On the IRS non-filers tool page, it explains that if the last time you used the Non-Filers tool to register for an Economic Impact Payment , you must complete and print a paper 2019 Form 1040 or 1040-SR tax return, write Amended EIP Return at the top, and mail it to the IRS.
The IRS will use the information they have on file from 2019 or 2020, whichever is the most recent when they get the order to send out the payments. However, there are individuals that will file for the first time in 2020 and those who havent filed in prior years. In the fall, the IRS was trying to locate some 9 million non-filers who were due a stimulus check but hadnt received one yet due to a lack of information. They continue to do this.

If you were due a stimulus check from the previous two rounds or didnt receive the full amount due to you because your economic situation changed in 2020, you can claim those funds through the Recovery Rebate Credit on your 2020 income-tax filing. The filing deadline is 15 April this year, although victims of the winter storms in Texas have an extension until 15 June.

Who Receives A Stimulus Check Payment
If you fall within the Adjusted Gross Income thresholds shown below and have a Social Security number, you are eligible for each economic impact payment. Those who do not qualify for payments include non-resident aliens, dependents, and estates/trusts.
The amount of payment or credit you qualify for depends on your Adjusted gross income and the number of qualified children with a Social Security Number or Adoption Tax Identification Number you can claim.
For 2020, youll qualify for up to $1,800 in credits for yourself and qualified dependents can increase the amount youre eligible to get by up to $1,100 per qualified dependent . Unfortunately, adult dependents didnt qualify for the first and second stimulus payments.
For 2021, youll qualify for $1,400 in advance credits for yourself and qualified dependents will increase the taxpayers EIP by $1,400 so far. However, adult dependents do qualify the taxpayer to receive additional amounts on the third check.

Will There Be Income Restrictions
Yes. Your adjusted gross income will be used to determine whether you qualify, and if so, how much you will get.
- If your AGI for 2019 or 2020 is $75,000 , then you will get the full amount. For AGIs above those amounts, your payment will be reduced proportionately until it reaches zero at $80,000 and $160,000, respectively.
- For Heads of Households, the amounts will be $112,500 and $120,000.

What Should I Do Now
There are several things you can do now ahead of a third stimulus payment to ensure things go as smoothly as possible.
- Make sure the IRS has direct deposit information for you so you will be among the first to receive a stimulus payment.
- If you havent filed your 2020 taxes, consider any difference between 2019 and 2020 income. If the IRS uses your 2019 taxes and you receive more than you would have using 2020 taxes, then you likely wont have to pay that money back.
- Conversely, if you receive a stimulus based on 2019 and actually qualify for more in 2020, then you can claim the difference as a Recovery Rebate Credit when you file your 2021 taxes in 2022.
- If you have a refund coming in 2020 or have makeup prior stimulus credits coming, then you may want to file now to get that money.
- To avoid not receiving your third stimulus and having to claim it as a credit in 2022, even if you dont normally have to file income taxes, consider doing it this year to make sure you are in the IRS system.

If you filed a tax return for tax year 2019 or 2018 or used the 2020 IRS Non-filer portal, the IRS used your information to determine the amount of your payment and delivered it using the direct deposit information , or mailing address you provided. Social Security recipients, railroad retirees, and SSDI, SSI, and VA beneficiaries were sent the payment using the information the Social Security Administration currently has on file.
If you are missing your stimulus check or didnt get the full amount that you are eligible for, you can claim your first stimulus check as the Recovery Rebate Tax Credit on your 2020 tax return or use GetCTC.org if you dont have a filing requirement.

If you have not received all or some portion of your Economic Impact Payments by the deadlines above, you will have to file a 2020 tax return and claim these amounts. How Is The Third Stimulus Check Calculated
The stimulus plan mandates the treasury to rely on 2019 and 2020 tax returns to calculate how much you could get for the third round of stimulus checks.
Congress approved limits based on adjusted gross income ranges. This means that taxpayers making less than the minimum threshold could get the full stimulus check, while those earning above it get reduced payments until they are fully phased out at higher incomes.
You can find your AGI on IRS form 1040. This is calculated by subtracting deductions like student loan interest, health savings account payments, and contributions to a traditional IRA from your gross income.

- If the IRS sends your payment based on a 2019 return and then your 2020 return says you qualify for more , they will send an additional payment to make up for the difference. The $1.9 trillion coronavirus relief plan includes a third round of $1,400 stimulus payments, topping off the $600 checks that were , and adding up to $2,000.
Congress passed the coronavirus relief plan with targeted income limits for maximum stimulus payments to individual taxpayers earning under $75,000 and joint filers making up to $150,000. But whereas the first and second rounds of stimulus payments phased out checks on a sliding scale of $5 for every $100 over the income limit, the new plan cuts off high earners at $80,000 for individuals and $160,000 for couples.

What If I Get Government Benefits Will These Payments Count Against Eligibility Or Unemployment Insurance
Economic Impact Payments dont count against means-tested programs like SNAP, TANF, or Medicaid. The payments are not counted as income during the month they are received and the following month and they are not counted as a resource for 12 months.

“Nope. Filed and paid 2018. Married couple under $150k. Yet getting the same ‘Payment Status Not Available’ as everyone else,” one person wrote on Twitter. “Pure BS explanation since I know I’m eligible and the IRS completed processing my 2018 taxes,” said another.
Others had trouble providing direct deposit information. And PNC Bank reported overloaded systems as customers logged on to see if payments had hit their accounts.
The tool also doesn’t work for Social Security recipients. “If you are a SSA or RRB Form 1099 recipient, SSI or VA benefit recipient the IRS is working with your agency to issue your payment your information is not available in this app yet,” the agency added.
In the meantime, the IRS is warning the public to be on guard against fraudsters trying to exploit the stimulus checks for no good.
“People should watch out for scams using email, phone calls or texts related to the payments,” the agency said in a separate press release. “Be careful and cautious: The IRS will not send unsolicited electronic communications asking people to open attachments, visit a website or share personal or financial information. Remember, go directly and solely to IRS.gov for official information.”

What Happens If You Dont Receive Your Payment Or Only Receive A Partial Amount
If you havent received your payment yet, dont panic, although its easier said than done. Compared with the first round of stimulus checks, the IRS and Treasury Department have significantly shrunk the delivery timeline by weeks, if not months. However, the text of the American Relief Plan still gives both agencies until Dec. 31, 2021, to distribute all funds, meaning the last round of checks might not hit consumers mailboxes until January 2022.
Consider signing up for the U.S. Postal Services informed delivery service, so you know in advance of any mail youll be receiving on a given day. If the IRS says it already mailed your check but you didnt receive one, down the road you might also decide to order a stimulus check payment trace. You can arrange one by calling a hotline at the IRS or submitting a completed Form 3911, Taxpayer Statement Regarding Refund by mail or fax. But be prepared: This process can take weeks. The IRS may also ask that you sit tight for the time being in some cases, for a period as long as nine weeks.

If You Provided Information Using The Irs Non
If you provided your personal information to the IRS using the non-filers portal, your money will be direct deposited into the bank or credit union account or prepaid card that you provided when you submitted your information. If you did not provide payment account information, a check will be mailed to you to the address you provided.
No matter how you receive your payment, the IRS will send you a letter in the mail to the most current address they have on file about 15 days after they send your payment to let you know what to do if you have any issues, including if you havent received the payment.
