Latest Stimulus Package Helps More College Students

In the third round of COVID-19 relief, college students and their families could see more money in their pockets than before.
The $1.9 trillion American Rescue Plan Act, signed by President Joe Biden on Thursday, provides students with immediate and long-lasting financial benefits, including:
- Relief checks, even for dependent students.
- Emergency financial aid grants from their schools.
- Child tax credits for students who have children.
Students were largely left out of earlier relief bills. Connel Fullenkamp, an economics professor at Duke University, says thats because students are overlooked by politicians.
Fullenkamp says he thinks the latest relief package could have a significant and much-needed impact on students. We are not going to pay their tuition, but we can help defray some of the costs of living, Fullenkamp adds.
Here are the details on what college students can expect from the relief package.
I Didn’t File My Taxes In 2019 Can I Still Get A Stimulus Check
If you weren’t required to file a 2019 tax return because you were below income limits or you receive federal benefits such as Social Security , you may still qualify for a payment. Up to 9 million people who fell into this nonfilers category were owed a first stimulus payment as of last fall.
Though many people in this category should have received their second payment automatically, if the IRS doesn’t send your money by the start of tax-filing season, you’ll need to file a federal tax return this year to claim your missing payment as a Recovery Rebate Credit, the Tax Foundation said.
How Will Stimulus Payments Affect Taxes
As part of economic legislation aimed at mitigating the impact of the coronavirus, millions of individuals and families were eligible to receive stimulus payments, also referred to as economic impact payments by the Internal Revenue Service. The federal government sent out two stimulus payments in 2020, and one in 2021. Many people wonder if those payments are taxable or otherwise affect their taxes.

You Get Less If You Made Too Much
The above numbers assume you made less than $75,000 as an individual or $150,000 as a married couple.
How do the first and second payment reduce based on your income?
If you made more than those amounts, your maximum check gets reduced by $5 for every $100 you were over. You hit a $0 payment at an income of $87,000 for individuals and $174,000 for joint filers.
How does the third payment reduce based on your income?
For the third payment, you still get the full amount if you made up to $75,000 as an individual or $150,000 as a joint filer. However, the payment phases out more quickly. If you made at least $80,000 or $160,000, you get zero.
Your Bank Account Number

When you file your taxes, make sure you use your current banking information if you would like your payment through direct deposit.
Typically, youll receive this payment using the refund option you select on your tax return. If you received an advanced refund through your tax service provider or paid your tax preparation fees using your refund, youll receive your payment by check in the mail.

What To Do If The Irs Needs More Information

You May Get $300 A Month If You Have A Child
More than 20% of college students have children. If you have children, the stimulus package includes up to a $3,600 cash allowance for children under age 6, which is a $300 check every month. Theres also up to a $3,000 cash allowance for children ages 6 to 17, which equates to a $250 check every month. The previous child tax credit was an annual benefit of $2,000, whereas the new child allowance means you could get a check every month. While this plan is temporary under the new stimulus package, President Joe Biden wants $300 checks every month for children to become permanent.

The tax filing season opens on Friday,and with it comes a question different from other tax years: How will the stimulus payments and unemployment income affect taxes?
Because of the pandemic and the governments relief program, millions of people received both types of payments but they are treated differently for tax purposes.
The good news is that you dont have to pay income tax on the stimulus checks, also known as economic impact payments.
The federal government issued two rounds of payments in 2020 the first starting in early April and the second in late December. If you got the full amount in both rounds, and your income and family circumstances havent changed, youre all set. You dont need to include information about the payments on your 2020 tax return, the Internal Revenue Service says.
If they dont owe you any more money, you dont have to do anything, said Kathy Pickering, chief tax officer at the tax preparation company H& R Block.
A refresher: The first payment was for up to $1,200 per person, plus $500 for each child. The second was up to $600 per person, plus $600 for each child.
You should receive a form, 1099-G, detailing your unemployment income and any taxes that were withheld, which you enter on your tax return.

No Stimulus Check Follow These Steps To Get That $1400 Check
There are some people, however, who may be eligible for direct payment but will not receive the money until they file taxes.
Roughly six percent of stimulus payment recipients from President Joe Bidens American Rescue Plan are still waiting for the third round of direct relief, according to the IRS.
Bidens rescue package sent eligible Americans $1,400 stimulus payments, plus an additional $1,400 per dependent, after Congress passed $1,200 and $600 payments during former President Donald Trumps White House term.
There are some people, however, who may be eligible for direct payment but will not receive the money until they file taxes.
People who dont normally have an obligation to file a tax return and dont receive federal benefits may qualify for these Economic Impact Payments, the IRS stated in a press release.
That could be homeless individuals, along with people who didnt get the first or second round of direct relief and could qualify for the 2020 Recovery Rebate Credit. But to get the $1,400 check, they must file a 2020 tax return.
Individuals who didnt get a first or second round Economic Impact Payment or got less than the full amounts may be eligible for the 2020 Recovery Rebate Credit, but theyll need to file a 2020 tax return, the agency noted.
The IRS noted that free tax preparation is available for eligible filers.

The good news is, if you didnt file a return in the past but you submit one this year to claim your stimulus check, the IRS will have your information on file going forward. If the Biden Administration is successful in passing legislation providing a third stimulus payment, the IRS will have your updated information, and you should get the third payment without further action on your part.

Tax filers will be able to choose whether they want to use either their 2019 or 2020 earned income to calculate the Earned Income Tax Credit on their 2020 income tax returns, thanks to a one-time lookback provision. The lookback will help financially challenged people qualify for the refundable portion of the Child Tax Credit, which is allowed even if you do not owe any tax.
Unemployment compensation is taxable income. Since many did not have taxes withheld, they could face a tax bill. A generous payout for the earned income credit could offset some taxes that will be owed and even contribute to a tax refund.
The earned income credit will vary. The maximum credit is $6,660 for those filing a 2020 tax return but applies only to tax filers who have three or more qualifying children. By contrast, the maximum credit is $538 for someone who has a limited earned income but no children.
The maximum adjusted gross income allowed to obtain the earned income credit is up to $15,820 for those who are single with no children.
The highest cutoff is $56,844 for married couples filing a joint return with three or more qualifying children. The cutoff is an adjusted gross income of $41,756 for those who are single, widowed or head of household with one child.

Are Stimulus Checks Considered Taxable Income
The stimulus checks were paid based on information from your most recent tax return and will be reconciled in tax year 2020 to ensure you received the correct rebate amount.
- If you are underpaid based on your 2020 income you may receive more tax credit when you file your 2020 taxes.
- If you are overpaid, you dont have to pay it back.
For example, if you received $700 as an individual based on your 2019 return but when you file your 2020 tax return, it shows your income took a hit and you should have received a $1,000 stimulus check. You would receive an additional $300 credit on your 2020 return.

The IRS tool is for eligible U.S. citizens or permanent residents who had gross income below $12,200 for 2019 and werent required to file a 2019 federal tax return.
They need to provide the following information:

If you had a baby in 2020, the IRS did not have information on your new baby when they issued the first and second round of stimulus payments based on your latest tax filing .
