How The Third Stimulus Check Became Law

Biden agreed to narrow income level requirements as a concession to moderate Senate Democrats who wanted to cap payments for individual taxpayers at $80,000 and joint tax filers at $160,000.

The Senate bill narrowly passed with a 50-49 vote on March 6 after an overnight marathon of disputed amendments and negotiations. A 50-50 tie between both parties was avoided because Senator Dan Sullivan could not vote after returning to Alaska for a family funeral.

What’s Going On With Direct Express

Many people who receive federal benefits get monthly payments on existing prepaid debit cards through Direct Express.

But the Direct Express site only noted on March 23: “According to the IRS, updates on the timing of Economic Impact Payments for federal beneficiaries are expected soon. This includes information for Direct Express cardholders who didnt file a tax return in 2019 or 2020. Updates will be posted on IRS.gov as soon as possible.”

The Direct Express program provides 4.5 million Americans the majority of whom do not have a bank account with a prepaid debit card to receive their monthly Social Security or veterans benefit payments. The expectation is that the IRS would put those stimulus payments automatically on existing Direct Express cards.

The IRS is rolling out the stimulus payments in batches including by direct deposit, as well as mailing paper checks and plastic prepaid debit cards.

Many people who received their money already had filed tax returns, as they made enough money to be required to file a return.

The second batch of payments includes about 17 million direct deposit payments, which were officially available Wednesday, that totaled more than $38 billion.

Those bringing home better than average paychecks won’t get money this time around, though.

For example, a married couple filing a joint return won’t receive the third payment if their adjusted gross income exceeds $160,000.

According to the IRS FAQ, a Need More Information message in the Get My Payment tool means your payment was returned because the US Postal Service wasn’t able to deliver it.

The FAQ says you’ll be able to have your payment reissued as a direct deposit by providing a bank routing and account number, a prepaid debit card or a financial service account that has a routing and account number associated with it. The FAQ says you can also update your mailing address to receive your payment.

WASHINGTON The Social Security Administration transmitted payment information for nearly 30 million to the IRS to get stimulus checks out the door after several Congressional leaders said they were alarmed at the lack of payments.

Beneficiaries of Social Security, SSI , Veterans Affairs and Railroad Retirement Board havent received their third checks and still have no estimated timeline on when they will get payments.

Already about 90 million people have received their third wave of stimulus checks, according to a joint letter to the heads of the Internal Revenue Service and Social Security Administration.

However, we were alarmed to learn recently that most Social Security, SSI, RRB, and VA beneficiaries who are not required to file a tax return have not yet received their payments and that the IRS is unable to provide an expected timeline for these payments, said Reps. Richard Neal , John Larson , Bill Pascrell and Danny Davis in the letter sent earlier this week.

On Wednesday, the group sent a follow-up letter to Social Security Administration Commissioner Andrew Saul after learning the agency hasnt sent the necessary payment files to the IRS, delaying the payments of nearly 30 million people.
