The IRS and the Department of Treasury provided an online Non-Filer Sign-up Tool as a convenient way for people who do not ordinarily file a tax return with the IRS to claim advance CTC payments and missing stimulus payments, or EIPs. The November 15, 2021 deadline to use the tool has passed.

Filing a 2021 Federal tax return in 2022 will allow families eligible to claim the 2021 CTC to receive their remaining benefit. Most families who received advance CTC payments only received half of the value of their credit.

If you didnt file a tax return for 2020 and you did not use the sign-up tool before the deadline passed, you can still claim your full CTC and any amount of the EIPs provided in the American Rescue Plan that you are eligible for but have not yet received, by filing a 2021 Federal tax return in 2022.

There has been pressure applied on Congress by the Senior Citizens League as they look to bring in a one-off $1,400 Social Security stimulus payment for seniors, given that there is uncertainty in the United States as the country deals with a sharp rise in COVID-19 infections as a result of the Omicron variant, and this would act as a fourth stimulus check.

The 2022 cost-of-living adjustment is set to increase by the highest amount in four decades, pushing many seniors into a higher tax bracket, so this stimulus check will theoretically help offset extra costs.

Over the last 21 years, “COLAs have raised Social Security benefits by 55 percent,” affecting seniors due to general costs outpacing the increase with the COLA, as shown by the fact that costs for housing and healthcare increased 118% and 145%, respectively.

“We’ve heard from thousands of them who have exhausted their retirement savings,” said TSCL Chairman, Rick Delaney. “Many have written to us that ‘our government has forgotten about us’. A $1,400.00 stimulus check, for Social Security recipients could be a way to get extra non-taxable income to them.”

How Should A Representative Payee Use A Beneficiarys Economic Impact Payment

The EIP belongs to the Social Security or SSI beneficiary. It is not a Social Security or SSI benefit. A representative payee should discuss the EIP with the beneficiary. Past Proposed Stimulus Measures

  • CASH Act: The House of Representatives passed the CASH Act however efforts for a $2,000 second stimulus check are effectively dead. The Senate passed on the House-passed CASH Act which would have increased the second-round stimulus checks approved by the COVID-Related Tax Relief Act from $600 to $2,000. A new Congress will be sworn in on on Sun. Jan. 3 and could revive the legislation.
  • HEROES Act: On May 12 House Democrats unveiled a 3 trillion stimulus package and it passed the House on May 15. Negotiations with the House and Senate are next. Even if the HEROES Act is not passed, both parties will sit down to work out another bill that can garner cross-party support. Details of the stimulus package include:
  • $1 trillion would go to state, local and tribal governments.
  • $1,200 stimulus payments also would go out to most Americans under the plan, with a maximum of $6,000 per household.

  • Monthly Economic Crisis Support Act: Senators Kamala Harris , Bernie Sanders and Ed Markey introduced a bill where eligible individuals would receive $2,000 per month , plus an additional $2,000 per month for each qualified dependent, up to a maximum of three dependents.     On Friday 19 November, the House of Representatives passed the Build Back Better Act. While it does not include a stimulus check for those on Social Security it does include some benefits for seniors. These include the expansion of Medicare to include hearing services, and provisions that will grant the government power to negotiate a limited about of drug prices with pharmaceutical companies each year.

    However, the bill will not be passed in the Senate this year. Key moderate Democrat Sen. Joe Manchin has announced that he is not willing to support the Build Back Better bill, meaning it is dead in the water at the moment. Progress is expected next year, but the White House’s flagship spending bill will not be passed in 2021.

    The bill would have extended the Child tax Credit, but had no provisions for another stimulus check. So far, leaders on Capitol Hill have been silent on their support or opposition to a targeted stimulus check for seniors.

    How is the inflation rate already biting seniors?

    The Center on Medicare and Medicaid announced a 14.5 percent increase in the price of the Medicare Part B premium which is subtracted from a Social Security beneficiary’s check each month. From 2020 to 2021, the price only increased two percent, showing the impact that inflation is having on the healthcare market.

    What To Do If Your Ssdi Payment Is Late

    If you are worried that your payment was stolen, you should contact the SSA immediately. Otherwise, they request that you wait at least three business days after the date you should have received your check to contact your local office or call them at 1-800-772-1213 on Monday through Friday from 7:00 am to 7:00 pm.

    You should receive your first payment within 90 days of being approved for benefits. If you do not get it within this time period, contact your Social Security disability lawyer if you have one or the SSA.

    Yes. The IRS isnt extending the deadline for first quarter estimated tax payments for self-employed individuals. Those payments are still due April 15. Taxes must be paid as taxpayers earn or receive income during the year, either through withholding or estimated tax payments.

    Estimated tax payments are made quarterly to the IRS by people whose income isn’t subject to income tax withholding, including self-employment income, interest, dividends, alimony, or rental income. Most taxpayers automatically have their taxes withheld from their paychecks and submitted to the IRS by their employer.

    A More Targeted Stimulus Check

    On 4 October, the Senior Citizens League, a non-profit organization, wrote a letter to Congress urging members to send a $1,400 stimulus check to those receiving Social Security benefits. The contents of the letter are extremely concerning, with the writers explaining in detail the lengths seniors have had to go to to make ends meet.

    It begins by highlighting that the organization has heard from thousands of seniors who have exhausted their retirement savings and started eating just one meal a day or cutting their pills in half because they cant afford their prescription drugs.

    Next years Cost-of-living-adjustment or COLA is expected to be announced this week.

    Based on the levels of inflation seen in July and August, the SCL forecasts the COLA could reach six percent after increasing 1.3% last year. While some may argue that the financial problems experienced by seniors will be solved with the introduction of the 2022 COLA, the SCL disagrees.

    The SCL has projected that the COLA may be historic in size but doubts that it will be enough to inflation. Additionally, with a significant COLA, some beneficiaries may be moved to a higher tax bracket, meaning that they could see an increase in their Medicare Part B premiums that would completely offset any gains from the COLA.

    Highest Cola Increase In Last Four Decades

    The reports suggest that the COLA increase has accounted for a 55% increase in the Social Security benefits in the last two decades. The prices of everyday goods have increased significantly. The housing and healthcare facilities costs have increased by 118% and 145%, respectively.

    If no additional issues arise, the IRS expects to begin processing these VA payment files at the end of this week, the agency said. Because the majority of these payments will be disbursed electronically, they would be received on the official payment date of April 14.

    What If I Already Filed My Taxes

    For those taxpayers who already have filed and figured their tax based on the full amount of unemployment insurance, the IRS will determine the correct taxable amount of unemployment compensation and tax, according to the agency. Any resulting overpayment of tax will be either refunded or applied to other outstanding taxes owed, the IRS added.

    For those who have already filed, the IRS will do these recalculations in two phases, starting with those taxpayers eligible for the up to $10,200 exclusion. The IRS will then adjust returns for those married filing jointly taxpayers who are eligible for the up to $20,400 exclusion and others with more complex returns.

    Who’s Pushing For A Fourth Stimulus Check

    According to the Congressional Research Service, nearly five million Americans aged 65 and older lived in poverty in 2019.

    With millions on a fixed income, or living at or below the poverty level, the Senior Citizens League is pushing to get another stimulus check into the hands of seniors.

    The group launched a petition and started lobbying Congress for another stimulus check.

    It sent a letter to members in the House and Senate urging them to consider a targeted stimulus.

    It argues the money is necessary for seniors to survive and keep food on the table.

    The petition has close to 75,000 signatures.

    Who Does Not Qualify For A Third Stimulus

    There are also income caps that serve as disqualifications. These caps are applicable for those who meet any of the following criteria:

    • $80,000 for single earners
    • $120,000 head of household earners
    • $160,000 for married earners

    Details Of The Third Stimulus Check

    Previous stimulus efforts included income caps, but in prior rounds you could still get a partial payment if you had dependents, even if you exceeded the cap. In the new round, if you exceed the income caps, you dont get a check, period.

    The third round of stimulus includes consideration for people who fall into a range of categories that may qualify them for the third check:

    • SSDI recipients
    • Those who are not U.S. citizens
    • American citizens who do not live in the USA
    • Families with mixed-status citizenship

President Trump subsequently extended that relief to December 31 through executive action.     Is The Child Tax Credit Expanded

    Yes, the American Rescue Plan includes a temporary increase for the child tax credit for 2021.

    The credit is worth $2,000 per child under 17 that can be claimed as a dependent.

    It temporarily boosts the credit to $3,000 per child, or $3,600 per child under 6. It allows 17-year-old children to qualify for the first time.

    The credit will begin to phase out for those earning more than $75,000 a year, or $150,000 for those married filing jointly. The IRS will look to prior-year tax returns to determine who qualifies for the higher credit. If a return for 2020 hasnt been filed yet, the agency will look to 2019 returns.

    Families who aren’t eligible for the higher child credit may still be able to claim $2,000 credit per child.

    This credit is for tax year 2021, says Greene-Lewis. The IRS hasnt issued full guidance yet, but theyre expected to start issuing advanced payments sometime in July so that people dont have to wait until they file their 2021 returns.
