    The Plan Has Democratic Support But Republicans Have Other Ideas

    Many state Democrats have also spoken out in favor of stimulus checks. Rep. Emily Kinkead, who was with Wolf in West View, echoed his plea that legislators use the money to help Pennsylvania residents.

    “Our state residents are experiencing historic price increases because of massive inflation and unchecked corporate greed,” she said. “A $2,000 check has the power to transform the lives of so many Pennsylvanians and we need to spend the American Rescue Plan dollars soon or return it to the federal government. Why wouldnt we spend that money as intended helping the people who need it most?”

    While Wolf’s plan may seem worthwhile, many state Republicans disagree. Several members of the General Assembly have said they feel there are better ways to spend the ARPA funds than giving it to residents. State Senator Devlin Robinson, who is on the Senate Appropriations Committee, has been a vocal objector to the idea of direct stimulus checks.

    “If people are waiting for $2,000 to come into their bank account, I wouldn’t have a plan to spend that money just yet,” he said. “‘s right that if we don’t use the money, we lose it. But there’s better ways to spend the money.”

    Some alternatives put forward by Republicans so far have included city works projects, such as bridge work on Pittsburgh’s interstate. It’s also been suggested the funds could be used toward future budget deficits.

    Rep. Kinkead called out her Republican colleagues this week and urged them to act quickly.

    Wolf Again Pushed For Stimulus Checks From Pennsylvania

    In February, Gov. Wolf made a $1.7 billion proposal to send a direct payment of $2,000 to Pennsylvanians. The proposal sets aside $500 million for direct payments to Pennsylvanians.

    Under the plan, residents with an income of $80,000 or less would get $2,000 stimulus checks from Pennsylvania. The check amount would vary depending on the household income.

    The program aims to help families still recovering economically from the COVID-19 pandemic or support them with covering pandemic-related costs and managing the current, every day increasing cost of living, Gov. Wolf said in a press release at the time.

    Since introducing the proposal in February, Gov. Wolf on several occasions has called on lawmakers to approve his proposal. Wolfs latest push came on Wednesday, when he called on the General Assembly to send $2,000 checks to Pennsylvanians to help them offset the rising costs of gas, groceries and other items.

    This plan is good for families, it’s good for children. It’s also good for workers and businesses, for our economy, Gov. Wolf said. Now is the time to act, and the bill has already been introduced in the General Assembly.

    Like we talked about before, the presidents American Rescue Plan is full of big changes. It includes some of the proposals Biden campaigned on. Heres a quick rundown:

    • Increase the Child Tax Credit from $2,000 for dependents under the age of 17 to $3,000 for children ages 617 and $3,600 for children under age 6.
    • Increase the Child and Dependent Care Tax Credit from a max of 35% of qualifying childcare expenses to a max of 50% of qualifying expenses .
    • Keep weekly unemployment benefit payments under the Federal Pandemic Unemployment Compensation program at $300 and extend benefits under the Pandemic Emergency Unemployment Compensation program through September.
    • Extend the payment relief for federally guaranteed mortgages as well as the suspension on evictions and foreclosures until September.
    • Provide financial support for renters and landlords.14, 15

    And theres more: Bidens plan also includes grants and loans for small businesses, aid to state and local governments, money for COVID-19 vaccine distribution and testing, money to reopen schools, support for colleges and childcare providers, and more paid sick time for folks who have COVID-19, are quarantining because of it, or are caring for family members who are sick.16

    Pennsylvania currently has more than $2 billion in uncommitted ARPA funds. State’s have until the end of 2024 to put those dollars to good use — or they have to return them to the federal government. Wolf is staunchly opposed to the lost opportunity, an opinion he reiterated again this week in an address in West View, Pennsylvania.

    “I’m talking about $2 billion that’s sitting in a checking account out in Harrisburg that if we don’t use it by the end of 2024, we have to send it back to Washington,” he argued, adding, “Do you want to do that? I don’t.”

    The stimulus payments would use $500 million in ARPA funds as a part of Governor Wolf’s PA Opportunity Program. This is part of Wolf’s larger $1.7 billion plan to use remaining ARPA funds. In addition to stimulus payments, the plan includes $225 million for Small Business Support, $325 million for healthcare investment, and $204 million in property tax relief.

If the check wasnt cashed, the IRS will reverse the payment, and youll be able to claim it on your taxes. You can do this through the Recovery Rebate Credit.
