Commercial Paper Funding Facility
On March 17, 2020, the Fed established the Commercial Paper Funding Facility , which purchased short-term debt known as commercial paper to ensure that those markets stay liquid.
On March 23, 2020, the Fed broadened the variety of commercial paper it would buy to lower the pricing of the debt. This was actually a relaunch of a program that ran during the Great Recession when many businesses were hurt as liquidity in the commercial paper markets dried up.
While it has no set limit on the amount it purchased, the CPFF stopped purchasing debt on March 31, 2021, and the SPV will continue to be funded until its assets mature. The Treasury Department made a $10 billion equity investment in the CPFF from its ESF.
On Dec. 21, 2020, Congress approved a 2,124-page, $2.3 trillion funding package consisting of a $900 billion end-of-the-year COVID-19 stimulus bill attached to a $1.4 trillion omnibus spending bill to fund the government through Sept. 30, 2021. After a delay, former President Donald Trump signed the bill six days later.
The CAA stimulus legislation included $300 per week in additional jobless benefits, direct payments of $600 to individuals, $325 billion in small business loans, more than $80 billion for schools, and $69 billion for vaccine development and deployment. You Could Get A Third Stimulus Check
The package provides for a third round of stimulus checks, formally called Economic Impact Payments, in the amount of $1,400 per person .
The IRS will calculate the stimulus amounts based off of people’s 2019 or, if they’ve already filed, their 2020 tax returns. The checks are tied to adjusted gross income, which is your income after deductions like retirement plan contributions. Single filers who earn $75,000 or less and couples earning $150,000 or less qualify for the full payments. Over those income thresholds, the amount decreases, zeroing out at $80,000 .
Americans who qualify will also receive $1,400 per dependent, a category that includes not only children but also college students and adult dependents. This is a departure from the previous stimulus payments, which left out dependents age 17 and over.
These $1,400 payments, combined with the $600 checks distributed in January, are meant to reach the $2,000 sum promised by the Biden administration. They come about a year after the CARES Act first approved $1,200 payments to help people through the pandemic last spring.
As far as the timeline for the third stimulus check, White House Press Secretary Jen Psaki said Monday that Treasury Secretary Janet Yellen is “focused like a laser” on making sure the aid “gets out as quickly as possible.”
Dependents Can Help Bring You Money In 2021 And 2022
New rules for the third stimulus check will affect you if you have dependents.
- Each dependent counts for $1,400.
- Dependents are no longer restricted by age. College students, adult children with disabilities and older adult relatives will now count toward $1,400 each.
- Unlike the rules around the first two stimulus checks, you can’t receive any money if you exceed the upper income limit, even if you have dependents.
An extreme example of the last one: A single parent of four who makes $120,000 won’t qualify, where a single parent with four dependents who makes $119,000 will still get some amount of money. Question: Will my third stimulus check be taxed later?
Answer: No. As with the first two rounds of payments, your third stimulus check is actually just an advanced payment of the Recovery Rebate tax credit for the 2021 tax year. As such, it won’t be included in your taxable income.
You also won’t be required to repay any stimulus check payment when filing your 2021 tax return even if your third stimulus check is greater than your 2021 credit. If your third stimulus check is less than your 2021 credit, you’ll get the difference when you file your 2021 return next year. So, it’s a win-win situation for you!
You Could Get Help Paying Your Housing Bills
At the end of last year, 8.8 million renters and 2 million homeowners were significantly behind on their housing payments, according to the Consumer Financial Protection Bureau. To directly help these struggling tenants and homeowners, lawmakers have included over $40 billion in housing assistance in the new law.
Provisions include $20 billion in emergency rental assistance, a $10 billion homeowner assistance fund and $5 billion to cover energy and water costs. Experts view rental assistance as particularly important in helping to reduce poverty.
Households can now receive up to 18 months of rental assistance. The relief can be applied to back or future rent or utility costs.
To qualify, tenants must have also qualified for unemployment benefits, have a household income below 80% of area median and be at risk of homelessness or housing instability. How much a household can receive depends upon where they live and their housing costs, which must be verified by a lease or other documentation.
Notably absent from the bill, however, are further extensions to federal eviction moratoriums. The Biden administration previously sought to use the law to extend both eviction and foreclosure bans until the end of September, according to a White House fact sheet.

SOME Americans can claim a $1,400 stimulus check in the new year.
However, there is specific criteria to follow to receive the cash in 2022.
The new payment will go out to people who were eligible for the third round of stimulus checks that went out earlier this year, but haven’t yet received them.
The last lot of checks are due to go out when eligible taxpayers file their 2021 tax return next year.
Number Of Third Stimulus Checks
Question: How many third-round stimulus checks will I get?
Answer: As with the first two round of checks, the legislation authorizing the third round of payments only calls for one payment. This is not a “recurring” payment situation.
However, some people will receive a supplemental payment if their 2020 tax return is filed and/or processed after the IRS sends them their regular third stimulus check. The IRS is calling these “plus-up” payments, and they’ll only be sent if your regular stimulus check would have been higher if it was based on your 2020 tax return . So, for example, if you received a $700 third stimulus check based on the information found on your 2019 return, filed your 2020 tax return later, and your third stimulus check would have been for $800 if it was based on information from your 2020 return, then the IRS will send you a second payment for the $100 difference.
Some married couples could also get two payments. If a joint tax return is filed, a married couple could get two separate third stimulus payments. Half may come as a direct deposit and the other half will be mailed to the address the IRS has on file. Each spouse should check the IRS’s “Get My Payment” tool separately using their own Social Security number to see the status of their payments.

This could include “plus-up” payments, the additional funds the IRS sent to people who were eligible for a larger amount based on their 2019 or 2020 tax returns, or information received from the Social Security Administration, Department of Veterans’ Affairs or the Railroad Retirement Board.

How Much Is A Third Stimulus Check
One big change with third stimulus checks is that an extra $1,400 is tacked on to your payment for any dependent in the family. For the first- and second-round payments, the additional amount allowed $500 for first-round payments and $600 in the second round was only given for dependent children age 16 or younger.
College Students And Young Adults Living At Home
Question: Will college students and young adults who live with their parents get a third stimulus check?
Answer: Anyone claimed as a dependent on someone else’s tax return won’t receive a third stimulus check. That means no payments to children living at home who are 17 or 18 years old, or to college students who are 23 or younger at the end of the year who don’t pay at least half of their own expenses.
However, unlike with the first- and second-round payments, the person claiming the college student or young adults as a dependent typically their parents will get an extra $1,400 per dependent tacked on to their third stimulus check. For the first two stimulus checks, the additional amount was only allowed for dependent children 16 years old or younger. But the American Rescue Plan allows the extra payment for any dependents regardless of their age.

When Would I Get A $1400 Check
It’s possible the checks could arrive as soon as mid- to late March, if the bill is passed by Congress and assuming the relief package directs another round of direct payments to households, analysts say.
Meanwhile, Democratic lawmakers have said they want to pass a new relief bill before the current $300 in weekly additional jobless aid expires on March 14.
Once the relief bill is passed, it must be signed by Mr. Biden. After that, the IRS would direct stimulus checks to eligible households. Based on past payment schedules, checks could arrive via direct deposit within a week of Mr. Biden signing the bill.
However, people who don’t have banking accounts or payment information on file with the IRS would likely have to wait longer for paper checks or prepaid debit cards to arrive in the mail.

What Does The Relief Package Do About Health Insurance
Buying insurance through the program known as COBRA becomes a lot cheaper, but only temporarily.
COBRA, for the Consolidated Omnibus Budget Reconciliation Act, generally lets someone who loses a job buy coverage via the former employer. But its expensive: Under normal circumstances, a person may have to pay at least 102 percent of the cost of the premium.
But under the relief legislation the government would pay the entire COBRA premium from April 1 through Sept. 30 for people who have lost a job or had their hours cut.
A person who qualified for new, employer-based health insurance someplace else before Sept. 30 loses their eligibility for the no-cost coverage. And someone who left a job voluntarily is not eligible, either.

Does It Change How The Credit Works
Heres where it gets interesting: You could receive some of the credit as an advance on your 2021 taxes.
The legislation makes the credit fully refundable, which means you can receive money from it as a tax refund even if your tax bill is reduced to zero. And half of that money can be advanced to households over the next six months . Its not clear how frequently payments would be made perhaps monthly but they should begin in July.
The changes are effective for 2021 only, though at least some Democrats would like to make it permanent.
Still Living Paycheck To Paycheck
While the stimulus checks and now-expired Child Tax Credit provided direct aid to families, most federal aid programs miss the mark, and only reach a fraction of the intended recipients, noted Greg Nasif, political director of Humanity Forward.
He added, They barely functioned even before the pandemic and they leave parents with a full-time job navigating bureaucratic hurdles. In his view, providing speedy, efficient, direct cash support is the best option for helping struggling families.
Many people never applied for unemployment benefits because they didnt think they were eligible, while others may have given up due to long waits and other issues.
Even those who qualified for aid didnt always receive it. Only 4 in 10 jobless workers actually received unemployment aid, according to a from economist Eliza Forsythe.

How Do The Benefit Extensions Work

The extended payments will continue to be delivered through different federal programs, largely based on the type of work you did and for whom.
Benefits through the Pandemic Unemployment Assistance program, which covers the self-employed, gig workers, part-timers and others who are typically ineligible for regular unemployment benefits, will be available for a total of 79 weeks, up from 50, and run through Sept. 6.
And benefits through the Pandemic Emergency Unemployment Compensation program, which essentially extends benefits for people who exhaust their regular state benefits, will be available for a total of 53 weeks, up from 24, also lasting through Sept. 6.
