Congress has been deadlocked over the next stimulus bill for weeks, but it isnt the stimulus checks theyre fighting over.

The HEROES Act that passed the House of Representatives in May contained $1,200 for most adults and children in the U.S. That bill immediately fizzled in the Senate.

The Republican-proposed HEALS Act also contained $1,200 for most adults, though it limited payments for children and anyone claimed as a dependent to $500. Both versions would have used the same income limits as the first round.

So while there are a few details to sort out, both parties are more or less in agreement that there should be a second round of stimulus checks.

But lawmakers are at odds over a number of other issues, including the expanded unemployment benefits that expired in July, U.S. Postal Service funding and aid for struggling state and local governments.

President Trump issued four relief orders on Aug. 8 calling for a $300 weekly federal unemployment supplement and payroll tax suspension. The orders also extended federal student loan relief through Dec. 31 and gave vague instructions about eviction protections.

But Trumps orders didnt include a second stimulus check, Congress is about to go on recess and isnt scheduled to reconvene again until Sept. 8.

That means well be waiting until after Labor Day to see any movement on stimulus checks.

S To Get A Second Stimulus Check Fast

If lawmakers do reach a deal, there are a few steps you can take to ensure your check will arrive quickly, Hooper says.

  • File 2019 taxes. “If you haven’t filed your tax return for 2019, we encourage you to do so as soon as possible and to do so electronically. This is the fastest, most reliable way to ensure the IRS has your most current information in its databases.”
  • Update your address. “If you’ve previously filed but moved, please contact the USPS and IRS with your new address as soon as possible.”
  • If you don’t usually file taxes, use the IRS web portal. “For those who do not file a return, the IRS has a secure web portal to input your information so that your EIP can be issued timely.”
  • Give the IRS your banking information. “For those seeking to share with the IRS their most current banking information for direct deposit, there is a web portal for taxpayers to do that securely on the IRS website.”
  • Despite optimism from some lawmakers, don’t bank on receiving a second stimulus check yet. Congress still needs to agree on a new round of coronavirus aid legislation, pass it, and send it to President Trump to sign into law.

    What If Dont Normally File A Tax Return

    The IRS said this third round of stimulus will be based on tax year 2019 or 2020 information, or information obtained by the Social Security Administration and Veterans Affairs Administration. If you are a non-filer who also does not receive a SSA or VA benefit, then use the Non-filer Sign-up tool, described below.

    The IRS recently launched a new Non-filer Sign-up tool on its website. Although this non-filer portal is labeled as for non-filers claiming advance payments of the child tax credit, it is also available for others, including single individuals and people experiencing homelessness. It will allow individuals to provide their information to the IRS so that they can receive any of the three Economic Impact Payments , also known as stimulus payments, that they may be missing. If an individual did not get the full amounts of the EIPs, they may use this tool if they:

    • Are not required to file a 2020 tax return, didnt file a 2020 tax return, and dont plan to, and
    • Want to claim the 2020 Recovery Rebate Credit and get their third EIP.

    The new Non-filer Sign-up tool is for people who did not file a tax return for 2019 or 2020, and who did not use the IRS Non-filers tool last year to register for Economic Impact Payments.

    How Much Money Will I Get

    • Adults whose adjusted gross income is less than $75,000/year will get $1,400 for each adult, plus $1,400 for each dependent no matter how old they are. This applies to heads of households who make less than $112,500, as well.
    • The IRS will use income information from your 2020 tax return if they received that return before sending your money. Otherwise they will use information from your 2019 tax return.
    • If the IRS sends your payment based on a 2019 return and then your 2020 return says you qualify for more , they will send an additional payment to make up for the difference. To get the additional payment, you must file the 2020 tax return by 90 days from the filing deadline or September 1, 2021, whichever is earlier.

    A new survey has shown how the first round of Child Tax Credit payments were spent, highlighting that the programme could have a considerable impact on low-income families.

    The survey reads: ” introduction of the CTC coincided with a drop in food insufficiency in households with children. It also showed that in those households, there was a drop in difficulty paying weekly expenses.

    “The survey also found that most CTC recipients used the checks to pay school-related expenses.”

    Despite the extra unemployment benefits ending in just under a month’s time, there is more support from some states who have not pulled out of the scheme early. This is coming in the form of Extended Benefits .

    However certain states will transition those workers who have exhausted PEUC recipients onto the scheme, provided the same workers haven’t received EB payments earlier in the pandemic. The extra payments were extended in President Biden’s $1.9 trillion stimulus bill but have been criticised by many Republican governors.

    A Change.org petition that has collected more than 2.9 million signatures calls on Congress to send out a fourth stimulus check of $2,000 for adults and $1,000 for children on a monthly basis for the remainder of the pandemic. The petition notes that “the recovery hasn’t reached many Americans” and points to the need for immediate checks and recurring payments so that “we can keep our heads above water.” While the Change.org petition is close to becoming one of the most popular on its website, whether it will have any effect is another question.

    Child Tax Credit Payments Coincide With Drop In Reported Food Insufficiency

    The roll-out of the expanded, monthly Child Tax Credit scheme has coincided with a decline in the number of households with children that say they do not have enough to eat, according to research carried out by the US Census Bureau.

    In a comparison of the periods of 23 June-5 July and 21 July-2 August, the Census Bureaus Household Pulse Survey found that there was a 2.6% drop in food insufficiency reported by adults in households with children.

    The first batch of monthly Child Tax Credit payments began going out on 15 July. Eligible families are receiving up to $300 a month per child aged below six, and up to $250 a month per child aged six to 17.

    Families Can Stop Payments Anytime

    2ND ROUND OF STIMULUS CHECK: $1200 Coming In August?

    Families can stop payments anytime, even after payments begin. They do that by using the unenroll feature in the Child Tax Credit Update Portal. Eligible families who make this choice will still receive the rest of their Child Tax Credit as a lump sum when they file their 2021 federal income tax return next year. To stop all payments starting in September and the rest of 2021, they must unenroll by 11:59 p.m. ET on August 30, 2021.

    For married couples, each spouse must unenroll separately. If they each choose to unenroll, they will receive no monthly payments. If only one spouse unenrolls, they will still receive monthly payments, but they will be half the normal amount.

    The unenroll feature can also be helpful to any family that no longer qualifies for the CTC or believes they will not qualify when they file their 2021 return. This could happen if, for example, someone else, such as an ex-spouse or another family member, qualifies to claim their child or children as dependents in 2021.

    Despite promises to prevent Americans from getting evicted from their homes, Trump’s order doesn’t extend the federal eviction moratorium that expired in July.

    There’s debate over the legality and impact of the actions. However, we do know that a second stimulus check was not among them. That’s because Trump can’t make the decision on his own to issue another stimulus check he needs congressional approval. Congress is the one with the so-called “power of the purse.”
