Will President Joe Biden Extend Child Tax Credit Payments

President Joe Biden plans to extend the Child Tax Credit expansion a part of the American Rescue Plan signed into law in March past its December expiration, senior administration officials said Wednesday.

“The goal of this is not just to be one year. I think that people have somewhat different legislative strategies but I think that every advocate has the same goal: that we want this to be ultimately permanent,” a senior administration official said during a press call. “There’s no disagreement on that the ultimate goal is for this to go on indefinitely.”

Biden’s initial plan is to extend the credit for four years as a means of making it permanent, officials said.

Biden Wants Child Tax Credits Increase Extended Indefinitely

One of the key inclusions in the new stimulus bill is a complete overhaul of the child tax credits provision which would see claimants able to receive up to $3,600 per year. As it stands the change would only last for the duration of one tax year but President Biden has reportedly stated that he is in favour of making the change permanent.

The increase is considerably higher than the $2,000 currently on offer and would be open to more of the lowest earning households the credit was made fully refundable. The payment method is also tweaked to make it more like the stimulus checks, with a monthly direct debit of up to $300 going out to eligible Americans.

The Child Tax Credit payments have been essential in helping families who were struggling financially due to the pandemic, but as with all of the recent tax credit and stimulus payments, there were limitations to who could qualify for the money. One of the main downsides to the Child Tax Credit is that it excluded parents with children older than 17 who were still living at home.

That kept millions of households with older teenagers out of the monthly tax credit payment equation. The good news is that a new tax credit payment — called the Credit for Other Dependents — addresses the issue with a one-time tax credit for children and dependents who qualify, including children over the age of 17 who still live at home.

According to the IRS, the maximum amount a parent can receive for the Credit for Other Dependents tax credit is $500 per dependent. These payments will be issued as part of your 2021 tax return, and can be claimed if the dependent:

  • Is between the ages of 17 to 18 and living with you, or
  • A person under age 24 and a college student
  • Has an individual taxpayer identification number
  • Is being supported by you, the taxpayer parent or guardian

As with the other tax credit and stimulus payments, there is an income cap to qualify. The Credit for Other Dependents payments will begin to phase out when a single taxpayer’s income is more than $200,000, or when a married couple filing jointly has more than $400,000 in annual income.

When Will I Get The $1400 Payment From The Irs

Most eligible Americans and their dependents have received their stimulus payments . Payments will occur in several batches to most eligible recipients and are expected to be complete by mid-April for normally processed payments. Catch-up or plus-up payments are also being made to those who filed their return later and had a change on circumstance that allowed them to qualify for these payments.

Exception processing will start after that. You can see the comments section below for Q& A on payment issues and updates, which I do expect to occur again with this round of payments given the changed income qualification criteria and expansion to a broader set of dependents.

Note: Like the first and second dependent stimulus checks, I expect there to be ongoing issues with paying this round of stimulus payments. You can see a discussion of issues in this video.

Stimulus Payments for Non-Filer Dependents

For non-filers who havent filed a recent tax return, the IRS worked with relevant agencies to get the latest payment and dependent data. There is also talk of a new non-filer tool the IRS would roll out to allow payment and dependent detail updates for this payment. This would also allow updates to flow through for other expandedChild Tax Credit and Earned Income Tax Credit stimulus payments in the ARP package. Or else the IRS will use payment and dependent details based on previous stimulus payments .

Its not fair that some receive stimulus checks while others dont get anything and have to wait this out with no income. College students and those who provide for their families from ages 18 and up who are considered independents on their tax returns deserve to receive a stimulus check. Many of them need it now that their income has been corrupted with no clear future. and especially if future checks will have the same requirements to be eligible. The governments decision is not fair and has to be adjusted to help all Americans in need.

Dependents And The First Two Stimulus Checks

The third check makes dependents of all ages, including young adults and older adults, eligible to add up to $1,400 each to your households total. But if youre brushing up on rules for the first two payments, youll find theyre not the same.

In terms of federal tax regulations, a dependent falls into two categories: a qualifying child or a qualifying relative. They dont need to be children, or directly related to you, but they do have to meet certain requirements set out by the IRS.

To be claimed as a dependent on your taxes, a qualifying child must be either younger than 19 years old, or a student younger than 24 years old at the end of the calendar year. If, however, your child is what the IRS calls permanently and totally disabled, you can claim them as a dependent no matter their age.

To claim a qualifying relative either a child or an adult as a dependent, they must meet other IRS criteria. This might include an elderly relative who relies on you for care.

Even if a dependent was claimed on your tax return, only people who meet a specific definition of child dependent were eligible to count toward the households money from the first round of stimulus checks due to the requirements of the CARES Act. The same was true for the second round under the : The child dependent must be age 16 or under as of your 2019 tax return to qualify for any payment.

I Pay Or Receive Child Support Money Do I Qualify

Typically, the custodial parent is the one who claims the child on their taxes, while the noncustodial parent pays child support. There are some cases where your stimulus check may have been garnished to help pay your child support. If you owe more than $150 in overdue child support , your state may reserve the right to garnish some or all of your first and third stimulus checks, based on how much you owe .

If you’re owed child support, you may receive money garnished from your child’s other parent, though it may take a while to get to you after it is processed by the state.

For parents who have joint custody, it’s possible that both could get an extra $500 per child dependent as part of their check. It may be the case again with the $600 per-child payment. We’re still inquiring about the $1,400 for the third payment. Find out everything you need to know about stimulus checks and child support here.

Stimulus check money can be elusive at times, and the rules can differ based on your age and personal circumstances.

Will I Get An Economic Impact Payment

If you meet the following four requirements, you likely qualify for the stimulus.

1. Income Limits: If you are filing as single with an adjusted gross income up to $75,000, married filing jointly with an AGI up to $150,000, or head of household with an AGI up to $112,500, you will receive the full payment. Above these income limits, the payment amount decreases 5 percent for every additional $100 of income up to $99,000 for a single adult, $136,500 for head of household, and $198,000 for a married couple.

If you have zero income you can still get the payment.

2. Age requirements: There is no age requirement for the stimulus check, however you cannot be someone elses dependent. Children must be under 17 to get the additional payment for them.

3. Taxpayer Identification Number :At least one tax filer must have a valid Social Security number . If you are married filing jointly, and one spouse has an SSN and one has an Individual Taxpayer Identification Number , the spouse with an SSN and any children with SSNs or an Adoption Taxpayer Identification Number can get the payment. If one spouse is an active member of the military, then both spouses are eligible for a stimulus check even if only one spouse has an SSN and the other spouse has an ITIN.

4. Citizenship or Residency: You must be a U.S. citizen, permanent resident, or qualifying resident alien.

What If Ive Had Changes Since Filing My 2019 Tax Return

The IRS used information on your 2019 tax return to determine your payment amount if you didnt file a 2020 tax return or if it wasnt processed in time.

If you had a child, you will be able to get the additional $500 for them when you file your 2020 tax return or use if you dont have a filing requirement.

If you moved and the first stimulus check was not delivered to you, you may need to request a payment trace so the IRS can determine if your payment was cashed . If your payment wasnt cashed, you can claim your first stimulus check as the Recovery Rebate Tax Credit on your 2020 tax return or by using if you dont have a filing requirement.

If you got divorced and no longer live at the address on your tax return or included direct deposit information for a joint account and you are no longer married, this may be a complex matter that should be discussed with a tax professional.

Unfortunately, if the first stimulus check was issued, the IRS treats the payment as being received by both spouses, even if both people didnt get the money. If the payment went only to your ex-spouse, the IRS views this as a personal legal matter that you should discuss with your divorce attorney. On March 11, 2021, President Biden signed the American Rescue Plan into law, which provided essential financial relief to individuals and families along with COVID-19 relief to states and localities. One component of the package is a third round of stimulus payments. Despite wide news coverage about these payments, many have questions about whos eligible and how to receive them. The third round also has different eligibility rules than the first and second rounds of payments, which were distributed earlier.

Below are ten things to know about the third round of paymentsincluding information on filing your 2021 taxes if you missed any or all of your payment:

1. The payments were $1,400 per qualifying adult and $1,400 per dependent. For the third round of stimulus payments, taxpayers could get payments for dependents of all ages, including children over the age of 17, college students, and adults with disabilities. The taxpayer received the payment on behalf of the dependent, although financially independent college students and young adults who are not claimed as a dependent may be eligible for their own payment. The payments were an advance against a new credit for tax year 2021. Filers can claim the payment, which is called a Recovery Rebate Credit, on their 2021 tax return if they didnt already receive the full amount. These payments will not affect eligibility for other tax credits.

How Stimulus Payments For Adult Dependents Are Determined

Adult dependents are eligible for a stimulus check worth exactly what the adult who claimed them receive, a provision exclusive to this round of stimulus payments. In other words, if your head of household or parents were each eligible for a $1,400 payment, each dependent would be eligible for a $1,400 payment as well.

Pay close attention to eligibility requirements, particularly because income cutoffs are much steeper this time around. To receive the full $1,400 check, head of households have to earn no more than $112,500 a year, while married couples must make no more than $150,000.

After that, stimulus checks phase out drastically. Married couples earning $160,000 or more and heads of households making $120,000 or above wont be eligible for a check at all.

Information would be based on your households Adjusted Gross Income on its most recent income information, likely your 2020 or 2019 tax return.

In the previous two stimulus rounds, households only earned extra money for dependents if they were under the age of 16, at an amount of $500 through the CARES Act and then $600 via the second supplemental $900 billion package.
