Support For A Fourth Stimulus Check
A group of Democratic Senators, including Ron Wyden of Oregon, Elizabeth Warren of Massachusetts and Bernie Sanders of Vermont, sent a letter to President Joe Biden at the end of March requesting recurring direct payments and automatic unemployment insurance extensions tied to economic conditions.
As the Senators reasoned in their letter, this crisis is far from over, and families deserve certainty that they can put food on the table and keep a roof over their heads. Families should not be at the mercy of constantly-shifting legislative timelines and ad hoc solutions.
An earlier letter to President Biden and Vice President Kamala Harris from 53 Representatives, led by Ilhan Omar of Minnesota, carved out a similar position. Recurring direct payments until the economy recovers will help ensure that people can meet their basic needs, provide racially equitable solutions, and shorten the length of the recession.
Additional co-signers included New Yorks Alexandria Ocasio-Cortez and Michigans Rashida Tlaib, two other notable names among House Progressives. The letter didnt place a number on the requested stimulus payments. But a tweet soon after put it at $2,000 per month for the length of the pandemic.

ANOTHER batch of stimulus checks worth up to $1,200 is set to go out to thousands of Americans this month.

It all started back when the American Rescue Plan rolled out. States were given $195 billion to help fund their own local economic recovery at the state level.1 But they dont have forever to spend this moneystates have to use it all by the end of 2021, so the clock is ticking here. Some states have given out their own version of a stimulus check to everyone, and others are targeting it at specific groups like teachers. And other states? Well, they havent spent any of it yet.
Some states like Colorado, Maryland and New Mexico are giving stimulus checks to people who make less than a certain amount of money or who were on unemployment. So far, California is the only state to give out a broader-sweeping stimulus check.2 Other states like Florida, Georgia, Michigan, Tennessee and Texas are putting the money toward $1,000 bonuses for teachers.

Taxes were due May 17. So how will the IRS figure out how much it owes you? It will calculate your total based on the most recent tax filing it’s processed when tabulating the amount of your stimulus check.
If you know your tax return was already processed, the amount of your stimulus check will likely be based on your 2020 adjusted gross income, not on your 2019 AGI. That presents complications if the difference between the two years disqualifies you from getting a third stimulus check.
On the flip side, if the IRS uses your 2019 taxes and you’re owed more money based on your 2020 AGI and dependents, you could get a plus-up payment. If you got more than you’re owed, you’ll only need to return it to the IRS in some cases.

Second Round Of Direct Payments: December 2020
The second round of aid, a $900 billion package which was part of the Coronavirus Response and Relief Supplemental Appropriations Act of 2021 was signed off by Trump on 27 December 2020. It provided a one-off check of up to $600, but this time, households were also able to claim an additional $600 for child dependents aged 16 or under. Those who earned under $75,000 in the 2019 tax year received the full stimulus check, while a steadily smaller figure was given to those on a higher annual income, up to a maximum phase-out limit of $87,000. The first payments, through direct deposit and paper checks with some later payments made by EIP 2 Cards, were issued between 29 December 2020 and 15 January 2021.
Those who didnt receive a stimulus payment either through the CARES Act or the December Covid-19 Relief bill were able to claim for it retroactively when they filed their federal tax returns for 2020 through the IRS Recovery Rebate Credit.

The Third Round Of Stimulus Checks
The most recent checks were included in the American Rescue Plan, which was enacted on March 11, 2021. Eligible individuals will receive a payment of $1,400 , plus an additional $1,400 per eligible child. However, those payments phase out quickly for incomes above $75,000 for single taxpayers, above $112,500 for taxpayers filing as head of household, and above $150,000 for married couples filing jointly. Taxpayers would be ineligible for any payment, unless they have a qualifying child, above the following income levels:
- $80,000 for single taxpayers
- $120,000 for taxpayers filing as head of household
- $160,000 for married couples filing jointly
Similar to previous iterations of the payments, most taxpayers will receive the funds by direct deposit. For Social Security and other beneficiaries who received previous payments via debit card, they will receive this third payment the same way. Overall, such payments are expect to cost $411 billion through 2030 according to the Congressional Budget Office.
How To Claim Your Stimulus Money

The first step is to figure out how much in missing stimulus payments you’ll need to claim on your 2020 tax returns.
The IRS, which began accepting tax returns on February 12, calls the checks “recovery rebate credits” on its tax forms. That’s because, technically, the payments were actually tax rebates paid in advance of filing your taxes. Most taxpayers have until April 15 to file their taxes, although the IRS on February 22 said Texas residents will receive another two months to file, due to the winter storms that battered their state.
To help determine if you are owed more, the IRS published a Recovery Rebate Credit worksheet, which asks questions about eligibility and how much you received in the two stimulus checks so far. If you find that you are owed more, you can enter the amount on line 30 on IRS Form 1040.
If you don’t recall how much you received in the first two rounds of stimulus payments, you can create or view your account at the IRS website. Extra stimulus money will be included with your tax refund. Most taxpayers will receive their refund within 21 days, according to the tax agency.
With Congress now working on a third relief package, millions of households could receive a third stimulus check within the next several weeks, which happens to fall in the middle of tax filing season.

The American Rescue Plan is the official name of that massive stimulus legislation enacted in March. It kicked the nations stimulus response into high gear.
Not only did it make the third round of payments possible. It also expanded the federal child tax credit, with Americans getting half of it this year as an advance payment. WASHINGTON The Internal Revenue Service announced today that all third-round Economic Impact Payments have been issued and reminds people how to claim any remaining stimulus payment they’re entitled to on their 2021 income tax return as part of the 2021 Recovery Rebate Credit.
Parents of a child born in 2021 or parents and guardians who added a new qualifying child to their family in 2021 did not receive a third-round Economic Impact Payment for that child and may be eligible to receive up to $1,400 for the child by claiming the Recovery Rebate Credit.
While some payments of the Economic Impact Payments from 2021 may still be in the mail, including, supplemental payments for people who earlier this year received payments based on their 2019 tax returns but are eligible for a new or larger payment based on their recently processed 2020 tax returns. The IRS is no longer issuing payments as required by law. Through December 31, the IRS issued more than 175 million third-round payments totaling over $400 billion to individuals and families across the country while simultaneously managing an extended filing season in 2021.
The American Rescue Plan Act of 2021, signed into law on March 11, 2021, authorized a third round of Economic Impact Payments and required them to be issued by December 31, 2021. The IRS began issuing these payments on March 12, 2021 and continued through the end of the year.
