Everything A Nonresident Needs To Know About The Californian Golden State Stimulus Checks
Everything a nonresident needs to know about the Californian Golden State Stimulus Checks
California has joined fellow states and cities such as Florida, New Orleans, Maine, and Maryland in providing a financial boost to qualifying residents.
Up to 800,000 Californian residents who meet the requirements will receive as much as $1,100 as part of the Golden State Stimulus Check scheme.
A first round of payments were also delivered earlier in 2021 in order to provide relief to taxpayers who have been affected by the pandemic.
While these checks are designated exclusively for California residents, many nonresidents in the state have received the payments in error.
In this guide, we will take a closer look at the Golden State Stimulus Checks and outline the important steps a nonresident should take if they receive this pandemic payment.
Stimulus And Grant Payments: How We Are Changing Our Overdraft Process
We made the decision to amend our overdraft processes to provide you access to stimulus payments in their entirety for clients who deposit their Golden State Stimulus and/or Golden State Grant payment into a Union Bank deposit account via a check or direct deposit.
If at the time your stimulus/grant payment is deposited your account has a negative balance, we may apply a Temporary Credit to cover the negative balances in your account so that you may have full access to your stimulus payment. Clients who cash their check are not eligible to receive a Temporary Credit. The Temporary Credit will remain in your account for 90 days, after which it will be reversed, and the amount will become due.
Important information about your temporary credit:
Amount And Status Of Your Payment
To find the amount of the third payment, create or view your online account or refer to IRS Notice 1444-C, which we mailed after sending the payment.
If you are sent a plus-up Economic Impact Payment after your 2020 tax return is processed:
- The amount of your initial third payment will no longer show in your online account. You will only see the amount of your plus-up payment.
- The status of your initial third payment will no longer show in Get My Payment. You will only see the status of your plus-up payment.

California State Stimulus Payment
Gov. Gavin Newsom signed the Golden State Stimulus in July, creating one of the nations first state stimulus plans. California operates under a progressive tax schedule, meaning the more you make the more you pay in taxes. This, in conjunction with thrifty budgeting, left the state in an advantageous surplus that Newsom has used to fund the state stimulus checks, which are in addition to the federal payments that went out this year and last.
Qualifying residents will typically receive an extra $600 or $500 depending on income and how many dependents they claim. Some who do claim dependents and did not receive the last stimulus may get upwards of $1,100 in their next check, essentially supplementing an entire new stimulus payment like the ones the federal government has sent out.

Stimulus Checks In California: Who Is Eligible
Both the chamber in the Golden State had approved this round of stimulus checks. The first half was passed in February and sent $600 to the residents who earned less than $30,000 annually. This included immigrants who were ineligible for the fed stimulus programs.
The July bill might send $600 checks to all the residents with an income less than $75,000. The people who had received the first round will not qualify for this additional $600. The people who have dependents and families that are undocumented will claim $500 checks.
The total cost of these payments is close to $8billion and is the most important thing in Newsoms proposal. This move was quite important as it addresses the inequities laid bare by the pandemic.
The State legislature had extended their eviction moratorium till 30th September 2021. The Supreme Court had ruled the end of the fed eviction moratorium but it did not affect the one in the Golden State.
Newsom had tanked everyone after the bill was passed as he believes it to be the countrys largest rental assistance package.

The California Franchise Tax Board will send payments based on a filer’s 2020 tax return. In order to receive a check, a tax return must be filed, regardless if a person is required or not to submit one. To receive a check, the state tax authority must receive a return by 15 October 2021.
Californians who havent filed a tax return yet can expect extra wait times before they will receive their payment. The Franchise Tax Board says those who filed after August 20, 2021 and receive their tax refund via direct deposit, should allow up to 45 days for 2020 tax returns to be processed. Tax returns that are processed after the scheduled ZIP code payment will have to wait at least 60 days to receive their Golden State Stimulus check. In both cases some returns may take longer to process delaying payment further.

The California Legislature approved a second round of Golden State Stimulus checks after the state ended up with a record budget surplus. The new round of economic aid to Californians raised the eligibility ceiling based on income from $30,000 to $75,000 giving around two thirds of the states residents access to the tax rebate scheme.
Some lucky residents who received a payment in the first round will get an additional payment in the latest round. Those with dependents and those who file taxes with an ITIN and didnt qualify for the federal Economic Impact Payments.
Why California Has So Much Money
That brings us to today. Millions of Californians have lost work during the pandemic the states unemployment rate is tied for highest in the nation and a third of households here do not earn enough to meet the true cost of living in this pricey state.
But our state government has been raking in the cash. California has a record $76 billion budget surplus for the current fiscal year, and is projecting $31 billion in excess revenues for the fiscal year that begins in July.
Nationwide, lower-income adults have been hit especially hard by the Covid-19 economic crunch, while wealthier Americans have been left largely unscathed. That trend holds in California, where we also tax our wealthy at very high rates.
What makes the situation unique in California is that we have this inordinate wealth and income inequality, said Chris Hoene, executive director of the California Budget and Policy Center. And then we have a tax structure designed to actually produce revenue from that.
In late 2020, Gov. Gavin Newsom was planning for the fiscal year that would begin in July 2021. Projections showed that the state could soar past the Gann limit by billions of dollars.
Under state law, the governor wasnt required to act on the limit for another two years. But Newsom was facing the prospect of a recall election in the fall.

If you’ve already filed your 2020 tax return and qualify for the payments, you don’t have to do anything else to receive a check in the mail or by direct deposit.
