The latest news about these relief checks from Maine is that, on Friday, April 22, the Mills administration set up a website, Maine.gov/reliefchecks. There, people can go to get answers about the payments. Among the key details to know about them is that Maines effort, which Mills proposed and which got near-unanimous approval from the state legislature, is coming out of a state surplus.
The stimulus checks are expected to return half of Maines budget surplus to, as the governors office has said, an estimated 858,000 Maine people grappling with the increased costs as a result of pandemic-driven inflation.
The new website above includes a number of FAQs and answers, such as the fact that those eligible for the relief checks must have a federal adjusted gross income of less than $100,000 if filing single or if married and filing separately $150,000 if filing as head of household or $200,000 for couples filing jointly.

This is the third set of coronavirus relief checks issued by the federal government since the start of the pandemic. And while each check has had different rules, the new check is especially different this time. For instance, the new payment is more than twice as much as the second check per person and also brings eligible families more money in other ways. However, it also adds the strictest income limits yet, resulting in fewer people qualifying for a check .
Below, we compare the first $1,200, second $600 payments and the third check of $1,400, which includes a massive change to the definition of dependents. This story has been updated with new information.
New Jersey: $500 Rebate Checks
In fall 2021, Gov. Phil Murphy and the New Jersey state legislature approved budget measures to send one-time rebate checks of up to $500 to nearly 1 million families.
Now, Murphy has proposed earmarking an additional $53 million to send $500 payments to those who file taxes using a taxpayer identification number instead of a Social Security number. These newly eligible people would include nonresident and resident aliens, their spouses and dependents.

How Will Child Support Arrears And Payments Be Impacted With Stimulus Check
I seem to be getting a lot of comments on this question around child support. The IRS has confirmed that the stimulus check payment will NOT be offset or intercepted for those owe tax, have a payment agreement or owe other federal or state debts. It will however be OFFSET for past-due child support. This is because a court order for child support continues until it is modified or terminated. Similarly with unemployment compensation stimulus increases, your child support may be withheld from the UI payments. You will get a notice from BFS if this happens.
Colorado: $400 Rebate Payments

Colorado intends to send payments of at least $500 to taxpayers this year, after Gov. Jared Polis signed a bill in late May.
The exact amount depends on state revenue totals, but lawmakers expect every full-time resident who files a 2021 tax return before June 30 will receive a payment in September.

Is Congress Talking About A Fourth Stimulus Check
There are no signs that lawmakers in Washington, D.C. are in serious discussions about a fourth direct payment stimulus check. While there have been calls by the public and from some lawmakers for recurring payments, there has been practically nothing in terms of action.
Emails and phone calls to the White House, Sen. Bernie Sanders, I-Vt., who is chair of the Senate Budget Committee, and Rep. John Yarmuth, D-Ky., chair of the House Budget Committee, asking if such payments are under discussion were not returned.
One pandemic-related stimulus that is being considered for an extension is the monthly advance child tax credit. It raised the previous tax credit from $2,000 at tax time to $3,000-$3,600 with the option of monthly payments. A one-year extension is part of the Build Back Better bill that passed the House. But Sen. Joe Manchin, D-W.V., announced Sunday he would not vote for it. With no Republicans on board, passage of the bill is doomed unless an alternative is found.
A group of Democrats sent a letter to Biden in back in May , but the letter did not get into specifics and nothing else came of it.
A change.org petition started by Denver restaurant owner Stephanie Bonin in 2020 called on Congress to pass regular checks of $2,000 for adults and $1,000 for kids for the duration of the pandemic crisis.
As of late December, the petition has reached nearly 3 million signatures.

Georgia: $250 Rebate Payments
Thanks to a historic state budget surplus, Georgia residents who filed both their 2020 and 2021 tax returns will be eligible to receive rebate payments based on their tax filing status:
- Single filers: Maximum $250
- Head of household: Maximum $375
If you owe income tax or other payments to the state such as delinquent child support payments, you may receive a smaller rebate. Partial-year residents may also receive a smaller rebate.
Residents who filed their taxes before Gov. Brian Kemp signed the legislation will receive their rebates via a separate payment.

Minnesota: $750 Payments For Frontline Workers
Some frontline workers can receive a one-time payment of $750, thanks to a bill signed by Gov. Tim Walz in early May.
Eligible workers must have worked at least 120 hours in Minnesota between March 15, 2020 and June 30, 2021, and were not eligible for remote work. Workers with direct Covid-19 patient-care responsibilities must have annual income of less than $175,000 between Dec. 2019 and Jan. 2022 workers without direct patient care responsibilities must have an income of less than $85,000 annually for the same period. You can apply for the payment through July 22.
Walz has more recently proposed using the states $7 billion budget surplus to fund a generous relief package, proposing that Minnesotans receive tax rebate checks of $1,000 per person. Doing so would require action from the state legislature.

Maine is in the process of issuing payments, so your check may be on its way. Residents who havenât received their payment and are unable to track their check status may need to take the following steps:
File 2021 State Income Taxes
Stimulus payments will not be issued to anyone who has not filed their 2021 state income tax return. While Maineâs tax filing deadline has passed for 2021, residents can still file through October 31, 2022 to receive a direct payment.
Those who donât regularly file, including individuals who receive Social Security or SSI, must file a Form 1040ME and complete the appropriate sections of Schedule PTFC/STFC by Oct. 31 to receive their check.
Austin of the Maine Center for Economic Policy points out that lower-income families often miss out on stimulus payments, child tax credits and other tax benefits, since theyâre less likely to file tax returns. âThe state has taken some measures to overcome this, including funding for a free tax prep site,â she says. Free help with tax preparation can be accessed through cashmaine.org, 211maine.org or by calling 2-1-1.
The DAFS also advises that this could be an opportunity to claim other state tax benefits youâre eligible to receive. âA Mainer who is typically a non-filer, for the purposes of claiming in the $850, can follow the same process to claim the property tax and sales tax fairness credits, and doesnât require them to file a federal return.â

Do People Need A Fourth Stimulus Check

According to CNBC , there is a case for a fourth stimulus check that goes beyond the calls from lawmakers. The Economic Security Project, a progressive organization that advocates for guaranteed income no matter what the state of the economy, says there’s a need for more stimulus checks.
We need at least one more check, said Adam Ruben.
Ruben, the campaign director at the Economic Security Project, also said that stimulus checks should be “automatic,” and not stalled as they were last summer when second stimulus check negotiations caused a long gap between the $1,200 and $600 payments.
There are signs of recovery, though. The June jobs report showed a gain of 850,000, which was better than expected, according to The New York Times . That’s the strongest one-month gain since last summer.
Likewise, the Commerce Department said that gross domestic product had grown at an annualized rate of 6.5% for April through June of 2021, surpassing the figure it had reached before the pandemic, the Washington Post reported. However, that was less than the 8% GDP growth some economists had forecast.
Regardless, certain lawmakers are pushing for relief.
This unprecedented moment demands an unprecedented response. People dont only need relief, they need stability, certainty, and predictability and the ABC Act delivers them exactly that,” said Rep. Pramila Jayapal .
However, Senate Minority Leader Mitch McConnell, R-Kentucky, didn’t appear to agree.
