For the third stimulus check, all your dependents qualify, regardless of age. This means that for each child or adult dependent you have, you can claim an additional $1,400.
This is different from the first and second stimulus checks, which only allowed child dependents to get the additional payment.
Coronavirus Stimulus Checks To Californians
The California Franchise Tax Board, which is responsible for distributing the stimulus checks, sent out about 2 million stimulus payments last week on Sept. 17. In the first batch sent in August, the agency sent out about 600,000 payments.
So far, the agency has sent out more than $1.8 billion under the second Golden State Stimulus program in the last few weeks.
Previously, the California Franchise Tax Board informed that it would be sending the payment in two-week intervals. The first batch of payments was sent on Aug. 27 and the second batch went out on Sept. 17.
The next batch of payments will go out on Oct. 5. Also, from the same date, the state will start to send physical checks to eligible Californians for whom it doesnt have bank account information and to those who chose to receive the stimulus check via paper checks.
For the payment sent via direct deposit, it may take a few business days to show up in your bank account. On the other hand, paper checks may take up to three weeks to arrive.
The Franchise Tax Board will continue to send the stimulus payments in batches, and hopes to issue almost all payments by the end of the year.

Where Can I Cash A Third

You can cash a third-party check at some banks, credit unions, and several check-cashing stores across the country. Some of the top banks and credit unions where you can cash third-party checks include the Bank of America, Citibank, HSBC, Chase, M& T, and Chartway Federal Credit Union.
Several check-cashing stores also offer third-party check-cashing services. Leading the pack in the category are stores like The Check Cashing Store, ACE Cash Express, and Check N Go.
Regardless of where you choose to cash a third-party check, be ready to show proof of identity. In most cases, youll need a government-issued photo ID. Also, some institutions require that both payees must be present at the time of cashing the check.
Most credit unions wont charge you any fees but expect to pay third-party check-cashing fees in most banks and check cashing stores if you are a non-customer. Also, note that grocery stores, convenience stores, and gas stations offer other check-cashing services, but they will not cash a third-party check for you.

The Better Business Bureau has warned Americans of potential scams as the stimulus checks started hitting bank accounts this weekend.
The BBB has urged people to beware of emails or text messages prompting them follow a link to request benefit payments”, which may connect users to an application requesting personal information to make sure you are getting all the payments owed to you.
The BBB warns that scammers use this applicationto phish for personal details and commit identity theft.
What To Do If Your Tax Situation Changed In 2020 Vs 2019

Maybe you had a child or saw your income fall in 2020, meaning youre eligible for a higher amount than the IRS right now assumes. Perhaps you changed banks or moved in the last year. If thats you, youll want to submit your 2020 tax return as soon as possible, so the IRS has the most accurate picture of your financial situation.
But its safe to assume that IRS officials are going to have their work cut out for them over the next few weeks. They might not be able to process your return by the time they begin sending out stimulus checks, meaning youll receive less than what you should.
While it wont be as speedy, youll most likely be able to claim any missing stimulus payments when you file your 2021 taxes in 2022 by claiming a Recovery Rebate Credit. And even better, the text of the American Rescue Plan opens up the possibility of additional top-up payments, meaning, in the best of circumstances, you wont have to wait a whole year to claim your check.
Similar to the first and second stimulus check rounds, youll also most likely be able to input your bank account information through the IRSs GetMyPayment tool. Stay tuned for more information from the IRS in the coming weeks on how and when to fill that information out.

You No Longer Qualify Because Of Your Income
One of the major issues lawmakers battled over with the bill was income thresholds for those who would qualify for checks. It was eventually agreed on that single tax payers needed to earn less than $75,000 on their latest tax filing in order to receive the full $1,400. Those who earned between $75,000 and $80,000 saw their checks diminish by $100 per $1,000 over $75,000. Single tax payers who earned over $80,000 received nothing.
Couples who earned under $150,000 combined were eligible for full checks as well. However, if couple earned more than $160,000 combined, they received nothing.
What About Social Security Beneficiaries
Many federal beneficiaries who filed 2019 or 2020 returns or used the Non-Filers tool last year were included in the first two batches of payments, if eligible, according to the IRS.
For federal beneficiaries who didnt file a 2019 or 2020 tax return or didnt use the Non-Filers tool, the IRS said it is working directly with the Social Security Administration, the Railroad Retirement Board and the Veterans Administration to obtain updated 2021 information to ensure that as many people as possible are sent automatic payments.
Social Security and other federal beneficiaries will generally receive this third payment the same way as their regular benefits, according to the agency.
More information about when these payments will be made will be provided on IRS.gov as soon as it becomes available, the IRS said.

What Is A Stimulus Check
A stimulus check is a non-taxable, direct cash payment. The money can be used however you want and doesn’t need to be repaid to the government.
The first round of stimulus checks were approved back in March. They were part of the $2 trillion CARES Act that also expanded unemployment benefits and provided loans to struggling businesses.
A stimulus check is actually a tax credit that reduces your tax bill on a dollar-for-dollar basis. Some tax credits are refundable, meaning if you don’t have a tax bill large enough to use the full credit, you will get the money as a refund.
The IRS, which distributed these payments to Americans through direct deposit and mailed checks, calls them Economic Impact Payments. The maximum payments were $1,200 for individuals and $2,400 for couples who file taxes jointly. There was also an additional $500 for dependents under age 17.
How Will The Government Send You The Stimulus Check
The IRS will use the direct deposit information you provided from the taxes youve filed for 2019 or 2020.
You may be able to use the IRS Non-Filers tool to provide your information like the first round. But so far, the IRS has not announced whether that tool will be available if this stimulus bill is passed.
The tool was for eligible U.S. citizens or permanent residents who had gross income below $12,200 for 2019 and werent required to file a 2019 federal tax return.
If you have no direct deposit information on file or if the account provided is now closed, the IRS will mail you a check or pre-paid debit card instead.
If you received no payment and you think youre eligible or you got the wrong amount, youll be able to claim it on your 2021 tax return.

What If I Didn’t Get The First Stimulus Check
Over 160 million first-round stimulus checks have been sent since April. If you didn’t get one, there’s a chance you don’t qualify. You need to be a US citizen or resident alien, have a Social Security number, and not be claimed as a dependent by another taxpayer.
If you meet all those requirements and still didn’t get a stimulus check, it’s possible your income disqualified you. The IRS determined payment amounts using taxpayers’ most recently filed tax return, either 2019 or 2018. Your adjusted gross income needed to be less than $99,000 as a single filer, $136,500 as a head of household, or $198,000 as a married joint filer to receive a payment for the first round of checks.
If your income didn’t meet those thresholds in 2018 or 2019, but it did in 2020, then you can claim your payment formally called a Recovery Rebate Credit on your 2020 tax return. Here’s how it works.

Aba Calls For Legislation To Stop Debt

The American Bankers Association has urged lawmakers to pass legislation that would stop debt collectors from seizing stimulus checks before the reach recipients.
In a letter Wednesday, the ABA stated that they have joined a coalition of financial and consumer advocacy groups urging Treasury Secretary Janet Yellen to support standalone legislation to ensure that these payments are shielded from assignment and garnishment.
The ABA said that if Congress does not act, banks and other financial service providers will have to comply with court ordered garnishments that will enable debt collectors to seize stimulus checks to pay unpaid debts.
It is simple to code the payments as exempt, and we believe it is imperative that Congress ensure that these next stimulus payments are treated as benefits subject to the federal exemption from garnishment, members of the coalition said in a statement. Otherwise, the families that most need this moneythose struggling with debt and whose entire bank accounts may be frozen by garnishment orderswill not be able to access their funds.

What Will The Portal Tell You
The “Get My Payment” tool will tell you:
- Payment date
- Payment method Note: mail means you may be issued an EIP Card or a check
If your payment status is not available, that means the IRS has not yet processed your payment, or you are not eligible for a payment.
If you get a message that says “Need More Information,” that means your payment was returned to the IRS because the post office was unable to deliver it. The IRS said people who got this message will eventually be able to use the tool to provide additional bank account information.

US Senate Democrats will push to make permanent two provisions of President Joe Biden’s Covid-19 relief bill that provide emergency enhanced benefits for the poor through food assistance and child tax credits, two leading lawmakers said on Sunday.
Senate Majority Leader Chuck Schumer said that making enhanced child tax credits permanent is an important goal for Democrats, as they seek to move forward with bold new initiatives that also include legislation to upgrade US infrastructure.
Senator Kirsten Gillibrand, Schumer’s fellow New York Democrat, called separately for enhancements for a nutrition program aimed at women, infants and children in the $1.9 trillion bill to be extended indefinitely. Biden’s legislation temporarily increased the value of the program’s cash vouchers for fruits and vegetables from $9 per month for children and $11 for women to $35 per month for both. The bill also expands the US federal child tax credit for one year from a partially refundable $2,000 per child to a fully refundable $3,600 credit for children under 6 and $3,000 for children aged 6 to 17, a move that experts say will significantly decrease child poverty in the United States.
“That’s one of the most important things we can do. We can change America, if we make them permanent,”Schumer told MSNBC. “It will be so good for these kids, their families, but for all of America and our economy.”
