Treasury And Irs Begin Delivering Second Round Of Economic Impact Payments To Millions Of Americans

WASHINGTON Today, the Internal Revenue Service and the Treasury Department will begin delivering a second round of Economic Impact Payments as part of the Coronavirus Response and Relief Supplemental Appropriations Act of 2021 to millions of Americans who received the first round of payments earlier this year.

The initial direct deposit payments may begin arriving as early as tonight for some and will continue into next week. Paper checks will begin to be mailed tomorrow, Wednesday, December 30.

The IRS emphasizes that there is no action required by eligible individuals to receive this second payment. Some Americans may see the direct deposit payments as pending or as provisional payments in their accounts before the official payment date of January 4, 2021. The IRS reminds taxpayers that the payments are automatic, and they should not contact their financial institutions or the IRS with payment timing questions.

As with the first round of payments under the CARES Act, most recipients will receive these payments by direct deposit. For Social Security and other beneficiaries who received the first round of payments via Direct Express, they will receive this second payment the same way.

When Is The Irs Sending Out Refunds

A number of factors will determine when a tax refund will be received by a taxpayer, those being:

  • How early the taxes are filed
  • If the taxpayer is claiming credits
  • Whether the return is mailed or e-filed
  • Whether the taxpayer has existing federal debts
  • The COVID stimulus checks sent out in 2020 and 2021 will not have any affect on income tax refunds, although some taxpayers may be determined to have been owed one, which could lead to higher refunds

If an income tax return has Earned Income Tax Credit or Child Tax Credit, the processing will be delayed by two to three weeks

Tax returns that are filed electronically by January 24 will be sent by January 31. Those to arrive by January 31 will then be sent on February 11. The following list shows the filed-by date on the left, followed by the date by which the tax refund will be sent.

How Can I Track My Payment

Americans can now check the status of their third stimulus check using the Internal Revenue Services online tracking tool Get My Payment.

The tool allows Americans to follow the scheduled payment date for either a direct deposit or mailed payment. Its an online app that works on desktops, phones, or tablets and doesnt need to be downloaded from an app store. To use the tool, you need to provide basic information:

  • Social Security number or Individual Tax ID Number

  • Date of birth

  • Mailing address

The tracking tool will no longer show the status of the first or second round of stimulus checks the $1,200 payment under the CARES Act and the $600 payments under the December $900 billion stimulus deal. To find the status of those previous rounds, you must create an account.

If your payment is delivered by direct deposit, the tool will show when the direct deposit is expected to be made or when it was delivered along with the bank account it went into.

If you receive the message Payment Status Not Available, the IRS may not have processed your payment yet or you may not be eligible for a payment.

Stimulus Checks: Second Wave Of Payments May Take Months To Arrive

Some Americans who still haven’t received their coronavirus stimulus checks could be waiting up to 20 weeks, according to a new timeline from the House Ways and Means Committee. While an estimated 80 million people have already received their payments via direct deposit, it has long been said that the mailing of paper checks could take much longer and could extend as far out as September.

The first such wave of physical payments were expected to be sent on April 20, with additional checks scheduled to be sent out at an estimated pace of 5 million per week, which could take up to 20 weeks. These rounds of checks are going to those who have not provided direct deposit information but for whom IRS has a mailing address and are being issued based on adjusted gross income , beginning with the lowest incomes.

A tentative schedule previously released showed the first checks being sent to people with up to $10,000 in AGI. The second to last round of checks, according to the schedule, would be sent the week ending Sept. 4 for those with an AGI between $190,000 and $198,000. The final round of checks would be mailed the week ending Sept. 11 for all other checks for those people who do not have tax information on file with the IRS.

“I’m not gonna go into the specific details today on that, but what I would say is we do support another round of economic impact payments,” Mnuchin said. “In most cases those are not checks, it’s direct deposits and we can get that into hard-working Americans’ bank accounts very, very quickly.”

He added, “The level and the criteria we’ll be discussing with the Senate…As soon as the Senate gets back, we’re gonna sit down on a bipartisan basis with the Republicans and the Democrats and it will be our priority to make sure between the 20th and the end of the month that we pass the next legislation.”

Mnuchin said that he had a “very productive call” with McConnell and White House chief of staff Mark Meadows on Wednesday about negotiations, which he said will resume with Democrats later this month.

House Speaker Nancy Pelosi, D-Calif., on Thursday questioned the income threshold proposal of $40,000 and said that McConnell had not spoken to her about it.

“I don’t know where the $40,000 came from. I think there are many families depending on size of family and so many different things, that the $40,000 would have to be explained, justified and the rest,” she said. “But I think families making over $40,000 probably need assistance. Again, just depending on their family situation.”

President Donald Trump also has signaled that hes open to another round of direct payments.

What Happened With The First Round Of Stimulus Checks

Congress put the IRS in charge of issuing payments to eligible Americans. The amounts varied depending on income and the number of children in the household. Those earning up to $75,000 or $150,000 for married couples got the full check partial payments were available to individuals earning up to $99,000 or couples earning up to $198,000. Parents received an additional $500 for each dependent child.

People who had already given the IRS direct-deposit bank information received the first payments fairly quickly instead of a paper check, they got a direct deposit. It was tougher for others, which is why some eligible people waited a long time for paper checks, or in some cases, debit cards.

The most basic issue congressional Republicans have with a second round of checks is their cost: For months, Senate Republicans have resisted any stimulus package with a price tag over $1 trillion. Thus, their two skinny stimulus proposals did not include provisions for a second round of checks. When Can Americans Expect To See The Checks

People will begin to see the money roll in pretty quickly, according to a press release from the Internal Revenue Service and Treasury Department.

The first direct deposits could arrive as early as Tuesday night, and they will continue into next week. Paper checks will start to be mailed on Wednesday, the Treasury Department said.

The official payment date is Jan. 4, though.

It took approximately two weeks for direct deposits to roll out to Americans during the first round of stimulus through the CARES Act in March, though the wait was much longer for those who didn’t file taxes last year or opted for another option to receive the relief.

Last Monday — before the president threw a wrench in the process by delaying his signature — Treasury Secretary Steve Mnuchin said that Americans who qualify should expect to see money in their accounts as early as this week and pledged a speedy process.

“The good news is this is a very, very fast way of getting money into the economy,” Mnuchin assured in a phone interview with CNBC on Dec. 21. “Let me emphasize: people are going to see this money at the beginning of next week.”

Also prior to Trump’s delay, a Democratic aide briefed on the plans told ABC News that the administration will work to make 130 million direct deposits by New Year’s Day and then work to send out 10 million paper checks to eligible taxpayers each week.
