WEST VIEW, Pa. – Gov. Tom Wolf was in West View Wednesday, pushing his plan to send $2,000 direct payments to Pennsylvania families.

He’s calling on the Republican-led General Assembly to pass the legislation that would use some of the leftover American Rescue Plan funds to send $2,000 checks to Pennsylvanians with a household income of $80,000 or less.

“I’m talking about $2 billion that’s sitting in a checking account out in Harrisburg that if we don’t use it by the end of 2024, we have to send it back to Washington. Do you want to do that? I don’t,” Wolf said.

Wolf said the funding would also help with the skyrocketing inflation.

House Republican caucus spokesman Jason Gottesman has said Republicans aren’t on board with the governor’s idea. Sen. Devlin Robinson, a Bridgeville Republican on the Senate Appropriations Committee, said his colleagues think there are better ways to spend the money, like funding bridge work on I-79 instead of tolling the interstate.

But without support from the Republicans who control the General Assembly, there won’t be a state stimulus check.

The House of Representatives passed a bill that would provide Americans with $2,000 stimulus checks on Monday, more than trebling the size of the $600 direct payments provided under the $900 billion relief package passed in Congress last week.

HARRISBURG, Pa. – Today in Pittsburgh, Governor Tom Wolf called on the General Assembly to pass legislation that would provide up to $2,000 in direct stimulus payments for households with an income of $80,000 or less.

This plan is good for families, it’s good for children. It’s also good for workers and businesses, for our economy, said Gov. Wolf.

Wolf has been advocating for the $500 million stimulus plan that would use remaining federal American Rescue Plan Act dollars. This morning he continued his efforts to convince the Republican-majority General Assembly to get the job done.

Now is the time to act, and the bill has already been introduced in the General Assembly, said Wolf. To the Republican leaders in the General Assembly, I say lets pass this bill now, he added.

Wolf says Pennsylvanians are struggling and need the COVID recovery stimulus. He says inflation and other costs are only making it harder, especially for those living paycheck-to-paycheck.

Inflation is making everything that was expensive before even more expensive right now, just creating a real inconvenience for everybody, said Gov. Wolf. But if you’re living paycheck-to-paycheck, that’s more than just an inconvenience. That could be dire.

Who Gets The $600 Checks

The checks would represent half of the amount directed to most U.S. households in the spring, when the Coronavirus Aid, Relief and Economic Security Act authorized $1,200 checks for eligible adults.

However, under the bill passed by Congress this month, one group of people would receive more money in the second round of stimulus checks than the first: dependent children, who would receive the same $600 checks as adults, up from the $500 checks that children received through the CARES Act in the spring.

Single people earning up to $75,000 would receive $600, while married couples earning up to $150,000 would receive $1,200.

The second round of checks would have the same type of income phaseouts as in the CARES Act, with the stimulus check payments reduced for earnings above $75,000 per single person or $150,000 per married couple.

The amount of payment individuals receive would be reduced by $5 for every $100 of income earned above those thresholds, according to the House Appropriations committee. That’s similar to the CARES Act, but fewer higher-earning taxpayers would qualify for the checks under this formula when compared with the earlier bill.

The second stimulus checks would be phased out entirely for single people earning over $87,000 or married couples earning more than $174,000 compared with the CARES Act’s phaseout for single people earning over $99,000 and for couples earning over $198,000.

$600 For Each Dependent Child

Aside from the smaller stimulus checks for adults, the other major change under the bill passed by Congress is the amount provided for dependent children: $600 for each child, up from $500 in the CARES Act.

However, the bill states the $600 would be directed toward each dependent child under age 17, which means that adults who are nevertheless claimed as dependents such as college students and older high school students wouldn’t qualify for the checks.

Adult dependents, such as seniors who are claimed as dependents on their adult children’s tax returns, also wouldn’t qualify for the checks. Excluding college students and other adult dependents was a matter of debate with the first round of checks, with some families arguing that older dependents should also qualify for the payments.

A family of two parents with two child dependents could receive up to $2,400 under the provision, lawmakers said.

The furor over raising the amount of the stimulus checks came during a chaotic end to a session of Congress that resembles few others for the sheer number of crises and political standoffs as Trump’s presidency defined and changed the legislative branch.
