Stimulus check 2020: Delays, issues, tax return, amount

In order “to protect the public and employees, and in compliance with orders of local health authorities around the country,” the IRS says it is offering very limited services right now and no live customer service assistance over the phone. The IRS still operates an automated phone service where you can get some information, but the agency says that this line does not offer any help regarding stimulus check payments:

“IRS phone lines supported by customer service representatives for both taxpayers and tax professionals are not staffed at this time. To check on regular tax refund status via automated phone, call 800-829-1954. “

When you call the IRS’s 800 number, a voice says, “At this time, we are unable to provide live assistance due to reduced staff levels.” The phone line offers warnings about scams and a directory with automated information regarding tax refunds, but nothing to address questions about stimulus payments. “We apologize for the inconvenience,” the voice says.

It certainly doesn’t help that, long before the coronavirus pandemic, the IRS’s budget has been cut severely and it sometimes struggled to answer even one-third of the phone calls placed by taxpayers. Even so, the IRS says that it had sent out 130 million stimulus payments through the first four weeks of the program, and it estimates a total of 150 million payments will be delivered in total.

Reach The Irs By Mail

While the IRS itself discourages doing so, its still possible to send in your tax forms by mail, including tax payments. This is usually the slowest method of interacting with the IRS by a long shot. Minimum wait times for a reply by mail from the IRS is around 30 days, and youll often have to wait considerably longer than that. As of publishing time, the IRS even warns of additional delays due to staffing shortages.

We wont provide the address here because the IRS could change them at any time, and they vary from state to state and whether youre including a payment or not. To find the right mailing address for your correspondence, visit this resource from the IRS.

The American Rescue Plan Act became law ahead of the deadline, when the previous $300 federal unemployment benefit bonus expired. The IRS, which had twice distributed stimulus checks, started the process again immediately. And people noted economic impact payment deposits in their bank accounts within days. Those early recipients tended to be people who had bank accounts on file and submitted recent tax returns.

The President has stated that roughly 85 percent of Americans will ultimately receive money. Over 75 percent of the direct payment money in the recent package has already been distributed. In general, direct deposits arrived more quickly. Paper checks and debit cards, which have to be mailed, can take weeks. At least that was the case for the previous two payments.

Payments go out in large batches. The legislation says the government technically has until the end of 2021 to distribute the money. For most people, it wont take nearly that long.

The IRS has a helpful tool called Get My Payment to track the status of your stimulus check.

Who Can I Talk To About My Stimulus Check

The IRS said Monday that is is starting to add 3,500 telephone representatives to answer some of the most common questions about Economic Impact Payments. Thats good news if you have questions about your stimulus payments. However, the IRS notes that telephone services and assistance will remain limited and that you should continue to visit the IRS website for updates, check your payment on the Get My Payment tool and use the Non-Filers tool if you didnt file income taxes.

To speak with a live representative, you can call the IRS Economic Impact Payment line at 800-919-9835.

The IRS says that many frequently asked questions will be answered on the automated recording, and then you will have an option to speak live with a representative. However, after listening to an automated message, you may not actually speak with a live representative.

Use The Irs Portal And Get My Payment App

With no live person to call at the IRS, your best bet for getting information now is the IRS website. For basic questions about issues like who is eligible for payments and what steps you need to take to get your check, head to the IRS FAQ page about stimulus checks.

Another part of the online IRS portal has a page detailing how to use the tools its created for coronavirus payments, with a special focus on whether you should use the Get My Payment app or the Non-Filers: Enter Payment Info Here form. A separate page just addresses frequently asked questions about Get My Payment.

Basically, youll want to use the Non-Filers form if you havent filed taxes for 2018 or 2019 perhaps because your income level was so low you werent required to file and youre eligible for a stimulus payment. If you dont register here, you might not get your money.

The Get My Payment app is intended to let you track the status of your payment, get an estimated date for the payments arrival if its been scheduled, find out how the payment will be made , and add direct deposit information if its not already on file with the IRS and your payment hasnt been processed yet.

Unfortunately, for the time being, theres no one you can call at the IRS who can answer questions about any of these issues.

Why Hasnt My Stimulus Check Arrived

So far around 85 percent of stimulus payments have been sent via direct deposit but the IRS is also sending payments in the mail. If there was a discrepancy between the bank account that the agency has on file and the stimulus check recipients current account, the agency will reissue the payment as a paper check or EIP debit card.

Delays in the postal service can account for a payment not arriving on the expected date. It should take about 5 to 7 business days for a letter to arrive, but the IRS says not to attempt to trace a paymentuntil at least 4 weeks have passed for payments sent to a regular address, and longer in other cases.

Visit Your Local Irs Office

If your question or problem isnt something youre able to solve over the phone, visiting a local IRS office is an option. Sometimes sitting down face to face with a real person is the best approach, even if it isnt the fastest.

The IRS maintains several hundred local offices, sometimes called Taxpayer Assistance Centers, located in small and midsized cities as well as large metropolitan areas. You can locate an office near you with the IRS Taxpayer Assistance Center Office Locator.

If youre dealing with an issue that assistors arent able to solve over the phone or you just cant seem to get a clear answer, then an in-person visit may be the best option for you. Make sure to schedule an appointment, though, as walk-ins generally arent accepted. You can do so through the locator link above or by calling 545-5640.

  • If the answers do not match IRS records after multiple attempts, the user will be locked out of the tool for 24 hours. This is for security reasons. Those who cant verify their identity wont be able to use Get My Payment. If this happens, people should not contact the IRS.
  • If the tool returns a message of payment status not available, this may mean the IRS cant determine the persons eligibility for a payment right now. There are several reasons this could happen. Two common reasons are:
  • A 2018 or 2019 tax return is not on file and the agency needs more information or,
  • The individual could be claimed as a dependent on someone elses tax return.
  • In some cases, if a taxpayer has filed their 2019 tax return but the IRS hasnt processed it yet, they may receive payment status not available. Taxpayers whove already filed a tax return dont need to take any action. The IRS continues to issue Economic Impact Payments as tax returns are processed.
  • People who arent required to file a tax return and used the Non-Filers: Enter Payment Info Here tool to register for a payment can check the status of their payment using the Get My Payment tool. These individuals should wait two weeks after submitting their information. Still No $1,200 Stimulus Payment? IRS Sets October 15 Deadline

The IRS will look at several factors when calculating the amount for each payment, but in general it will depend on the adjusted gross income on their 2019 tax filing.

Single individuals and heads of households can expect to receive $600 if they earn up to $75,000, a married couple can expect $1200 if they jointly earn up to $150,000. If that individual or couple has a dependent child 16 years of age or younger, they will receive $600 per child.

Individuals or couples earning above those amounts will see the amount of their check reduce by $5 for every $100 over these levels. An individual earning over $87,000, or married couple earning more than $174,000 will not receive a second stimulus check.

If you want to calculate how much you could receive in the second round of stimulus payments you can use the Omni Calculator.
