Missing Stimulus Money Claim The Recovery Rebate Credit
Technically, stimulus payments are an advance on a tax credit for the 2020 tax year. The IRS calls this credit the Recovery Rebate Credit. Unlike a tax deduction, which reduces your taxable income , a tax credit reduces the amount of tax you owe, dollar for dollar. Even better, and unlike most credits, the Recovery Rebate Credit will give you money back even if it’s more than the tax you owe or paid. For example, if you owe $700 in federal income taxes for 2020, a $1,200 stimulus tax credit would net you a $500 tax refund.
You need to file federal tax form 1040 or 1040-SR for 2020 to claim your Recovery Rebate Credit. You’ll also need your IRS Notice 1444, the letter the IRS should have sent to you a few days after you got your first stimulus check, and IRS Notice 1444-B, which you would have gotten after your second stimulus check. If you didn’t get a stimulus check, you don’t need either notice.
Use the Recovery Rebate Credit worksheet on page 59 of the IRS instructions for the 1040 or 1040-SR to calculate how much stimulus money you’re entitled to for the credit.

You Dont Qualify For A Stimulus Check
Like the first stimulus check and second stimulus check, not everyone qualifies for an Economic Impact Payment. Here is the adjusted gross income threshold for the third stimulus check to get the full $1,400 stimulus payment :
Single: $75,000
Head of Household: $112,500
$150,000
If your adjusted gross income is higher than these amounts, you wont get any stimulus payment:
$160,000
Not Everyone Who Lives In A Us Territory Is Ensured A Check
With the first two stimulus checks, people who live in Puerto Rico, the US Virgin Islands, American Samoa, Guam or the Commonwealth of the Northern Mariana Islands may have been eligible to receive payments. Whether these groups qualified for a check has in the past been determined by the tax authorities in each territory. These agencies were also directed to make the payments. It’s the same situation for the third stimulus checks.
If you never received a payment for one or both of the previous stimulus checks, you’ll need to contact your local tax authority to inquire.
Nonfilers will need to take an extra step to get their stimulus money.

How Do I File Taxes If I Only Received Unemployment In 2020
Unemployment benefits are taxable income. If you received unemployment benefits at any point you should have receive a Form 1099-G reporting the 2020 total to the IRS. If you didn’t receive the form, most state unemployment sites will have the form available to download once you log in. If you had any taxes withheld from the benefits those should appear on the form.

What Is A Recovery Rebate Credit

The IRS has lots of different rules, regulations and terms that make things confusing for filers, but pay no attention to the man behind the curtain: The Recovery Rebate Credit is simply just another name for your stimulus check. And if you were one of the lucky Americans who received two EIPs with no problems, you technically just received an advance of that Recovery Rebate Credit.
Americans can claim that credit by filling out a new, special section on their 2020 Form 1040 or 1040-SR if theyre a senior. That also goes for taxpayers who normally dont have to file a tax return, according to the IRS.
But rest assured: Receiving a stimulus check wont come back to bite you. The IRS says that the credit will only increase the amount you receive as a tax refund or decrease the amount you owe, rather than subtract from the refund youre entitled to. Your stimulus check also isnt considered taxable income.

Why Did I Receive A Debit Card
The IRS issued millions of debit cards to taxpayers in lieu of second stimulus checks, but will be sending out fewer debit cards out for the third payment. The prepaid Visa debit cards, issued by MetaBank, are called Economic Impact Payment cards. Your EIP card will arrive in a white envelope with “Economic Impact Payment Card” in the return address. You’ll need to activate the card by calling the phone number that comes with the card and choosing a 4-digit PIN number.
You can use your EIP card for purchases or use it to withdraw cash . You can also transfer the funds from your EIP card directly into your own bank account, after you register for online access.
If you use the card wisely, it will be free, but there are some fees to be aware of. If you use an out-of-network ATM or a bank teller to withdraw cash, you may need to pay a fee, and if you check the balance of the debit card, at either an in-network ATM or an out-of-network ATM, you will be charged a small fee.
The IRS has announced that the vast majority of taxpayers should receive their third stimulus payment by direct deposit this time.
Senate Vs House Income Caps
Senate check income limits | |
Full payment below $150,000 cutoff at $160,000 | Full payment below $150,000 cutoff at $200,000 |
According to the Institute on Taxation and Economic Policy, 60% of Americans would receive a full payment under both the House and the Senate plans. The Senate change, however, would affect the highest earners, where more than 11 million adults and over 4 million children would be blocked from receiving a check for any amount.
The new income cap limits are lower than that for the $600 check — at $87,000 for an individual, $124,500 for a head of household and $174,000 for families — but the amount of money that people who qualify could receive might be more than twice the amount of that second check.

New Stimulus Check Cutoff Means Millions Won’t Get The Full $1400 Here’s How
The Senate passed a new version of the stimulus bill, which lowers the income limit for millions of people. Here’s exactly what that means.
A targeted stimulus check could mean some people could get $1,400 and others could get nothing.
The nearly $2 trillion stimulus bill passed the Senate on Saturday, picking up some significant amendments to the provisions for federal unemployment insurance and the third stimulus check, which mean tens of millions of people will get less money than they may’ve expected.
For the new stimulus checks specifically, the $1,400 per person maximum remains , but an effort to “target” the payments would result in stricter rules around an income cutoff. That means the payment will get smaller quicker for any amount you make above a certain level, and fewer people overall would receive a partial payment. More people wouldn’t qualify for a check.
Though the House will still need to pass the amended bill , it’s projected to do so without additional amendments, which means the current legislation is likely to be final. We’ll explain how your yearly income fits in to the new, targeted plan. For more information, here’s when a third stimulus check could arrive, how tax season could complicate your stimulus payment and what to know about qualifications for a third stimulus check. My Stimulus Payment Went To The Wrong Bank Account
If the Get My Payment tool tells you your check will be direct-deposited, it will also provide the last four digits of the number of the bank account into which your stimulus payment will be deposited. For the initial checks, some individuals saw that their deposit was going to an old bank account, or they even saw bank account numbers that they didn’t recognize. Here’s what to do:
- If the tool says that your payment was deposited into your bank account but you haven’t seen it yet, your bank may still be processing it.
- You won’t necessarily get the third check direct deposited, even if the first or second one was direct deposited.
- If your third stimulus payment is sent to a closed bank account, the bank is required to transfer the money back to the IRS. The IRS will not redeposit it to you or mail you a paper check. Instead, you will have to file your 2021 tax return to claim your “Recovery Rebate Credit.” See below for instructions on claiming the rebate on your tax return.
- If H& R Block submitted your last tax return and you signed up for a “refund transfer,” the IRS might deposit your stimulus payment with H& R Block . H& R Block should transfer the money to your bank account within 24 hours.
- Those who submitted their last tax return with Turbo Tax should receive their payments in the same bank accounts through which they received their tax refunds.
How To Secure A Timely Refund
Delaying the traditional start of tax season may help reduce confusion among taxpayers who havent received stimulus payments they are eligible for, but it also means a longer wait for Americans who rely on annual tax refund payments and file early in the season, or who wont receive any stimulus until filing their returns.
The IRS says nine out of 10 taxpayers will receive their refund within 21 days of filing if they do so electronically using direct deposit and there are no issues with the return.
Thats three weeks that people are out that money, says Dan Herron, CPA, founder of Elemental Wealth Advisors in San Luis Obispo, California. But many who rely on an annual refund check, need that money because they bank on that to pay for medical expenses, or major purchases, or just surviving at this point. Thats frustrating.
Despite the late start, there are a few ways to ensure you receive your tax refund, including any stimulus payment youre eligible for using the Recovery Rebate Credit, as quickly as possible.

If I Dont Qualify For The Third Stimulus Check Based On My 2019 Income But I Do Based On 2020 Can I Appeal To The Irs If Theyve Already Sent My Check
The IRS has until the end of the year to issue the stimulus payments for 2021 and will be reviewing returns for 2020. As the agency continues processing tax returns, additional payments will be made, tax experts say.
If you havent filed your 2020 taxes, but believe you qualify based on your income levels you should file your 2020 taxes to ensure the IRS has the latest information.
The IRS will continue to process stimulus payments weekly, including any new returns recently filed. If you still dont receive a stimulus, the IRS said they will reconcile this sometime this year, according to Curtis Campbell, President of TaxAct, a tax preparation software.
If the 2020 return hasn’t processed for some reason, the IRS will go off 2019 return information. Then, after tax season, if someone files their 2020 tax return and it is processed, the IRS will do a ‘true-up’ of the check between 2019 data and 2020 data, says Campbell.
For those who didn’t get a check based on their 2019 income, file a 2020 return and the IRS will recover their payment based on their updated return, IRS Commissioner Charles Rettig said Thursday during testimony on Capitol Hill.
The IRS will do a redetermination the earlier of 90 days after the tax filing deadline, which includes extensions, or Sept. 1, Phillips added.
Those Without Direct Deposit Info On File With Irs May Wait Months For Relief Checks

People have to register by filling out this form on the IRS website. There are resources to help these people navigate the process primarily social welfare nonprofits, although tax prep giant H& R Block also has an online tool to help non-filers register to get their stimulus money.
The IRS said it will send out a letter starting on Sept. 24, alerting non-filers that they have stimulus payments they can claim.
“This money means more to them than to anybody else, but theyre the hardest to reach.”
Thats not a lot of time, said Ed Mierzwinski, senior director of federal consumer programs at the nonprofit Public Interest Research Group. The deadline for people to fill out the form for eligible non-filers is Oct. 15. The deadline for non-filers with kids to claim the additional $500 child payment is even earlier: Sept. 30.
Its par for the course for this administration, Mierzwinski said. I hope that the Democrats insist that that deadline be extended, he added, given that some of the volunteer income tax assistance programs and low-income taxpayer clinics catering to this population have had to scale back their services or switch to a virtual-only format as a result of the pandemic.

Am I Allowed To Skip A Required Minimum Distribution For 2021
Under the CARES Act, required minimum distributions for 2020 were waived. However, RMD is back on for 2021.
If you don’t take a RMD you might get a penalty of 50% of the shortfall, on top of whatever taxes are due on the original amount.
RMDs are based on the balance in your traditional IRAs, 401s and other retirement-savings plans as of Dec. 31, 2020, and an IRS life-expectancy factor based on your age.
The SECURE Act, passed in late 2019, raised the age to start taking the required withdrawals to 72. For 2022, the IRS released new tables for all three life expectancy tables affecting RMD.

Q My Spouse And I Filed Taxes Jointly But We Only Got Half Of The Amount We Were Supposed To Get For Our Stimulus Check What Can We Do Cash Poor
A. The IRS had until Jan. 15 to send out all the second stimulus checks.
If you didnt receive a check, or if the amount of your check was incorrect, you can still get the money.
Youll have to file a 2020 tax return and claim a credit called the Recovery Rebate Credit.
Remember that eligibility the first stimulus payment was based on your 2018 or 2019 income tax returns, while the second stimulus was based on your 2019 income tax return. If you earned too much, its possible that you were not eligible for the full benefits.
Assuming youre eligible for additional stimulus, you would receive the rest of the funds as a tax refund or it would reduce the amount of your tax liability.

You Didn’t File A 2019 Or 2020 Tax Return
Generally, the IRS will look at your 2019 or 2020 tax return to see if you’re eligible for a third stimulus check and, if so, to determine the amount of your check. If you didn’t file a 2019 or 2020 return , then the IRS is stuck. It doesn’t have the information it needs to send you a payment readily available.
For some people, the IRS got the necessary information from another federal agency that is paying you benefits . After it got the information, the IRS was able to start sending payments to those beneficiaries but waiting to get the data caused a delay. For example, the IRS just recently started sending payments to millions of federal beneficiaries.
If the IRS isn’t able to get the information needed to process your payment , then you’ll have to claim the amount you’re entitled to as a Recovery Rebate credit on your 2021 tax return. But there’s an easy way to avoid this simply file a 2020 tax return, even if you don’t have to.
There’s still plenty of time to file a 2020 return. The IRS pushed back this year’s return filing deadline from April 15 to May 17, 2021, so you have an additional month to get your 2020 return to the IRS. The tax agency has until the end of the year to send out third-round stimulus payments, so you can still get a check if you haven’t filed yet it will just take longer for you to get it.

My Third Stimulus Payment Was Too Low
Many individuals and families will find that their third stimulus checks are lower than they thought. That could be because people who make over a certain amount have part of the $1,400 payment taken away. For example, single people who make over $75,000 in adjusted gross income will have their second stimulus checks reduced by 28% of the income over $75,000. Married people filing jointly and heads of household will have their payments reduced by a similar amount.
The third stimulus payment is technically based on your 2021 income, but the IRS is using your 2020 tax return to estimate it. If your income goes down in 2021, making you eligible for a payment, or a higher payment, you’ll be able to file a tax return for your 2021 taxes and you’ll receive the stimulus money you didn’t getâit’s called a recovery rebate credit.
