Biden called the aid package “urgently needed” and praised the Senate for passing it Saturday, saying it will get “checks out the door” to Americans “this month.”
“The resources in this plan will be used to speed up manufacturing and distribution of the vaccines, so that we can get every American vaccinated sooner rather than later,” he said.
He praised the Senate and hailed the measure’s “overwhelming bipartisan support of the American people,” referring to polling that indicates the legislation is broadly popular.
The vote was a critical early test of Senate Majority Leader Chuck Schumer’s ability to keep all 50 Democrats unified behind a major piece of legislation despite being an ideologically and regionally diverse caucus.
“From the beginning, we said this: We had to pass this legislation,” the New York Democrat told reporters. “We made a promise to the American people that we were going to deliver the real relief they needed. And now we have fulfilled that promise.”
Schumer said Biden called him and he told the president, “I knew we would get this done.”
Senate Minority Leader Mitch McConnell, R-Ky., blasted Democrats for taking a partisan approach and argued that they would not deserve credit for the economic recovery.
“The Senate has never spent $2 trillion in a more haphazard or less rigorous way,” he said. Democrats inherited a tide that is already turning.”
Maine: $850 Direct Relief Payments
Governor Janet Mills signed a supplemental budget on April 20 to authorize direct relief payments of $850 for Maine taxpayers. Full-time residents with a federal adjusted gross income of less than $100,000 are eligible. Couples filing jointly will receive one relief check per taxpayer for a total of $1,700.
Taxpayers are eligible for the payment regardless of whether they owe income tax to the state.
Residents who did not file a state tax return for 2021 can file through Oct. 31 to claim their payment.
The state will mail the first round of relief checks in June to the address on your 2021 Maine tax return.
The supplemental budget also includes an increased benefit for Maines Earned Income Tax Credit recipients.

Who’s Eligible For A Second Stimulus Check
The new Covid relief package follows similar guidelines as the March CARES Act in distributing stimulus checks. This is who qualifies for the full stimulus check:
- Individuals earning up to $75,000
For every $100 earned over these income thresholds, payments are reduced by $5, up to a specified maximum income, phasing out completely at $87,000 for individuals and $174,000 for couples.
How Is Your Income Calculated For The Stimulus Payments
The IRS will use the AGI on your most recent processed tax return on file. While 55.7 million Americans have already filed their taxes for 2020, millions still havent filedand the IRS is also significantly behind on processing tax returns.
The IRS will use your 2020 tax return if it has been processed by the date they submit your check. If your 2020 return is not available yet, they will use the information from your 2019 tax return.
Note: On March 17, the IRS announced an extension to file your 2020 taxes. Tax returns will now be due by May 17. But if you expect that you may receive more in stimulus money based on your 2020 taxes, and you have not yet received confirmation of your stimulus payment status , you should file as soon as possible.
If you are not required to file your taxes and successfully used the IRSs non-filers tool or completed a special simplified tax return in 2020, no action is needed on your part to receive your payment.
If you do not qualify based on your 2019 income, but you will qualify based upon your 2020 income, consider filing your taxes as soon as possible. Families and individuals across the country have received three stimulus checks since the start of the pandemic, but a fourth stimulus check isn’t likely to happen. There is, however, a petition calling for $2,000 recurring checks to all Americans, which has collected more than 2.9 million signatures, but Congress has no official plans to approve another stimulus payment at this time. But many families are still facing numerous hardships, especially since the enhanced unemployment benefits have expired and delta variant cases are rising.
To close the gap in federal support, several state governments have developed programs to give residents additional financial relief. Millions of Californians received a second round of Golden State Stimulus checks , and low-income are eligible for direct payments of $300 or $500. Educators received bonuses in states like Florida, Michigan and Tennessee, and some front-line workers in Vermont also received checks.

In the third stimulus check, dependents of every age count toward $1,400. If you’re a parent of a baby born in 2020, you could be entitled to $1,100 if you never received the first two payments for your new dependent last year.
