First Round Of Economic Stimulus Checks: April 2020

The CAREs Act included a provision for a round of stimulus payments eligible tax-paying adults received a check of up to $1,200 while eligible dependents under 16 years of age received $500 each .

The payments were made to everyone earning under the income limits, which were set at Adjusted Gross Income of $75,000 with the stimulus check value reducing in a tapered fashion up to a maximum of $99,000 . The very first stimulus checks were paid into people’s bank accounts over the weekend of the 11 and 12 of April, either via direct deposit into individuals bank accounts, paper checks sent through the post or in some cases, through a prepaid debit card, the Economic Impact Payment Card which were sent out in late May/early June last year.

While the income brackets of the new bill are the same as the previous CARES Act, the amounts you will receive will be different:

  • The more you earn, the less you get. Every American that earns $75,000 a year or less is eligible to receive $600. If you earn more than that, the stimulus check will be proportionally lower . This means that the benefits will phase out at a lower income than the CARES Act since the base benefit amount is smaller.
  • There’s additional money for every child. A married couple or a single parent can obtain an extra $600 for every child dependent under 17 .
  • The support for is calculated together. This means that a couple is eligible to receive $1,200 if their total income doesn’t exceed twice the number mentioned for a single person, i.e., it is not higher than $150,000. We still add the $600 for every child and again, their checks will be reduced on a sliding scale. If only one spouse has an SSN, the couple will still be eligible for a payment of $600.
  • In special cases, such as being a single parent, the rules are less strict. If you qualify as the “head of household,” you are eligible for $600 if you earn up to $112,500. Similarly to the first point, the more you exceed that number, the less you will get.

    When Will We Get The Second Stimulus Check

    Direct deposit payments started landing in bank accounts on January 4. Paper checks and debit cards are being mailed throughout the month.

    You can now check the status of your stimulus check using the IRS’s “Get My Payment” tool, which updates once a day. It will show you how your money is being sent and also confirm whether your first stimulus check was sent.

    However, there are some people who will not be able to access the “Get My Payment” tool at this time: some people who receive federal benefits, and people who didn’t file a tax return or use the nonfilers tool to register for the first stimulus check.

    If you get a “not available” message, the IRS says you’re either not eligible for a second stimulus check or you are eligible but will not be paid right now. You will be able to claim any unpaid amount on your 2020 tax return.

    If youre unemployed, the package includes a little extra relief for you. You may qualify for $300 extra every week in extra unemployment. These benefits will be for 11 weeks, running from December 26th to March 14th. The Pandemic Unemployment Assistance program for freelancers and any state-specific benefits are also extended under the bill.

    Another item in the bill thats bringing sighs of relief is the expansion of the eviction moratorium. The original protections were set to expire on December 31st, which could have left millions at risk for homelessness. Unlike the unemployment extension, though, the eviction moratorium only lasts through the end of January.

    The IRS was surprisingly fast in the issuing of the first round of stimulus checks. If and when the second stimulus payments are approved and signed into law by President Trump, it may again only take a short few weeks afterward for the money to arrive in your bank account.

    Months of partisan wrangling have finally come to an end. At long last, lawmakers have agreed to pass a $900 billion stimulus package to address the devastating financial impact coronavirus has had on the economy. The final deal includes money for vaccine distributions, expanded unemployment benefits, and money for schools. It also provides stimulus checks for most Americans.

    These stimulus checks will be a little smaller than those paid out under the CARES Act. Payments will be $600 per adult and $600 for each eligible dependent child. The CARES Act provided $1,200 per adult and $500 per child. The good news is that there are no limits to the number of eligible dependents who can qualify for the check, so large families could receive $600 for each child.

    But who exactly is in line to get these checks? Hereâs what you need to know.

    Economic Case For Further Stimulus

    With COVID-19 having spurred an economic downturn due to stay-at-home measures and forcing business to close, Federal Reserve chair Jerome Powell previously suggested more economic stimulus may be needed to stave off long-term economic repercussions.

    Powell suggested more federal aid might be costly but potentially “worth it if it helps avoid long-term damage” to the economy. Thought not addressing stimulus checks directly, the comments build the case for some form of further economic aid.

    Barry Ickes, the department head of Penn State University’s Department of Economics, told Newsweek he was certain there will be a need for further fiscal relief due to the COVID-19 crisis.

    “I am sure more relief will be needed,” Ickes said. “Unemployment will probably need to be extended, small business relief will be needed, and support for state and local governments will eventually have to be paid they face balanced budget requirements. And, of course, the Fed will still have to massively extend credit.”

    Asked about specific measures that will be needed, Ickes said: “I think the most important thing is to keep people employed, so that is why small business support is good. Direct payments is a lesser alternative, but certainly better than nothing.”

    In terms of a full economic recovery, he suggested this might not be a realistic outcome for years to come.

    Is Congress Talking About A Fourth Stimulus Check

    There are no signs that lawmakers in Washington, D.C. are in serious discussions about a fourth direct payment stimulus check. While there have been calls by the public and from some lawmakers for recurring payments, there has been practically nothing in terms of action.

    Emails and phone calls to the White House, Sen. Bernie Sanders, I-Vt., who is chair of the Senate Budget Committee, and Rep. John Yarmuth, D-Ky., chair of the House Budget Committee, asking if such payments are under discussion were not returned.

    One pandemic-related stimulus that is being considered for an extension is the monthly advance child tax credit. It raised the previous tax credit from $2,000 at tax time to $3,000-$3,600 with the option of monthly payments. A one-year extension is part of the Build Back Better bill that passed the House. But Sen. Joe Manchin, D-W.V., announced Sunday he would not vote for it. With no Republicans on board, passage of the bill is doomed unless an alternative is found.

    A group of Democrats sent a letter to Biden in back in May , but the letter did not get into specifics and nothing else came of it.

    A change.org petition started by Denver restaurant owner Stephanie Bonin in 2020 called on Congress to pass regular checks of $2,000 for adults and $1,000 for kids for the duration of the pandemic crisis.

    As of late December, the petition has reached nearly 3 million signatures.

    Third Round Of Stimulus Checks: March 2021

    Barely a week after the second round of stimulus payments were completed, new president Joe Biden entered office and immediately unveiled his American Rescue Plan, which proposed a third of round of payments to Americans, including some of those who might have missed out on the first two rounds.

    On Thursday 11 March, Biden signed his $1.9tn American Rescue Plan into law. The third payment provided eligible individual taxpayers for a check of up to $1,400, while couples filing jointly could receive a maximum of $2,800. In addition, families with dependents were eligible for an extra payment of $1,400 per dependent, regardless of the dependent’s age this time, there was no limit to the number of dependents that could be claimed for.

    The first stimulus payments were issued swiftly – just hours after Biden has signed the bill, the first batch of 164 million payments, with a total value of approximately $386 billion, arrived by direct deposit in individuals bank accounts. Some received their payments on the weekend of 13/14 March 2021. Since then, payments had been sent on a weekly basis including “plus-up” payments until the end of the year. Like before, those who didn’t get all the EPI3 funds in 2021 due to them will be able to claim them when they file their tax returns in the spring of 2022.

    Some states are digging into that wad of cash the government gave them and giving out the fourth stimulus checks to specific groups of people. The requirements look different for each state, but all seem to have a few things in commonlike falling into certain income levels or going through some kind of hardship.

    • Arizona

    The Grand Canyon State has a different take when it comes to stimulus checkstheyre giving them out to people who are going back to work. Arizonas Back to Work Program is offering $2,000 to those who got a job after being on unemployment.3 But you have to hold down your new job for at least eight weeks before getting the benefit.

    • California

    The Golden State is the only one on the list to give out big ol broad-sweeping stimulus checks that look like the ones the federal government gave out. Heres how their numbers break down: Californians making $75,000 or less were sent a one-time check of $600 or $1,200 as part of the Golden State Stimulus I.4 And with the Golden State Stimulus II, they could be eligible for a second stimulus payment anywhere from $500 to $1,100.5 Thats on top of extra money the state paid out through the Young Child Tax Credit to those who have children age 6 or younger.6

    These guys decided to shift their focus to giving their stimulus checks to the unemployed. They sent $375 to folks who had gotten at least one unemployment check payment between March 15, 2020, and October 24, 2020.7

    What Is Preventing The Next Stimulus Bill From Being Passed

    There are several big roadblocks slowing negotiations. The three largest are the total cost of the bill, extended unemployment benefits, and additional funding for state and local governments.

    In general, the Democrats are looking for a more extensive bill than the Republicans. The HEROES Act, which passed the House in May, was a $3 trillion proposal that Senate Republicans rejected outright as being too expensive. The Republican-led Senate proposed a $1 trillion HEALS Act, which amounts to the upper end of their desired spending.

    The Democrats want to extend the $600 federal weekly unemployment benefit that expired at the end of July. Republicans are in favor of extending the benefit, but only at a lower rate. They argue that too many people are making more money through unemployment than they made while they were employed.

    Democrats also want to provide up to $1 trillion for state and local governments. These funds are designed to help offset decreased tax income and help to prevent massive layoffs of public sector employees. Republicans have argued they do not wish to bail out agencies that had already mismanaged their funds prior to the pandemic.
