Those without a Social Security number and nonresident aliens those who arent a U.S. citizen or U.S. national and dont have a green card or have not passed the substantial presence test are not eligible for the direct payment.
Adult children whose parents claim them as a dependent on their taxes are also ineligible.
Who Is Eligible For The Stimulus Where Do You Sign Up
All working Americans or those on Social Security will be considered, similar to how they were considered in the CARES Act. Admittedly, not everyone will get financial support, since the amount given depends heavily onyour yearly income.
The actual proposal states that if your status is a “nonresident alien” , you would not be eligible for the stimulus check. The bill summary explains that even if you did not file 2019 taxes, you may still be eligible:
“Treasury may issue advance payments for Social Security Old-Age, Survivors, and Disability Insurance beneficiaries, Supplemental Security Income recipients, Railroad Retirement Board beneficiaries, and Veterans Administration beneficiaries who did not file 2019 returns based on information provided by the Social Security Administration, the Railroad Retirement Board, and the Veterans Administration.“
The authorities will get all the information they need to send the money from your tax return. That means that you don’t need to fill out any documents or stand in a long queue. Once calculated, the sum will be transferred to you using the information provided in your tax return. If there is no information for a direct transfer, they will mail you a coronavirus stimulus check. As you might have expected, that option is bound to take longer.
Second Round Of Direct Payments: December 2020
The second round of aid, a $900 billion package which was part of the Coronavirus Response and Relief Supplemental Appropriations Act of 2021 was signed off by Trump on 27 December 2020. It provided a one-off check of up to $600, but this time, households were also able to claim an additional $600 for child dependents aged 16 or under. Those who earned under $75,000 in the 2019 tax year received the full stimulus check, while a steadily smaller figure was given to those on a higher annual income, up to a maximum phase-out limit of $87,000. The first payments, through direct deposit and paper checks with some later payments made by EIP 2 Cards, were issued between 29 December 2020 and 15 January 2021.
Those who didnt receive a stimulus payment either through the CARES Act or the December Covid-19 Relief bill were able to claim for it retroactively when they filed their federal tax returns for 2020 through the IRS Recovery Rebate Credit.

What Could The Second Stimulus Check Look Like
When asked about a second stimulus check when visiting a hospital in his home state of Kentucky on July 6, McConnell suggested targeting those making $40,000 a year or less.
“I think the people who have been hit the hardest are people who make about $40,000 a year or less. Many of them work in the hospitality industry. So that could well be a part of it,” McConnell said.
However, the Associated Press reported Tuesday that McConnell’s economic package may include a fresh round of direct $1,200 cash payments to Americans below a certain income level, likely $75,000.
The Democrats’ HEROES Act would have offered another $1,200 per person plus $1,200 per dependent, with a $6,000 cap per household.
There have also been a variety of other stimulus check ideas proposed by lawmakers since the pandemic begins. If a second check is approved, it could look like one of the above or be something completely different. We won’t know for sure until the legislation is proposed and voted on.
Unemployment Payments To Begin In Some States

As well as the stimulus checks, other aspects of the coronavirus relief bill are also proving to be crucial to individuals and businesses.
And after months of waiting and uncertainty while Congress struggled to finalize the most recent round of federal coronavirus aid, a handful of states including California and New York have said they will begin paying out a long-awaited extra $300 weekly unemployment benefit to eligible claimants this week.

When Can I Expect The Check
Payments started going out at the end of December and the IRS is still working on sending all payments out. Treasury Secretary Steven Mnuchin has predicted that most payments will be received by April 17. As with the first round of checks, paper checks may take longer as the government sends those in batches.

Your Financial Situation Changed From 2019 To 2020
Any changes to your financial situation in 2020 may affect your payment amount and receipt.
For most people, this will result from job or income loss due to the pandemic. If your income was higher than the phaseout thresholds in 2019, but your hours were cut or you only worked for part of 2020, you can claim the stimulus money you didnt receive using the Recovery Rebate Credit on your 2020 tax return.
If you had a baby in 2020, got married or divorced, you were previously claimed as a dependent, or you have a child who aged out of being claimed as a dependent, you may receive more after claiming the credit as well.
When youre ready to file 2020 federal taxes, an accountant or tax filing service may be helpful to clarify your exact eligibility. If you file on your own, your Form 1040 will include a Recovery Rebate Credit worksheet to help you determine the total amount youre eligible for.

Why Is The Calculator Phasing Out Earlier Than For The Cares Act
The new proposal uses the same phase-out principle as the CARES Act, which was a 5% reduction for every dollar of income greater than the limit. Since the new base amount of $600 is less than the previous amount of $1200, the money will phase out sooner since the rule stayed the same.

Whats The Timeline To Deliver A Stimulus Check After It Gets Approved
The good news is that if a bill does get passed and that bill has stimulus checks in it, the systems are already in place with the IRS that make the whole process run a lot quicker the second time round.
Back in August, Treasury Secretary Steven Mnuchin said it would take about a week to process the first payments. “I can get out 50 million payments really quickly. A lot of it into people’s direct accounts,” he promised. Of course, this doesnt mean you’ll definitely get yours a week after pen goes to paper in Congress, but there are some methods of payments that are slower than others the fastest being direct deposit, then paper checks, then the slowest is EIP, Economic Impact Payment, cards.
Important to note, even in the earliest case scenario, the first checks likely won’t start arriving until the second week of January.
The earliest possible scenario looks like this if the president signs the bill into law on 13 December, the first direct deposits would be issues the week of 28 December. The first paper checks would be sent out the week of 11 January, and finally EIP cards the week of 8 February.
The next possible date for the president to sign a bill following mid-December would be 3 February. The direct deposits would come the week of 8 February, paper checks on 16 February and then the EIP cards trailing on 15 March.

If you dont receive your second stimulus payment or if you never received the first stimulus, you will need to file a tax return to get the money.
On Friday, the IRS opened up Free File, free online tax preparation products, so taxpayers can claim a credit that will help them get their payment.
While the site is open, the IRS wont be accepting electronic returns until Feb. 12 so it can take extra time to program and test its system to handle the credits that apply to the second stimulus payments, it said.
IRS Free File is available to any taxpayer or family that earned $72,000 or less in 2020.
The IRS said leading tax software providers make their online products available for free as part of a 19-year partnership with the agency. There are nine products in English and two in Spanish, the IRS said.
More than 4 million people used the free products last year, the IRS said.
The IRS said each IRS Free File provider sets its own eligibility rules for products based on age, income and state residency, but those who earn less than $72,000 a year will find at least one product for which they qualify.

Youre Not Sure About Eligibility
Payments being sent out this month are largely based on the most recent tax returns the IRS has available, for 2019. The amount you receive as an initial payment will be based on that data, though you may be eligible for more.
Eligible individuals with an adjusted gross income under $75,000, heads of household under $112,500, and married couples filing jointly under $150,000 are eligible for the full $600 payment. After that, payments phase out with reduced payments up to $87,000 in income for individuals, $124,500 for heads of household, and $174,000 for married couples filing jointly. Children under 17 claimed on 2019 federal tax returns each qualify for an additional $600, while children 17 and older and adult dependents are not eligible.
Even if you dont typically file tax returns, you can still receive your stimulus payment. It wont be issued automatically, but you can get it in the form of the Recovery Rebate Credit when you file your 2020 taxes.
In fact, anyone who believes they didnt receive the full payment for which they are eligible can reconcile the lost amount as a Recovery Rebate Credit on 2020 federal tax returns using Form 1040, the basic form most people will use when they file taxes.
Will I Get A Stimulus Check If I Got The First One
If you received the first stimulus check, youll likely receive a second one. However, certain situations may change that.
If your AGI is higher than $87,000 if youre a single filer or $174,000 for married filing jointly, you wont get a second stimulus check. But because these limits for the first stimulus check were higher $99,000 and $198,000, respectively you may have gotten a first stimulus check.
For example, if your AGI was $90,000 in 2019, you would have received the first stimulus check, but you wont receive a second.
Another situation is if youre in the delayed payment situation mentioned above. If you are in a situation where you must claim the check on your 2020 taxes instead, you will not receive a second check. Instead, youll get the money by having your tax refund increased or the amount you owe on taxes reduced by $600 or $1,200 depending on your filing status and how much you were supposed to receive from the second stimulus.

More Contagious Strain In New York
The new, more contagious strain of coronavirus has been found in New York state, Gov. Andrew Cuomo announced Monday, making it the fourth known state with a case of the variant.
An individual in Saratoga County in upstate New York has been confirmed to have the strain, sometimes known as the UK variant because it was first discovered in the United Kingdom.
Cuomo tweeted Monday that the person has no known travel history, indicating the new variant is spreading to some degree in the community.
