Jones, for one, supports sending rebates, or as they were known as last year, Golden State Stimulus payments.
If its 2,500, if its 1,500, any amount that we can convince the state, the governor, the Democrats in the Legislature to send back, I think is a benefit to every Californian and every California family, said Jones, whose 38th district encompasses much of inland San Diego County.
Although Newsoms initial proposal didnt actually include such payments, he indicated afterward that the checks likely will be added in the final revision.
We expect in the May revise language when I update the budget that we are likely to have an additional rebate to the taxpayers, he said.
Its still unclear how much taxpayers could receive if the Golden State Stimulus program is revived for 2022. In the second, expanded GSS program, eligible Californians got $600, plus an additional $500 if they had one or more qualifying dependent.
State Legislative Analyst Gabe Patek thinks lawmakers shouldnt wait so long to determine what to do with the budget surplus, however.
Our office thinks its a very good idea for the Legislature to develop a plan before that, Patek said.
Waiting another three months to decide how to spend the extra funds would give Newsom and the California Legislature just weeks to negotiate ahead of the June 15 budget deadline, he explained. The states fiscal year begins July 1.

Millions Of Californians To Get $600+ Stimulus Checks From The State Starting In September
After two months of limbo, roughly two-thirds of California taxpayers can expect to receive a COVID-19 stimulus check from the state, according to Gov. Gavin Newsom’s office.
The checks are part of an extension of the Golden State Stimulus program, which originally distributed $3.8 billion to low-income residents in the form of one-time payments of $600, according to the nonprofit newsroom CalMatters. This second set of stimulus checks will provide a one-time payment of $600 to middle-class residents earning up to $75,000, as well as a $500 check to qualifying residents with dependents.
The California Franchise Tax Board, a state tax collection agency, anticipates payments from the second installment of Golden State Stimulus checks will begin in September, according to the agency’s official website.
The FTB has released a tool for residents to estimate their payment.
“The stimulus payment is issued per tax return, not by household/residence,” the agency says. “Two individuals in the same residence could receive a stimulus payment .”

As millions of Americans still try to cope with the financial consequences of the pandemic, an online petition advocating for the government to provide struggling citizens with $2000 per month has gained publicity, already gathering a staggering number of almost 3,000,000 signatures. Indeed, it seems like the question of “Will there be a fourth stimulus check?“ is on everyone’s minds. Unfortunately, the federal government does not seem to be willing to provide it.
Luckily, many Americans can count on the help of their local authorities. Several states have decided to provide their citizens with their own versions of the stimulus checks. This calculator focuses on one of them: California’s Golden State Stimulus II. According to the office of Governor Gavin Newsom, Californians who qualify for the program and have filled in their tax return will start receiving their payments as soon as Friday, August 27.
On top of that, this is the second Golden State Stimulus that the local government has provided to its citizens. About 11 million citizens of California are estimated to receive payments under the Golden State Stimulus Plan.
This tool can be used to estimate how much aid one can expect, based on a number of factors taken into account by California’s Franchise Tax Board.

Georgia: $250 Rebate Payments
Thanks to a historic state budget surplus, Georgia residents who have filed both their 2020 and 2021 tax returns will be eligible to receive rebate payments based on their tax filing status:
- Single filers: Maximum $250
- Head of household: Maximum $375
If you owe income tax or other payments to the state such as delinquent child support payments, you may receive a smaller rebate. Partial-year residents may also receive a smaller rebate.
Residents who filed their taxes before Gov. Brian Kemp signed the legislation will receive their rebates via a separate payment.

California Stimulus Checks: Who Will Get Them
Assembly member Miguel Santiago introduced Assembly Bill 2589 that calls for a one-time California Child Tax Credit to low-income families. The proposal intends to use the states budget surplus to send $2,000 California stimulus checks to families earning $30,000 or less per year.
This one-time payment would go to families with children ages 17 and younger. Another $1,000 could also come from the states existing Young Child Tax Credit for qualifying children under the age of 6.
Speaking to lawmakers in the Assembly Committee on Revenue and Taxation, Santiago said this bill could prove a game changer for families that have fallen into poverty after Congress failed to extend the expanded child tax credit for one more year. The 2021 American Rescue Plan expanded the child tax credit from $2,000 to $3,600 per qualified dependent.
Weve now had 1.7 million children fall back into poverty for those families who are $30,000 and below, and the inability of the federal government to step up has had devastating impacts on those families earning $30,000 and below, Santiago told lawmakers.
Columbia University research found that the expanded child tax credit helped in reducing child poverty by more than 26%, especially among Black and Latino families. It is believed that most families spend the expanded child tax credit money on basic needs, such as food, clothing or rent.

When You’ll Receive Your Payment
The final date to qualify has already passed for filers other than those with pending ITINs. If you have already filed, you don’t have to do anything.
If you have not received a payment by now, you will most likely receive a paper check. In addition, if you did not receive a refund with your tax return or owed money at the time of filing, you will receive a paper check.
Payments will go out based on the last 3 digits of the ZIP code on your 2020 tax return. Some payments may need extra time to process for accuracy and completeness. If your tax return is processed during or after the date of your scheduled ZIP code payment, allow up to 60 days after your return has processed. Please allow up to three weeks to receive the paper checks once they are mailed out.

New Jersey: $500 Rebate Checks
In fall 2021, Gov. Phil Murphy and the New Jersey state legislature approved budget measures to send one-time rebate checks of up to $500 to nearly 1 million families.
Now, Murphy has proposed earmarking an additional $53 million to send $500 payments to those who file taxes using a taxpayer identification number instead of a Social Security number. These newly eligible people would include nonresident and resident aliens, their spouses and dependents.

- California is expected to send out another batch of stimulus checks in June
Thousands of Californians are set to receive relief payments worth up to $1,200 as part of the Golden State I and Golden State II stimulus programs, the states franchise tax board has said.
California is now sending out 22,400 Golden State Stimulus I checks and 50,400 Golden State II checks between $1,100 and $1,200, the FTB told The Sun. Residents who opted to receive the checks through direct deposit should expect to receive the payment within a few days. Californians who opted to receive the money through paper checks may need to wait up to three weeks.

To be eligible for the Golden State Stimulus II payments, a Californian must be earning less than $75,000 per year and have filed 2020 taxes before Oct. 15, 2021.
In both programs, the recipient must have been a resident of California for more than half of the 2020 tax year and be a resident on the date the payment is issued. A taxpayer who is claimed as a dependent by another taxpayer will not be eligible to receive the payment.

Unmarried And Not An Rdp

You were unmarried and not an RDP if one of the following applied on the last day of the year:
- You were never married and never entered into a registered domestic partnership.
- You received a final decree of divorce, dissolution of registered domestic partnership, or you filed a Notice of Termination of Domestic Partnership with the California Secretary of State and the six-month waiting period for the notice to become final passed. A petition for divorce or dissolution of registered domestic partnership is not the same as a final decree. Until the final decree is issued, a taxpayer who is married or an RDP remains married or an RDP.
- You received a final decree of legal separation from your spouse/RDP. A petition for legal separation, an informal separation agreement, or just living apart from your spouse/RDP is not the same as being legally separated under a final decree.
- You received a final decree of annulment of your marriage or registered domestic partnership and you did not marry or enter into a registered domestic partnership after the annulment.
- Your spouse/RDP died in a prior year and you did not remarry or enter into another registered domestic partnership.
You are considered to have chosen to treat your nonresident alien spouse/RDP as a resident alien if all the following conditions are met:

How Can California Afford These Stimulus Checks
Its simple why California can afford to give out more stimulus checks, compared to other states: It has seen a jump in state revenue thanks to its progressive tax rate.
According to Cal Matters, a nonprofit publisher dedicated to explaining how Californias state capitol works, Californias progressive income tax has contributed an additional $10.3 billion in revenue than projected in January.
During the pandemic, the states wealthiest individuals were not as harshly affected by the pandemic as others. Plus, many of those individuals are in the technology sector, which saw high profits during the pandemic total capital gains in California reached nearly $174 billion in 2020.
Whats Next For Gas Stimulus Checks
Even with all these measures making their way through various legislatures, Americans remain crunched between what they need and what they can afford.
And while rebates and gas stimulus checks can help buffer the blow of rising prices, there are those who remain leery of sending out additional payments, especially with past pandemic relief programs believed to have contributed to our current rate of inflation.
Dr. Jaime Peters, assistant dean and assistant professor of finance at Maryville University explains that for some lawmakers, inflation-related stimulus payments will simply feed the beast, putting even more money into the market where the supply of goods cant meet demand.
This creates a conundrum for families who are coming up short on the supply of funds to get the goods they need each day.
