Why A Second Stimulus Check Isnt Coming In August
Congress has been deadlocked over the next stimulus bill for weeks, but it isnt the stimulus checks theyre fighting over.
The HEROES Act that passed the House of Representatives in May contained $1,200 for most adults and children in the U.S. That bill immediately fizzled in the Senate.
The Republican-proposed HEALS Act also contained $1,200 for most adults, though it limited payments for children and anyone claimed as a dependent to $500. Both versions would have used the same income limits as the first round.
So while there are a few details to sort out, both parties are more or less in agreement that there should be a second round of stimulus checks.
But lawmakers are at odds over a number of other issues, including the expanded unemployment benefits that expired in July, U.S. Postal Service funding and aid for struggling state and local governments.
President Trump issued four relief orders on Aug. 8 calling for a $300 weekly federal unemployment supplement and payroll tax suspension. The orders also extended federal student loan relief through Dec. 31 and gave vague instructions about eviction protections.
But Trumps orders didnt include a second stimulus check, Congress is about to go on recess and isnt scheduled to reconvene again until Sept. 8.
That means well be waiting until after Labor Day to see any movement on stimulus checks.

Despite optimism from some lawmakers, don’t bank on receiving a second stimulus check yet. Congress still needs to agree on a new round of coronavirus aid legislation, pass it, and send it to President Trump to sign into law.

The IRS said this third round of stimulus will be based on tax year 2019 or 2020 information, or information obtained by the Social Security Administration and Veterans Affairs Administration. If you are a non-filer who also does not receive a SSA or VA benefit, then use the Non-filer Sign-up tool, described below.
The IRS recently launched a new Non-filer Sign-up tool on its website. Although this non-filer portal is labeled as for non-filers claiming advance payments of the child tax credit, it is also available for others, including single individuals and people experiencing homelessness. It will allow individuals to provide their information to the IRS so that they can receive any of the three Economic Impact Payments , also known as stimulus payments, that they may be missing. If an individual did not get the full amounts of the EIPs, they may use this tool if they:
- Are not required to file a 2020 tax return, didnt file a 2020 tax return, and dont plan to, and
- Want to claim the 2020 Recovery Rebate Credit and get their third EIP.
The new Non-filer Sign-up tool is for people who did not file a tax return for 2019 or 2020, and who did not use the IRS Non-filers tool last year to register for Economic Impact Payments.

Some People Who Previously Received A Third Stimulus Check Are Getting A Supplemental Payment From The Irs Is There A Check Coming With Your Name On It
If you already received a third stimulus check, you might find an additional check from the IRS in your mailbox in the coming weeks especially if you filed your 2020 tax return close to the May 17 deadline. The IRS is calling these extra checks “plus-up” payments, and more than 9 million Americans have already receive the supplemental payment. Over 900,000 plus-up payments were sent in just the last six weeks, and more of them will be sent in the weeks and months ahead as the IRS continues to process 2020 tax returns. The IRS is sending plus-up payments to people who received a third-round stimulus check that was based on information taken from their 2019 federal tax return or some other source, but who are eligible for a larger payment based on a 2020 return that is filed and/or processed later. Second Round Of Child Tax Credit Payments Goes Out Today
On Friday, 13 August the next wave of drect payments for the Child Tax Credit will be sent out by the IRS, with an estimated 40 million households in line for the support. That is a substantial increase on the 35 million who received the first round of payments and reflects the White House’s ongoing effort to get more low-income families signed up for the support.

How Much Money Will I Get
- Adults whose adjusted gross income is less than $75,000/year will get $1,400 for each adult, plus $1,400 for each dependent no matter how old they are. This applies to heads of households who make less than $112,500, as well.
- The IRS will use income information from your 2020 tax return if they received that return before sending your money. Otherwise they will use information from your 2019 tax return.
- If the IRS sends your payment based on a 2019 return and then your 2020 return says you qualify for more , they will send an additional payment to make up for the difference. To get the additional payment, you must file the 2020 tax return by 90 days from the filing deadline or September 1, 2021, whichever is earlier.
What Factors Affect A Second Stimulus Check
There have been many questions about second stimulus checks. Congress and the president will consider several factors that could influence whether there will be second stimulus checks. These factors may include, but may not be limited to:
- current economic growth
- total cost of another stimulus
- other economic stimuli
Trump said he not only supports second stimulus checks, but also that he supports a larger second stimulus check than the Democrats second stimulus check proposal in the Heroes Act. Last month, he said there would be another stimulus package coming soon. Importantly, Congress and the president must weigh other legislative priorities for the next stimulus. Their shared goals include finding the best way to stimulate the economy. Therefore, Congress may consider a menu of economic priorities such as a payroll tax cut, a return-to-work bonus, a $4,000 travel credit and an infrastructure plan, among others incentives to create more manufacturing jobs, for example.

Us Bureau Report Shows How Child Tax Credit Payments Were Spent
A new survey has shown how the first round of Child Tax Credit payments were spent, highlighting that the programme could have a considerable impact on low-income families.
The survey reads: ” introduction of the CTC coincided with a drop in food insufficiency in households with children. It also showed that in those households, there was a drop in difficulty paying weekly expenses.
“The survey also found that most CTC recipients used the checks to pay school-related expenses.”
Despite the extra unemployment benefits ending in just under a month’s time, there is more support from some states who have not pulled out of the scheme early. This is coming in the form of Extended Benefits .
However certain states will transition those workers who have exhausted PEUC recipients onto the scheme, provided the same workers haven’t received EB payments earlier in the pandemic. The extra payments were extended in President Biden’s $1.9 trillion stimulus bill but have been criticised by many Republican governors.

A Change.org petition that has collected more than 2.9 million signatures calls on Congress to send out a fourth stimulus check of $2,000 for adults and $1,000 for children on a monthly basis for the remainder of the pandemic. The petition notes that “the recovery hasn’t reached many Americans” and points to the need for immediate checks and recurring payments so that “we can keep our heads above water.” While the Change.org petition is close to becoming one of the most popular on its website, whether it will have any effect is another question.

Child Tax Credit Payments Coincide With Drop In Reported Food Insufficiency
The roll-out of the expanded, monthly Child Tax Credit scheme has coincided with a decline in the number of households with children that say they do not have enough to eat, according to research carried out by the US Census Bureau.
In a comparison of the periods of 23 June-5 July and 21 July-2 August, the Census Bureaus Household Pulse Survey found that there was a 2.6% drop in food insufficiency reported by adults in households with children.
The first batch of monthly Child Tax Credit payments began going out on 15 July. Eligible families are receiving up to $300 a month per child aged below six, and up to $250 a month per child aged six to 17.
Families Can Stop Payments Anytime
Families can stop payments anytime, even after payments begin. They do that by using the unenroll feature in the Child Tax Credit Update Portal. Eligible families who make this choice will still receive the rest of their Child Tax Credit as a lump sum when they file their 2021 federal income tax return next year. To stop all payments starting in September and the rest of 2021, they must unenroll by 11:59 p.m. ET on August 30, 2021.
For married couples, each spouse must unenroll separately. If they each choose to unenroll, they will receive no monthly payments. If only one spouse unenrolls, they will still receive monthly payments, but they will be half the normal amount.
The unenroll feature can also be helpful to any family that no longer qualifies for the CTC or believes they will not qualify when they file their 2021 return. This could happen if, for example, someone else, such as an ex-spouse or another family member, qualifies to claim their child or children as dependents in 2021.
