  • Your loan was originated on or after November 1, 2018

  • You have no late mortgage payments in the last 6 months, and no more than 1 in the last year

The FMERR program can be used for existing fixed-rate mortgages and adjustable-rate mortgages.

And, FMERR is not limited to single-family homes or primary residences. Homeowners with 2-,3-, and 4-unit homes, as well as second homes and investment properties, can qualify as long as they meet other eligibility requirements.

As inflation continues to soar and motorists feel the pinch at the pump, states across the country are looking for ways to ease the economic hit. Some have paused the state gas tax, but others are taking another route to put money back in people’s pockets and are digging into revenue surpluses from 2021 to give back some of what residents have paid in.

California, most notably, will soon send “inflation relief” checks of up to $1,050 to about 23 million residents, thanks to a budget compromise reached by Gov. Gavin Newsom and state lawmakers on Sunday that includes a $17 billion relief package.

Other states have launched or are considering similar disbursals.

Since the start of the coronavirus pandemic, the federal government has issued three rounds of stimulus checks: Eligible Americans received up to $1,200 starting in April 2020, up to $600 beginning in December 20201 and up to $1,400 starting in March 2021.

If you have a government-backed loan an FHA, VA or USDA loan you wont be able to take advantage of the HIRO or FMERR programs.

Still, theres another great refinance option available, to enable homeowners to reduce their mortgage interest rate even if their homes market value is low compared to their mortgage balance.

If your mortgage is backed by the Federal Housing Administration, the Department of Veterans Affairs or the United States Department of Agriculture, you have refinancing options, even if your mortgage is underwater.

FHA, VA and USDA loan programs all offer Streamline Refinance options, which are quick and affordable refinance loans with reduced eligibility requirements. These Streamline Refinance programs require little paperwork and take less time and money than a conventional refinance.

$2 million in emergency mortgage relief still available for homeowners

Popular mortgage relief programs since 2009 have only been available to homeowners with conventional mortgages backed by Fannie Mae or Freddie Mac.

But what if your loan is government-backed?

Homeowners with federally-backed FHA, VA, and USDA mortgages have access to different mortgage programs than those with conventional loans.

Namely, they can use a Streamline Refinance.

The Streamline Refinance is a special mortgage refi program for people with government-backed loans.

Its similar to a mortgage relief refinance, because you can use a Streamline Refi even if your home is underwater or has very little equity.

And a Streamline Refinance has other benefits, too.

  • Theres less paperwork because you dont have to re-verify your income or employment or get the home appraised
  • Government-backed loans typically have below-market mortgage interest rates
  • Closing costs are typically cheaper

Homeowners can qualify for an FHA Streamline if theyve made at least three consecutive on-time payments on their existing FHA loan.

Even if you make your three consecutive payments while in forbearance, you may qualify for FHA Streamline refinancing. The Department of Housing and Urban Development , which oversees the Federal Housing Administration, is one of the more lenient housing agencies.

For a VA Streamline Refinance , the rules are more lenient.

Allocations For States And Territories

The statute requires the Department of the Treasury to make allocations for each state, the District of Columbia, and Puerto Rico based on homeowner need, determined by reference to the average number of unemployed individuals and the number of mortgagors with mortgage payments that are more than 30 days past due or mortgages in foreclosure. The statute establishes a minimum allocation of $50 million for each state, the District of Columbia, and Puerto Rico.

For Guam, American Samoa, the U.S. Virgin Islands, and the Commonwealth of the Northern Mariana Islands, there is a $30 million territorial set-aside, to be allocated based on each territorys share of the combined population of all four of these territories.

Gov Edwards Announces Mortgage Relief Program For Homeowners Impacted By Covid

Gov. John Bel Edwards is announcing the launch of the Louisiana Homeowner Assistance Fund, a federally funded relief program for homeowners financially impacted by COVID-19 who are behind on their mortgages and at risk of foreclosure. The program is funded through the American Rescue Plan Act, which provides $10 billion in federal relief for vulnerable homeowners. Louisiana is set to receive $146.7 million in funding to provide up to $25,000 per eligible homeowner.

The program is available statewide to homeowners experiencing financial hardship after Jan. 21, 2020, and earning less than 150 percent of the area median income or 100 percent of the national median income, whichever is greater, based on U.S. Department of Housing and Urban Development income data. The Louisiana Office of Community Development is administering the program.

We know that many Louisiana homeowners are struggling financially from the pandemic and, in many cases, have fallen behind on their mortgages and are facing foreclosure, Gov. Edwards said. This program provides an avenue for resources and assistance that has not been available before, and this is an important step to help ensure that low- and moderate-income homeowners and their families are able to stay in their homes.
