As America nears one year since Covid-19 pandemic-related shutdowns began, a third wave of stimulus support is on its way. The American Rescue Plan, an ambitious $1.9 trillion Covid-19 relief package first unveiled by President Biden in January 2020, has now officially been signed into law and is sure to be a centerpiece of Bidens first 100 days.
Whats in the stimulus bill? The package includes a third stimulus check for $1,400, expanded and extended unemployment insurance, and billions for schools, public health, and state and local government aid. And thats not all.
Some 280 million people will be eligible for the third round of stimulus checks, according to the Institute on Taxation and Economic Policy, and unlike previous direct payments, all dependents including college students and some people with disabilities, not just children under 17 will be eligible. Heres how to check if you qualify for a third stimulus payment.
Between those checks, a child allowance program to help parents, an expansion of zero-premium health care coverage to low-income Americans, housing aid, and other aspects, its one of the most ambitious anti-poverty bills in decades.

One Thing Missing: A Minimum Wage Hike
As part of the stimulus plan, Mr. Biden wanted to raise the federal minimum wage, which is now $7.25 per hour, to $15 per hour.
The stimulus bill passed by the House would increase the wage to $15 per hour by 2025, but the Senate parliamentarian said the provision violated the strict rules that Senate Democrats had to follow to pass the bill through a special process that shielded it from a filibuster and allowed for its approval with only Democratic support. A vote in the Senate on Friday to add the wage increase back to the bill failed.
The Senate bill also dropped funding for a rail project in Silicon Valley in Northern California and a bridge between upstate New York and Canada, two provisions that were included in the House bill and drew criticism from Republicans.

A $15 Minimum Wage Will Have To Wait For Another Day
Many Democrats hoped to include a provision in the Covid-19 relief package that would have increased the federal minimum wage, which has been at $7.25 since 2009, to $15 by 2025. The provision did make it through the House-passed bill, but it was struck down by the Senate parliamentarian, who ruled it didnt fit under the rules of the budget reconciliation process Democrats are using to pass the stimulus.
There was some hope that Democrats might find a different avenue for increasing the minimum wage to $15, including overruling the parliamentarian, getting rid of the filibuster, or finding some way to compel companies to pay a $15 minimum wage by taxing them if they didnt. But ultimately, they forged ahead with the Senate bill without it.
One thing that became clear as Democrats in the Senate tried to hash this out: A significant portion of the caucus doesnt want to raise the minimum wage to $15 by 2025. A Senate amendment to put a $15 minimum wage back in the Covid-19 bill was voted down on Friday, with 58 senators voting against it.
The legislation may not be everything progressives wanted, but the bills passage in the Senate is an important step toward getting help to millions of people.

The Affordable Care Act Would Get A Boost

The bill would temporarily increase subsidies for people purchasing health insurance through the Affordable Care Acts marketplaces. It includes billions of dollars for public health programs and veterans health care.
It also seeks to help those who have lost jobs keep the health insurance coverage they had through their employer, covering the full cost of premiums through a federal program called COBRA through September.

Senate Passes $19 Trillion Covid Relief Bill Including $1400 Stimulus Checks With No Republican Support
WASHINGTON The Senate passed a $1.9 trillion coronavirus relief package Saturday, capping off a marathon overnight session after Democrats resolved internal clashes that threatened to derail President Joe Biden’s top legislative priority.
The far-reaching legislation includes $1,400 stimulus checks, $300-per-week jobless benefits through the summer, a child allowance of up to $3,600 for one year, $350 billion for state aid, $34 billion to expand Affordable Care Act subsidies and $14 billion for vaccine distribution.
The final vote was 50-49 along party lines, with every Republican voting “no.” It came after Democrats voted down a swath of Republican amendments on repeated votes of 50-49 to avoid disrupting the delicate agreement between progressive and moderate senators.
Before it can be signed by Biden, the legislation will have to be passed again by the House because the Senate made changes to its version. House Majority Leader Steny Hoyer, D-Md., said the chamber would vote Tuesday on the Senate-passed legislation.

James Carvilles old adage, Its the economy, stupid still fits today, and it will certainly lead the way on any future stimulus checks or hazard pay decisions.
Even a position like its dead on arrival can be changed. This is the current position of Senate Republicans, but the economy will drive further action or inaction by the Senate. Right now, the economy continues to struggle badly. More than 36 million new jobless claims have been filed in eight weeks, and we are in a recession that is arguably headed to a depression. The most recent unemployment rate was reported as 14.7%, but many experts acknowledge that unemployment is really around 25%. Treasury Secretary Steven Mnuchin admitted on Fox News Sunday that real unemployment is much higher than 14.7% before agreeing that its probably really 25% and that things would get worse before getting better.
I recommend that rather than listen to the bluster and partisan tones of Democrats and Republicans in Congress just pay attention to the economy. Pay attention to unemployment. Pay attention to job losses and notice whether or not those jobs are expected to come back. Listen closely to what employers are saying. Hone in on corporate bankruptcies and assess the impact on hiring. These factors as well as others will give you more insight into what Congress might do than anything any members say.

Invalid And Challenged Stimulus Payments
After the enactment of the CARES Act, the Treasury Department and IRS disbursed about 160.4 million payments totaling $269 billion by the end of April 2020, of which nearly 1.1 million payments, totaling almost $1.4 billion , were sent to dead people. A Government Accountability Office report in June 2020 noted that, in the hurry to distribute payments, the agencies had not followed post-2013 financial control safeguards to prevent payments to the dead or other ineligible persons. The report added that “agencies have made only limited progress so far in achieving transparency and accountability goals.”
The IRS put a notice on their website that incarcerated individuals did not qualify and withheld or retrieved payments from many prisoners. On September 24, 2020, a U.S. District Court issued an order certifying a nationwide class of incarcerated individuals. The court also granted a preliminary injunction requiring the IRS and Treasury Department to stop withholding checks solely on the basis of their incarceration status, resulting in payment of $100M .
Some citizens of other countries were accidentally given checks on the basis of having previously worked or lived in the U.S.

Rep. Jodey Arrington said, Speaker Pelosi is throwing your tax dollars at Democrat cronies like a float captain throws beads at a Mardi Gras parade: bailouts for union pensions, bailouts for cash-flush states like California, bailouts for schools who still refuse to open.
The bill also establishes 15 weeks of paid leave for federal workers, including US Postal Service employees, for COVID-19-related reasons, including care of kids who dont have school or daycare.
It creates a new $25 billion grant program specifically for bars and restaurants that will compensate for lost revenue, and allows for government reimbursement of health insurance premiums for people who remain on employer policies after losing their jobs.

Extended Unemployment Benefits$300 A Week Until September
The package will extend a $300-per-week federal unemployment supplement through Sept. 6. The first $10,200 of unemployment benefits received in 2020 will be tax-free for individuals with adjusted gross incomes below $150,000. If you qualify for the tax-free benefit and you already filed taxes for 2020, you will likely need to file an amended return.
In addition, the bill will extend pandemic unemployment assistance for self-employed people and gig workers, and extend the length of time people can claim unemployment benefits. People who have exhausted their state unemployment benefits will get an extension through Sept. 6.

The amount and length of additional unemployment support has been a key point of debate for this round of stimulus legislation. The extension of benefits signed by former President Donald Trump in late December were set to expire in March. Legislators strategized that another stimulus in March would be essential to minimize a looming gap in benefits for people who are out of work due to the pandemics effect on the economy.
Foreclosure And Eviction Moratorium
- Sections 4022 and 4023 deal with mortgages, protecting those with federally-backed mortgages from foreclosure until at least August 31, 2020, and allowing the right to request a mortgage forbearance for up to 180 days. The bill would provide funding for vaccine distribution as well as coronavirus testing, contact tracing and genomic sequencing. It would give money to the Federal Emergency Management Agency as well.

Bidens Dogs Were Sent Back To Delaware After A Biting Incident They Will Return To The White House Soon
President Bidens two German shepherds were shipped back home to Delaware for a temporary vacation after Major, the youngest, showed aggressive behavior toward an unfamiliar person who surprised him, Mr. Bidens press secretary Jen Psaki said Tuesday.
The dogs will return to the White House soon, after spending time with a caretaker at the family house in Wilmington, Ms. Psaki told reporters at the White House.
Ms. Psaki did not provide many details. She did, however, say there had been some kind of an incident resulting in a minor injury that was handled by the White House medical unit, with no further treatment needed.
The dogs are still getting acclimated to their new surroundings, Ms. Psaki said.
The Delaware trip was already in the works before the episode, she added .
A report by CNN on Monday evening said that the dogs, Champ and Major, had been moved after Major had what one person described as a biting incident with a member of the White Houses security staff.
A person familiar with the dogs whereabouts said it was typical for Champ, and Major, to be shuffled back to Delaware when Jill Biden, the first lady, is on the road Dr. Biden is currently on the West Coast.
The dogs joined the Bidens at the White House shortly after the family relocated to Washington. Since then, they have been allowed to roam unleashed on the White House grounds. They are often part of the backdrop in Oval Office photos.

No Minimum Wage Increase
The bill does not include an increase in the federal minimum wage of $7.25 an hour last set in 2009. The minimum wage varies from state to state but must at least equal the federal standard. The US House of Representatives had approved an increase in the federal minimum wage to $15 an hour, but the provision lacked sufficient support in the Senate to overcome procedural hurdles and was removed.
