Relief Check Coming In Maine
On Friday, April 22, the Mills administration set up a website, Maine.gov/reliefchecks. There, people can go to get answers about the payments. Among the key details to know:
-
Eligibility depends on filing a 2021 Maine individual income tax return by October 31, 2022, as a full-time Maine resident.
-
Those eligible must have a federal adjusted gross income of less than: $100,000 if filing single or if married and filing separately $150,000 if filing as head of household or $200,000 for couples filing jointly.
Importantly, unlike many other stimulus programs including those at the federal level? Maines effort here, which Mills proposed and which got near-unanimous approval from the state legislature, is coming out of a state surplus.
Specifically, these relief check payments are expected to return half of Maines budget surplus to, as the governors office has said, an estimated 858,000 Maine people grappling with the increased costs as a result of pandemic-driven inflation.
What About People With Itins
You still need a work-authorizing Social Security Number to be eligible for this stimulus. However, there are important changes since the first round of stimulus checks.
- In the first stimulus rollout, any non-SSN holder on a joint return made everyone on that return ineligible. Big change: The new rounds of stimulus has corrected this problem. If you filed a joint return with a non-SSN holder, you are still eligible for the stimulus. See the below hypotheticals.
- Situation: A single tax filer has an Individual Taxpayer Identification Number but no Social Security number .
- This person is ineligible for the stimulus.

Economy To Tipped To Soar
The US economy is expected to grow by seven percent this year, the International Monetary Fund has projected.
However, as of last month, there were still 6.8 million fewer jobs available than in February 2020, the month before a global pandemic was declared.
The vast majority of job losses during the crisis were experienced in the lowest wage industries, such as hospitality and the food industry.
Those industries account for 30 percent of all US jobs, data shared by the Labor Department shows.

And it was workers within these industries that benefitted most from the three rounds of federal stimulus aid payments.
But still, jobs in low-wage industries remain down at nearly twice the rate of middle-wage industries – and three times those of high-wage industries.
The number of those out of work across the US remains staggeringly high generally.
A Census Bureau monthly survey found in June that 23 million people were unemployed or lived with someone who was. A total of 5.3 million children fell within that figure.
Child Tax Credit Reduces Us Poverty Rates

The overhaul of the Child Tax Credit was one of the key inclusions in the American Rescue Plan signed into law by President Biden in March. It provides not only a more generous benefits, but also introduces a new payment structure which will allow families to budget more effectively.
This report suggests that the new programme has reduced instances of childhood poverty by as much as 61%, strengthening calls for the new Child Tax Credit to be made permanent.
With no sign of a fourth stimulus check from the federal government, some states have sought to provide their own short-term financial boost to residents.
On 12 July, California Gov. Gavin Newsom signed SB 129 into law, approving the majority of the states 2012/22 budgetary agreement. The centre-piece inclusion in the package was the $100 billion California Comeback Plan, the largest economic recovery bill in the states history.
It included a round of stimulus checks covering around two-thirds of Californians, which are expected to be sent out in September.

Does The Infrastructure Bill Do Enough To Tackle Climate Change
The House is due to return from its summer recess in September and the infrastructure bill will be scrutinized in detail. Progressives are already unhappy with the lack of provisions to stop the climate crisis.
The opinion from Carl Pope says, “Most U.S. infrastructure was built to withstand once-in-a-century floods, fires, storms and droughts, so that only 1% of it was vulnerable each year. But those disasters now happen every 20 years or less.”
“President Joe Bidens infrastructure plan, ambitious as it is, neglects the preventive maintenance that could allay long-term costs of disaster relief and infrastructure repair.”
“Currently, we do the opposite. Not believing in prevention, we underinvest in virtually every aspect of our built environment. According to the World Bank, European countries spend 5% of their gross domestic product on building and maintaining their infrastructure, while the U.S. spends 2.3%.”

The Nation Needs A Bipartisan Infrastructure Deal
The Washington Post Editorial Board argues that the nation is in desperate need of bipartisan deal to show that US democracy can work and the nation could benefit from the investment. In their opinion President Biden should back the deal but he would be right to ask for taxes on corporations be raised but shouldnt give in to demands not to adjust the gas tax that hasnt changed since 1993.

Do People Need A Fourth Stimulus Check
According to CNBC, there is a case for a fourth stimulus check that goes beyond the calls from lawmakers. The Economic Security Project, a progressive organization that advocates for guaranteed income no matter what the state of the economy, says there’s a need for more stimulus checks.
We need at least one more check, said Adam Ruben.
Ruben, the campaign director at the Economic Security Project, also said that stimulus checks should be “automatic,” and not stalled as they were last summer when second stimulus check negotiations caused a long gap between the $1,200 and $600 payments.
There are signs of recovery, though. The June jobs report showed a gain of 850,000, which was better than expected, according to The New York Times. That’s the strongest one-month gain since last summer.
Likewise, the Commerce Department said that gross domestic product had grown at an annualized rate of 6.5% for April through June of 2021, surpassing the figure it had reached before the pandemic, the Washington Post reported. However, that was less than the 8% GDP growth some economists had forecast.
Regardless, certain lawmakers are pushing for relief.
This unprecedented moment demands an unprecedented response. People dont only need relief, they need stability, certainty, and predictability and the ABC Act delivers them exactly that,” said Rep. Pramila Jayapal .
However, Senate Minority Leader Mitch McConnell, R-Kentucky, didn’t appear to agree.
Bipartisan Infrastructure Bill Reveal On Monday
Senator Mazie Hirono of Hawaii points to two major hurdles the bipartisan infrastructure deal will face from the Democrats. The Republicans are only proposing $500 billion in new spending, a far cry from the at least $1 trillion President Biden is willing to settle for. The other issue is with how to pay for it? Democrats want to raise taxes on the wealthiest Americans and corporations so they pay their fair share.
These and other shortcomings of the deal in the eyes of progressives are increasing calls for the Democratic caucus to go it alone using reconciliation.
More than half of all states have announced that they will cancel the additional jobless payments before the original deadline, denying residents vital support.
Louisiana has become the latest state to announce that they will remove the $300-a-week additional unemployment benefits payments, becoming the first Democrat-led state to do so.

Fourth Stimulus Checks For Seniors Why One Group Says Payments Are Vital
As officials work to project the long term impact of the COVID-19 pandemic, one group is calling on Congress to issue a fourth round of stimulus checks, just for older Americans.
Nonpartisan advocacy group The Senior Citizens League is warning that the cost of goods and services is rising for people with fixed incomes, months before next years federal cost-of-living bump.
Government economic experts estimated recent increases in inflation mean the cost-of-living adjustment for 2022 will approach 6%, a whopping jump from the 1.3% COLA awarded for this year.
Some of that may go for higher Medicare costs, however. The Medicare Part B premium for outpatient coverage was projected to rise by $10 a month in 2022, to $158.50 under the reports intermediate assumptions. The official number wont be released until later this year.
According to The Senior Citizens League, older Americans are already under pressure from other rising, unavoidable costs such as food, housing and transportation.
Now, The Senior Citizens League is mounting a campaign to urge Congress to pass a fourth round of stimulus checks that would send $1,400 payments to Social Security recipients only.
The group states on their petition:
TSCL officials said an email that went out last week to seniors prompted more than 100 replies, Mary Johnson, a Social Security and Medicare policy analyst with the group told CNBC.

Stimulus Checks: Where Do We Stand On More Payments
There was no timeline given on if and when the legislation would be considered or how long it would take to implement the new programs if the bills were to be approved.
Congress is in recess through the middle of September. And when lawmakers return, theyll likely continue working on a $1 trillion bipartisan infrastructure plan and a $3.5 trillion budget plan for bolstering family services, health, and environment programs.
The White House and leaders in Congress have not given any indication a fourth payment will be approved, and theres been little other movement aside from online petitions and letters from lawmakers to President Joe Biden.
A change.org petition that was started more than a year ago by a restaurant owner calling for targeted stimulus money has gotten over 2.8 million signatures. The petition calls for payments of $2,000 for each and $1,000 for each child until the pandemic is over.
Meanwhile, several Democrats have written letters to Biden asking for more relief. Some of those letters reportedly advocated for multiple rounds of stimulus checks until the economy rebounds.
But the Biden administration has signaled the president was focused on putting people back to work rather than short-term relief.
