some legislators have called for.

The same law also retroactively exempted a large chunk of unemployment benefits paid out in 2020 from federal income tax. People who collected unemployment in 2020 and paid tax on it are getting thousands of dollars in tax-refund checks.

The American Rescue Plan Act also offers tax credits that cover all or most of the cost of a Silver health-insurance plan for six months under the Affordable Care Act, aka Obamacare. Youre eligible for this if you filed for unemployment benefits at any time in 2021, and if you dont currently get health insurance through Medicare, Medicaid or someone elses health plan.

Bidens American Families Plan, which is separate from the American Jobs Plan, will seek to extend those tax credits, including the advance payments, through the end of 2025.

The American Families Plan would also mandate up to 12 weeks of paid parental leave and subsidies for childcare.

President Biden praised the passage of the American Rescue Plan moments after it passed the House on Wednesday and vowed to sign it on Friday.

This legislation is about giving the backbone of this nation the essential workers, the working people who built this country, the people who keep this country going a fighting chance, Biden said in a statement.

On Friday, I look forward to signing the American Rescue Plan into law at the White House a peoples law at the peoples house,” Biden said.

The President thanked “all the members who voted for it, especially Speaker Pelosi, the finest and most capable speaker in the history of our nation.”

Biden’s signature will not appear on the stimulus checks slated to be sent to Americans as part of the relief package, White House press secretary Jen Psaki said Tuesday.

Physical stimulus checks sent to American households last year included a note on the bottom left with then-President Trump’s name. Individuals receiving electronic stimulus payments also received a letter signed by the President.

Psaki said during Tuesday’s White House press briefing that Biden didn’t think the inclusion of his signature on the payments “was a priority or a necessary step. His focus was on getting them out as quickly as possible.”

The relief package casts a wide net with a variety of measures aimed at addressing the needs of millions of Americans, including those who have lost their jobs, as well as small businesses, nursing homes, colleges, universities and K-12 schools.
