The American Rescue Plan Act of 2021, which was signed into law on March 11, 2021, allowed the third wave of stimulus checks, which were paid from March through December last year. Some Americans may be eligible to receive another cash stimulus from their state or local government, according to new spending rules released by the U.S. Department of Treasury on Monday.

The rules outlined long-anticipated guidance on the State and Local Coronavirus Fiscal Recovery Fund , part of the American Rescue Plan Act. The bill includes $350 billion in direct, flexible aid to states, counties, cities and tribal governments with populations over 50,000, as well as other crucial investments in local communities.

Among the more than 150 pages of guidance, is a section noting that governments can use their recovery funds for direct assistance to households and populations facing negative economic impacts due to COVID-19 including cash assistance.

Treasury says cash assistance checks could be similar to the amounts previously provided by the federal government over the last year. Under the terms, individuals could receive up to $1,400 through the third stimulus checks. Couples who file jointly could get up to $2,800. Additionally, eligible dependents could also receive $1,400.

To qualify, you had to be either a U.S. citizen or resident alien in 2021. You also had to have a valid Social Security number, though there are certain exceptions for spouses or dependents.

You also could not have been claimed as someone else’s dependent on a 2020 tax return in order to qualify for your own payment.

To be eligible for a full payment, your adjusted gross income could not be above certain thresholds: $75,000 for individuals, $112,500 for heads of household or $150,000 for married couples.

Payments were phased out for those with incomes above those levels, and cut off completely for individuals with $80,000 in adjusted gross income, heads of household with $120,000 and married couples with $160,000.

People who have unpaid private debts excluding outstanding child support payments or tax debts could be at risk for having their stimulus checks garnished.

If you are using a professional tax preparer, provide Letter 6475 to them with all of your other applicable tax documents. If you’re preparing your own tax return, use the amount shown in Letter 6475 in the Recovery Rebate Worksheet to determine if any credit applies. Then enter that credit on Line 30 of IRS Form 40.

Who May Still Be Eligible For More Money

There may be people who are eligible for the full $1,400 payments, or additional partial payments, particularly if their circumstances have changed.

Parents who added a child to their family in 2021 may be eligible for a $1,400 payment. Additionally, families who added a dependent to their family in 2021, such as a parent, niece or nephew or grandchild, may also be eligible for $1,400 on their behalf.

Additionally, people whose incomes have fallen may now be eligible for the money if their 2021 adjusted gross incomes are below the thresholds for full payments. If their incomes are in the phase-out thresholds, they could be eligible for partial payments.

People who do not typically file tax returns, and have not yet done so, need to file this year in order to receive the any potential payments.

The Recovery Rebate Credit money for which you are eligible will either reduce the amount of federal taxes you owe or be included in your refund.

What About People With Itins

You still need a work-authorizing Social Security Number to be eligible for this stimulus. However, there are important changes since the first round of stimulus checks.

  • In the first stimulus rollout, any non-SSN holder on a joint return made everyone on that return ineligible. Big change: The new rounds of stimulus has corrected this problem. If you filed a joint return with a non-SSN holder, you are still eligible for the stimulus. See the below hypotheticals.
  • Situation: A single tax filer has an Individual Taxpayer Identification Number but no Social Security number .
  • This person is ineligible for the stimulus.
  • Situation: A spouse has a Social Security number and files married filing jointly on a tax return with a spouse who has an ITIN.
  • The SSN holder is now eligible to get a payment. If they have children on the tax return that have SSNs, these children will be eligible for the payment for each qualifying child.

    THERE are fresh hopes for more stimulus payments as $850 one-time checks with no income cap have been backed by lawmakers.

    Republican lawmakers are hoping to send more Maine taxpayers one-time payments as part of an estimated $1.2billion revenue surplus.

    GOP lawmakers agree with Democratic Maine Gov Janet Mills‘ proposal to send the $850 checks to people across the state, according to Maine Public Radio.

    If the proposal is approved, the “stimulus checks” could be sent out to Maine residents as early as June.

    At the end of March, top Republicans released their priorities as the spending plan gets finalized.

    However, Republicans want all income tax filers in Maine to get the one-time payment, regardless of how much they earn, something different than what Mills has proposed.
