Here’s Where We’re At
Congress has not addressed the issue of another payment to Social Security recipients. Regardless of rumors to the contrary, the IRS has not been ordered to issue a fourth payment to any American.
Congress has not outright rejected the proposal, so the issue is not quite dead and buried. However, no one should count on another round of stimulus payments from the federal government.
Pandemic Ratchets Up’ Need For Long
News Release
As Congress prepares to construct a fourth stimulus package, a leading seniors advocacy group is calling for more to be done to help older Americans survive the COVID-19 pandemic, both physically and financially. The National Committee to Preserve Social Security and Medicare has sent a letter imploring members of the U.S. House and Senate not to forget seniors as they craft new Coronavirus relief legislation. While previous stimulus bills were a good start, Congress must now boost Social Security benefits and expand Medicare and Medicaid services that will help older citizens and their families to withstand this crisis.
We have been aggressively working to improve seniors programs for many years, but the pandemic has ratcheted their needs to the top of the list. Older Americans are among the most vulnerable to the ravages of COVID-19. Their struggles are significantly aggravated by the crisis. It makes sense to expand and protect the health and income security for older citizens, who in turn contribute so much to the economy and our quality of life. Max Richtman, president and CEO of the National Committee to Preserve Social Security and Medicare
The National Committee urges Congress to enact several measures to defend seniors financial and health security, including:
- Create a new Medicaid grant for states to boost their home and community-based long-term care services.

Will Lawmakers Provide A Fourth Stimulus Check
Dozens of lawmakers have pushed for recurring stimulus payments this year.
Meanwhile, the Biden administration has focused on advancing the infrastructure bill and a larger social spending plan.
The reality of any Congressional action is slim, as both the House and Senate only have a little more than two weeks left in session for 2021.

There Has Been Some Hope For Extra Support For Seniors In 2022 And The Omicron Wave Could Provide The Opportunity For More Funds

Inflation is hurting some communities hard as the pandemic evolves and despite more than 169 million payments having been sent out in the third round of stimulus checks, there is a continued push for a targeted fourth one. The new covid-19 variant of Omicron had financial markets very worried at first, with a rapid transmission rate, but early studies have calmed them a little as illness, on the whole, appears to be less severe.
The Omicron variant is spreading fast around the US. This has given a boost to the prospect of further stimulus checks as the risk of great economic trouble lies ahead. Nancy Pelosi made overtures in an interview on Sunday that further stimulus relief could be included in future bills.
How likely is a fourth stimulus check for SS beneficiaries?
The Senior Citizens League , a non-partisan advocacy group, started a pressure campaign to push Congress to send those receiving Social Security additional stimulus money. In a letter to leaders of Congress, TSCL Chairman Rick Delaney called for a one-off $1,400 Social Security stimulus payment for seniors. Such a measure could help defray the costs associated for some seniors from the 2022 cost-of-living adjustment, which was the highest in 40 years, pushing them into a higher tax bracket.

Social Security Modernizing Its Disability Programdecades Old Rule Updated To Reflect Todays Workforce
Social Security Commissioner Andrew Saul announced a new final rule today, modernizing an agency disability rule that was introduced in 1978 and has remained unchanged. The new regulation, Removing the Inability to Communicate in English as an Education Category, updates a disability rule that was more than 40 years old and did not reflect work in the modern economy. This final rule has been in the works for a number of years and updates an antiquated policy that makes the inability to communicate in English a factor in awarding disability benefits.
It is important that we have an up-to-date disability program, Commissioner Saul said. The workforce and work opportunities have changed and outdated regulations need to be revised to reflect todays world.
A successful disability system must evolve and support the right decision as early in the process as possible. Social Securitys disability rules must continue to reflect current medicine and the evolution of work.
Social Security is required to consider education to determine if someones medical condition prevents work, but research shows the inability to communicate in English is no longer a good measure of educational attainment or the ability to engage in work. This rule is another important step in the agencys efforts to modernize its disability programs.
The rule will be effective on April 27, 2020.

Why Are Social Security Veterans And Other Federal Beneficiaries Waiting For $1400 Stimulus Checks
The issue with the payments came to the attention of lawmakers prompting the House and Ways Committee to inquire with the Internal Revenue Service and the Social Security Administration . They discovered that the IRS had not yet received payment files from the SSA that the tax agency needed to send out the $1,400 direct stimulus payments. This prompted the committee to give the SSA a 24-hour ultimatum to send the files and the SSA complied.
The Social Security Administration responded that it had been working tirelessly with our counterparts at IRS to provide to them the information they need to issue payments to our beneficiaries. The SSA in the statement said that it had managed to send the IRS the necessary information a week earlier than during the first round of payments last year.
The statement explained that part of the reason for the delay was the need to update the files the IRS will use as to protect the integrity of the EIP program. adding Social Security employees have literally worked day and night with IRS staff to ensure that the electronic files of Social Security and SSI recipientsare complete, accurate, and ready to be used to issue payments.

Social Security Recipients Finally Getting $1400 Stimulus Checks
Millions of senior citizens were left sitting empty-handed because the Social Security Administration didnt turn over the necessary payment information to the IRS in a timely fashion.
After weeks of delays, millions of Social Security recipients are finally seeing their coronavirusstimulus checks in their respective bank accounts and mailboxes.
For the current fourth batch of stimulus payments, roughly nineteen million payments representing more than $26 billion were earmarked for Social Security beneficiaries who did not file their 2019 or 2020 taxes or did not use the Internal Revenue Service Non-Filer tool for direct payments, and more than three million payments totaling $5 billion were sent to Supplemental Security Income and Railroad Retirement Board beneficiaries.
The chief reason for the holdup in the transfer of the much-needed funds was due to the Social Security Administration , according to a recent letter from the House Ways and Means Committee to the benefits agency. The committee contended that millions of senior citizens were left sitting empty-handed because the SSA didnt turn over the necessary payment information to the IRS in a timely fashion.
The agency recently acknowledged that it had been reviewing, validating, and testing the payment records after receiving them from the SSA.
Once we were free to move forward, we aggressively worked with Treasury and IRS to issue payments, he said in a statement.

Fourth Stimulus Check Update: Group To Urge Congress For $1400 Payments To Some Americans
About 75,000 people have signed a petition for a $1,400 stimulus check for Social Security recipients, and the group organizing the push plans to pressure Congress to work on additional payments by the end of the year.
The Senior Citizens League, one of the largest nonpartisan seniors groups, is asking Congress to send out the $1,400 to everyone who receives Social Security benefits. Inflation is adding an undue strain on fixed-income households, and the Senior Citizens League says that this year’s benefit increase hasn’t kept up with the rising cost of living.
“Social Security benefits only raised by 1.3 percenton average that’s $20. That really eroded the buying power people had even just 12 months ago,” Mary Johnson, the group’s Social Security and Medicare policy analyst, told Newsweek. “We thought a one-time stimulus payment would help heat homes right now.”
The organization started the petition at the beginning of October and has since gathered 75,000 signatures, including about 1,600 in the past week, according to Johnson. As it’s done in the past, the organization also engaged in a huge mailing campaign to its supporters and is collecting physical signatures as well. Those signatures have yet to be tabulated into the final count.

What If The Irs Didnt Send Me The Full Amount For The First Or Second Stimulus Payment
According to the IRS, people who receive Social Security retirement, SSDI, SSI and Railroad Retirement benefits, as well as Veterans Affairs beneficiaries, were automatically eligible for the first two stimulus payments. If you receive these federal benefits as your only form of income, you werent required to file a federal income tax return in 2018 or 2019. Under the CARES Act, you should have received a stimulus check automatically.
If that money didnt arrive, its possible you might have had a payment garnished for child support or funds diverted to pay a specific kind of creditor, but the rules changed with the second check. However, an IRS error could also be a potential culprit or the IRS may have needed more information about your eligibility.
To receive your money now, you need to claim the additional amount as part of tax season 2020, using the Recovery Rebate Credit. Even if you dont usually file taxes, youll have to file to get the funds. The deadline for filing your 2020 taxes was extended to May 17, 2021.
In some cases if you received a letter from the IRS confirming that your payment was sent, but you never actually got the money, for instance you may need to contact the IRS to request a payment trace.
The IRS says you can create and then check an IRS account to see more information about your eligibility around the first two stimulus payments.
