If youre in the remaining 30%, you dont have the same flexibility, Graves says. He suggests calling a housing counseling agency approved by the Department of Housing and Urban Development . Congress has provided $100 million so those agencies can assist homeowners.

A $1,500 pandemic leave payment is being made available to workers in Victoria who need to self-isolate because of COVID-19.

The fortnights payment will be available to workers who do not have sick leave and have been directed to stay at home by a public health official.

Nearly 2 Million Americans Still Arent Paying Their Mortgages

As of July 20, 1.86 million borrowers remained in COVID-19 forbearance plans, according to mortgage data firm Black Knight. That number totals 3.5 percent of all active mortgages and fully 6.2 percent of FHA and VA loans. Meanwhile, the official unemployment rate stood at 5.9 percent in June.

Hopes For A Smooth Mortgage Aid Process

Graves says the closest example to the new mortgage aid program was an Obama-era plan created in response to the Great Recession. The Hardest Hit Fund was designed to assist the states hit hardest by the subprime lending crisis.

At that time, federal government also distributed the funds through each states housing agency. But there were challenges.

It was done by the states in fits and starts. There were a lot of states that got a very slow start and tripped over themselves because this was new, Graves says.

He hopes the rollout will be smoother this time: Since this is similar, there should be some institutional knowledge in each of these state housing finance agencies so they can take their original programs and tweak them to match the current environment.

WASHINGTON The economic relief plan that is headed to President Bidens desk has been billed as the United States most ambitious antipoverty initiative in a generation. But inside the $1.9 trillion package, there are plenty of perks for the middle class, too.

Whether they are direct stimulus payments, an array of tax benefits or an expansion of the Affordable Care Act, the bill will bring a big economic lift to middle-income families. In some cases, those households will have weathered the pandemic relatively unscathed, and those who are concerned about the cost of the legislation have suggested that the definition of middle class has expanded to include families who are actually well-off.

An analysis by the Tax Policy Center published this week estimated that middle-income families, those making $51,000 to $91,000 per year, will see their after-tax income rise by 5.5 percent as a result of the tax changes and stimulus payments in the legislation. The increase for that income group is about twice as generous as what it received after the 2017 Tax Cuts and Jobs Act.

Understanding The Cares Act

The stimulus checks issued by the U.S. Treasury Department were meant to provide monies to Americans who earn less than $75,000, who have filed 2019 income tax returns and have a Social Security number, according to Equifax. Understanding that the stimulus checks were barely enough to cover mortgage payments, Congress also approved a federal stimulus for homeowners consisting of two protections for those who faced foreclosure due to missed payments. The CARES Act allowed forbearance, a pause in the mortgage payment schedule for a limited amount of time until payments can be resumed, without penalty, as outlined by the Consumer Financial Protection Bureau.

Forbearance doesnt exclude homeowners from forever making mortgage payments. It simply pauses your obligation until you gain your financial footing or for up to 180 days. The missed payments are to be repaid over time, and the company servicing your loan will work with you to determine that payment schedule when it resumes.

What Did Congress Pass To Help With Mortgages

The Rent and Mortgage Termination Act is a federal approach to this problem. However, the law was never passed by the House of Representatives. The bill eliminates evictions, fines and negative credit consequences for not paying rent or mortgages. Congress proposed a mortgage relief program in April.

Is there really a mortgage refinance relief program?

Two mortgage relief programs HIRO and FMERR have been put on hold because homeowners currently have so much equity that theres little need for relief refinancing. However, if you do need mortgage assistance, you still have options. Some Congress mortgage stimulus programs enacted during Covid, such as forbearance, are still available. And homeowners with FHA, VA, or USDA loans can often refinance a high-LTV loan using Streamline Refi programs backed by the federal government.

Is there a government mortgage relief program?

The CARES Act and subsequent American Rescue Plan have provided mortgage relief during the Covid-19 pandemic. These programs do not refinance your mortgage but let you postpone repayment while keeping your loan active. The CARES Act also created a temporary moratorium on foreclosures and renter evictions.

FMERR which stands for the Freddie Mac Enhanced Relief Refinance is Freddies version of a high-LTV program.

Requirements to qualify for an Enhanced Relief Refinance include:

  • Your loan-to-value ratio is at 97.01 percent or higher for a single-family, primary residence
  • Your loan was originated on or after November 1, 2018
  • Youve had the loan for at least 15 months
  • You have no late mortgage payments in the last 6 months, and no more than 1 in the last year

The FMERR program can be used for existing fixed-rate mortgages and adjustable-rate mortgages.

And, FMERR is not limited to single-family homes or primary residences. Homeowners with 2-,3-, and 4-unit homes, as well as second homes and investment properties, can qualify as long as they meet other eligibility requirements.

A mortgage lender can tell you whether you qualify for this refinance option. You do not have to refinance with your current lender.
