Most people should receive their $1,400 stimulus checks and “plus-up” payments, if they’re eligible, automatically, according to Erica York, economist at the Tax Foundation.

Payments that are still outstanding mostly represent people who are more difficult to reach, such as those who have no incomes or bank accounts, York said.

The IRS recently issued guidance for those who are homeless explaining that they may still qualify for stimulus check money, as well as the expanded child tax credit, even if they do not have a permanent address or bank account. Others may miss out on the earned income tax credit if they don’t file.

The IRS is working to find hard-to-reach populations, but it is likely they won’t get absolutely 100% of the people who may qualify, York said.

In the beginning of this year, for example, there were still an estimated 8 million outstanding stimulus checks from the CARES Act, which was passed in March 2020.

The good news is that it’s not too late to claim that money.

“If you did miss that filing deadline this year, it’s not too late to file a return,” said Susan Allen, senior manager for tax practice and ethics at the American Institute of CPAs.

“You can still file and claim that refund,” she said.

What’s more, you will not owe the IRS a late-filing penalty if you are due money back.

Stimulus And Relief Package 1

The first relief package, the Coronavirus Preparedness and Response Supplemental Appropriations Act, 2020, since nicknamed Phase One, was signed into law on March 6, 2020, by then-President Trump. It allocated $8.3 billion to do the following:

  • Fund research for a vaccine
  • Give money to state and local governments to fight the spread of the virus
  • Allocate money to help with efforts to stop the spread of the virus overseas

Earlier this month, Statistics Canada reported that although the economy added 289,600 jobs in May, the unemployment rate jumped to 13.7%. This was due to an increased number of Canadians looking for work as businesses began to reopen. The rate was also a record, passing the 13.1% set in December 1982.

Canada Launched Other Stimulus Programs To Help Businesses And Individuals Out

The U.S. stimulus packages included several other programs to help businesses, as did Canada‘s. Parliament passed an emergency wade subsidy, which helps businesses keep staff on payroll, even while they are closed. The subsidy pays up to $847 weekly per employee for 12 weeks, reports Vice. Canada also launched Wellness Together Canada, a mental health app to help those struggling during self-isolation connect with mental health professionals on a wide range of issues. The Canadian Government’s website also includes a portal outlining ways the stimulus efforts can help and are implemented.

Besides direct asset purchases, the Fed set up several new lending programs, both as part of the CARES Act using funds from the U.S. Treasury Departments Exchange Stabilization Fund as seed capital, and entirely on its own. A number were set up as SPVs, separate legal entities that allow the Fed to lend in ways it normally doesnt. All of these programs have been discontinued except for one: the Paycheck Protection Program Liquidity Facility .

To help small businesses, the Fed launched the PPPLF on April 9, 2020, in concert with the CARES Act. This program lends money to banks so they can, in turn, lend money to small businesses through the Paycheck Protection Program . On April 30, 2020, the program expanded the types of lenders who can participate in the program.

There is no current limit to the amount of credit that can be extended through the program, but it stopped extending credit on July 30, 2021. On June 5, 2020, the Fed said that participation in the PPPLF wouldnt affect the liquidity coverage ratio of participating banks.

Americans could get a check for $1,000 or more in the coming weeks, as political leaders coalesce around a dramatic plan to try to prevent a worse recession and protect people from going bankrupt.

The idea took off Monday when Sen. Mitt Romney called for every American adult to receive a $1,000 check immediately to help tide people over until other government aid can arrive. By Tuesday, there was bipartisan support for the idea, including from President Trump. The White House even suggested the amount could be over $1,000, an acknowledgment of how big the economic crisis is becoming.

Were looking at sending checks to Americans immediately, Treasury Secretary Steven Mnuchin said, adding that Trump wants checks to go out in the next two weeks.

This isnt a new idea. The United States has done this twice before. During the Great Recession, the federal government sent about every adult a $300 to $600 check . The same thing happened in 2001, when the majority of Americans received a $300 check.

In the last recession, checks went out to pretty much everyone who wasnt a millionaire and filed a U.S. tax return, including Social Security recipients. Americans earning at least some income but less than $75,000 got the full amount, while wealthier people got less. The payments were sent by a check in the mail or direct deposit into a bank account.

Main Street Lending Program

On March 23, 2020, the Fed announced the Main Street Lending Program, which set up an SPV to purchase up to $600 billion in small- and medium-sized business loans. Under the plan, the Fed purchased a 95% stake of each loan, with the bank keeping 5%. To qualify, businesses needed to have either 10,000 or fewer employees or up to $2.5 billion in 2019 revenue.

On July 17, 2020, the Fed extended the program to nonprofit organizations that didnt have endowments larger than $3 billion, had either fewer than 15,000 employees or less than $5 billion in 2019 revenue, and met a number of other additional requirements. The program purchased stakes in both new loans and loan extensions.

Under the CARES Act, the Treasury Department planned to make a $75 billion equity investment in the SPV. The terms of the loans were five years, with interest deferred for one year and principal payments deferred for two years.

On Oct. 30, 2020, the Fed reduced the minimum size of the loans that the program would purchase. It continued to purchase stakes in loans until Jan. 8, 2021, and it will continue to be funded until its assets mature or are sold.

These checks will distribute automatically, with no action required for most people. The IRS will use the information in your 2019 tax return to calculate your payment, and use the information in your filing to send or deposit your check. If you havent filed your return for 2019, the IRS will use information from your 2018 tax filing to calculate the payment.

Fourth Stimulus Check: Here Are The States That Will Get ...

While a fourth stimulus check is improbable, more direct payments to Americans have already been signed into law. Up until Labor Day, the jobless received extended unemployment benefits. The American Rescue Plan also includes an advance Child Tax Credit.

Under the revised Child Tax Credit, the Internal Revenue Service is paying out $3,600 per year for each child up to five years old and $3,000 per year for each child ages six through 17. Monthly payments of up to $300 per child started July 15 and will continue through December of 2021. The remainder is to be issued when the recipient files their 2021 taxes. The benefit does not depend on the recipients current tax burden. In other words, qualifying families will receive the full amount, regardless of how much or little they owe in taxes. Payments start to phase out beyond a $75,000 annual income for individuals and beyond $150,000 for married couples. The more generous credit will apply only for 2021, though Biden has stated his interest in extending it through 2025.

The ARP added $21.6 billion to the Emergency Rental Assistance Program, which is being distributed to state and local governments, who then assist households. Most of the $46 billion total has yet to reach tenants and landlords.

Heres how their numbers break down: Californians making $75,000 or less were sent a one-time check of $600 or $1,200 as part of the Golden State Stimulus I.4 And with the Golden State Stimulus II, they could be eligible for a second stimulus payment anywhere from $500 to $1,100.5 Thats on top of extra money the state paid out through the Young Child Tax Credit to those who have children age 6 or younger.6
